A-E IDIQ (Questions & Answers)

Question: The first paragraph of the A-E IDIQ Synopsis states that multiple contracts will be awarded. Can you clarify how many awards are expected?
Response: Expected to award two contracts.
Question: The first paragraph of the A-E IDIQ Synopsis states “The maximum contract amount shall not exceed $5,000,000.00 for the life of the contract.” Please clarify if $5M will be the total aggregate ceiling for all contract awards, or if each contract award will have a $5M ceiling.
Response: $5 million aggregate contract value.
Question: On page 2/3 of the A-E IDIQ Synopsis, Item 6 is listed as Price and includes the statement, “Price analysis will be used to determine price is fair and reasonable, and not unbalanced.” From our understanding of FAR 36.6, the most highly ranked firms must be determined prior to negotiation of fees. Please clarify whether this item should be included in our SF330 response.
Response: Pricing is not to be included.
Question: The solicitation was posted to sam.gov on 6/21/23 and has a due date of 7/6/23. That totals 15 days for design teams to prepare an SF330 and that includes the Fourth of July holiday. Would Contracting consider extending the deadline by at least a week to allow for more preparation time?
Response: The solicitation closing date has been extended until Monday, 17 July, 2:00pm CST. An amendment to the A&E Synopsis posting will be forthcoming. Only one original electronic and one redacted electronic copy should be submitted, no hardcopies.
Submittal Requirements: Please confirm that we are to submit one digital copy and two hard copies. For the redacted hard copy, what information needs to be redacted?
Response: A hardcopy of the submittal is not required only one original electronic and one redacted electronic copy should be submitted.
Question: Deadline: Typical SF330 RFQs allow for a 30-day turnaround from synopsis release to submittal deadline; this synopsis only allows for 15 days, one of which is a federal holiday. We respectfully request a two-week extension to the 6 July deadline, to allow sufficient time to adequately respond to the Government’s requirements.
Response: The solicitation closing date has been extended until Monday, 17 July, 2:00pm CST. An amendment to the A&E Synopsis posting will be forthcoming.
Quality Control Plan (10 pages): please confirm all QC plan information is to be included in Section H.
Response: Yes, the Quality Control Plan should be included in Section H, Additional Information.
Question: For the 10 pages of Specialized Experience and Technical Competence information, should this be included as part of Section H?
Response: #2. Specialized Experience and Technical Competence should be included in Section H, Additional Information, with a ten (10) total page limit.
Question: Past Performance: Please confirm that we are to include 5 projects, and are allowed 5 pages per project, and that this information is to be included in Section F.
Response: A limit of 5 projects can be submitted @ 5 pages each within 5 years for a total of 25 pages.
Question: Price: Typically, SF330 submittals do not include any pricing information. Please clarify if we are to include any pricing information in our SF330, and if so, what information we are to include.
Response: Pricing is not to be included.

Question: Please verify Specialized Experience (10 pages) is to be addressed in Section H.
Response: #2. Specialized Experience and Technical Competence should be included in Section H, Additional Information, with a ten (10) total page limit.
Question: Please verify Criterion 6 – Price is not to be addressed in the 330 submittal and will be part of contract discussions with selected firms.
Response: Pricing is not to be included.
Question: Submittal requirements – Submit digital copy….and original and one (1) redacted copy. Are you asking for hard copies in addition to digital?
Response: A hardcopy is not required only one original electronic and one redacted electronic copy should be submitted.
Question: Please consider extending the due date two weeks as the current 16-day turnaround presents a burden to Small Businesses with limited staff availability due to the holiday weekend and summer vacations.
Response: The solicitation closing date will be extended until Monday, 17 July, 2:00pm CST.
Question: Key Personnel – for the 5-page introduction to resumes, what information is the Government looking for in this introduction?
Is this information to be included in Section E, Resumes of Key Personnel, or Section H, Additional Information?
Response: Introduction to resumes: Limit 5 pages.
This area could describe how the assembled team has performed work in the past. This team has successfully completed X number of projects in the last 5 years. Members of this team won the prestigious X award. This information should be immediately in front of the resumes.
Question: Specialized Experience – Comprehensive and Structural Interior Design and Commissioning are included in the Specialized Experience criteria, but an interior designer and commissioning authority are not included in the desired resumes. Should resumes for these two disciplines be included?
Response: These additional resumes are not required. Some firms will do this work with their Architect and some will hire an Interior Designer.
Question: For the $250,000 minimum dollar value for projects, is this a $250,000 minimum design fee, or $250,000 minimum construction cost?
Response: This is a minimum construction cost. There may be some small projects that are below $250,000.00k for design.
