Dyess AFB Painting IDIQ – FA466124R0003
Questions and Answers- Base IDIQ
1. Please confirm that for the purpose of all CLIN #s – cost is to include labor and associated material costs. Yes, each CLIN # cost should include labor and associated material cost.
2. (A) Given the nature of IDIQ projects, are the CLIN price scheduled to include mobilization costs regardless of the exact size and scope of work for each project? For example, a 100 sq ft epoxy floor could have the same $2500 mobilization cost as a 2,000 sq ft epoxy floor, but the same $10/sq ft installation cost, i.e. 100 sq ft project is $3500 or $35/per square foot and a 2,000 sq ft epoxy floor is $22,500 or $11.25/per square foot.
(B) As a solution – is it possible to differentiate a size schedule per square foot on a range of 100 sq ft to 1,000 sq ft, 1001-2500 sq ft, 2501 – 5,000 sq ft, 5000 sq ft+? Mobilization cost will be the same regardless of the exact size and scope of work.
3. Whereas the height of painting any service area, installing gypsum wall board, or repairing fascia and soffit boards may require the use of specialized scaffolding or motorized lifts; what is the method for accounting for such costs should they occur? For example, painting or replacing soffit boards on the 1st floor of a dormitory which would not require the use of a lift will be less costly than the same work performed on the 3rd floor. A separate CLIN item for Scaffolding has been added where vendors can price scaffolding price per day. At the beginning of each project the Civil Engineer squadron will determine if scaffolding is necessary.
4. A.) CLIN 0001 – Exterior Structure Painting – please clarify if that basis of bid should be for application on metal siding panels, CMU – cinder block walls, or wood siding panels. For reference, it is generally accepted that painting metal siding panels is the least expensive and wood siding panels most expensive. CMU walls and EIFs will be the expectations for painting exterior. Contractors will not be expected to paint exterior wood siding.
B.) CLIN 0001 – Exterior Structure Painting – please clarify if surface preparation should be included in this cost and to what extent. As a suggestion, would an additional CLIN # for “Surface Preparation - scraping of flaking paint, sand or water blasting, power sanding if necessary” help provide clarity for pricing? Surface Preparations shall be included in each CLIN # in accordance with the SOW.
5. CLIN 0004 – Paint Carpentry Surfaces (New) – three-part question:
A.) Please clarify if the bid is for painting or staining and clear coating. Bid is painting, one coat stain, and two coats clear coat.
B.) Please provide an example of this type of substrate – are these baseboards and door trim? It will be interior carpentry surfaces such as baseboards and door trim.
C.) If the intention is to price the cost of baseboards and door trim, the industry standard pricing is per linear foot rather than per square foot. Please clarify. The intent is for all carpentry surfaces such as baseboards and door trim, it has been changed to Linear footage in solicitation.
6. CLIN 0005 – Fascia Board & CLIN 0006 Soffit – please clarify if this cost should include the cost to paint as well as “service and materials to repair exterior”. Yes it shall include the cost to paint as well as repair.
7. Pertaining to Doors and Door Frames CLIN 008, CLIN 009, CLIN 0010, CLIN 0011 – please clarify the basis of bid is for a standard 3.5’x7’ entryway door and door frame.
Double doors shall be priced as two individual doors.
8. CLIN 0012 – Stripe Interior Floors – please clarify the substrate, is this striping interior concrete floors or markings on hardwood surfaces, i.e. basketball courts. Floors to be striped are concrete and hangar floors. Quantity has been updated to 500 LF in the solicitation.
9. CLIN 0013 – Epoxy Floors – per the description “include all prep work to include removing old coverings and grinding” – the description does not mention repair of concrete. Whereas the extent of repair is unknown, and it is generally accepted that application of an epoxy system would include minor crack repair, is it acceptable and understood that the cost per square foot of this line item exclude concrete repair beyond minor crack repair? The CLIN 0013 will exclude concrete repair beyond minor crack repair. Not required to fill joints. Please see 1.3.5.1 in the updated SOW.
10. CLIN 0014 – Gypsum Wall Board – Several Questions:
A.) Please clarify if this cost should include demo and disposal of existing drywall. Yes, include demo and disposal of existing drywall.
B.) Please clarify that this cost should not include any framing of new walls.
Contractor will not be required to do framing.
C.) Like Question 2 - whereas the size of any one project could vary – repairing drywall would greatly fluctuate between installing a single sheet (4’x8’) vs several sheets, is this also an area where we could differentiate a number of sheets (32 sq ft each) between 1-10 sheets, 11-30 sheets, 31+ sheets? This will be a fixed firm price contract, calculate repairs based off sq feet. Contractor will not be required to do major dry wall repair; repairs shall be incidental dry wall repair.
D.) Like Question 3 – is it possible to distinguish that for the basis of the bid that this cost be limited to installing 5/8” standard gypsum board on WALLS to 10 feet?
Installing drywall over 10 feet in height or on ceilings generally requires the use of mechanical or motorized equipment. Per the SoW the 2.5.1 Contractor Furnished Items: Except for those items or services specifically listed as government furnished, the Contractor shall furnish everything needed to perform this contract according to all its terms. Contractors should use the scaffolding CLIN for pricing if installing drywall over 10 feet.
11. CLIN 0015 & 0016 – Parking Lot Restriping – Two Questions – A. What is the basis of measurement? Generally, parking lot striping is priced on a cost per stall, which are three lines of approximately 10’-12’ length.
Please submit pricing based on linear feet. Stalls will be calculated using linear feet.
B. The estimated quantities are 800 and 150 – please clarify whether these are number of stalls or if these are a linear foot measurement. We recommend using “stalls” as the measurement with the quoted cost being “per stall”. Please use linear feet to include fire lanes. We will solely calculate using linear feet. See solicitation for estimated quantities.
12. Would the awarded contractor be afforded a mobilization center on base – it would be out intent to keep a mobile office with materials in a 20’ Conex container if possible. We will not be providing a permanent laydown yard at Dyess. The contractor will have a laydown spot if needed for specific projects when awarded. CE will let the contractor know where they can lay down materials.
13. Units of Measurement – please confirm that the unit of measurement for each square foot area is a measurement of the surface area to receive paint. We want to ensure we are bidding to paint per square foot of a wall and not per square foot of the structure’s footprint. It will be Per Square foot of area to receive paint.
14. We have projects under $100k and projects over $300k. We do not have a project (in scope) that is between $100k-$300k. Would other projects over $300K or under $100K be considered in accordance with section L and M.
Section L have been changed to remove the upper limit of $300K. Contractors must have projects over $100K, there is no upper limit to project size. Please see Section L, Vol II for changes.
15. The line item for Epoxy Floors does not address floor joints. Will a separate line item be added for cleaning and sealing of floor joints?

16. For exterior surfaces, will pressure washing be required? If so, will a line item for pressure washing be added to the bid schedule? There will not be a separate CLIN for power washing, it shall be incidental to the specific CLIN.
