Drop Zone Maintenance // FA4661-18-Q-0082 9 November 2018

The following questions and answers are provided for potential vendor consideration:

Reference: 1.5.3 Perimeter fencing. Inspect and repair the barb wire fence and metal post as necessary along the drop zone boundary.

Question 1: During the site visit, we observed clusters of cacti along the fence lines. Will the contractor be responsible for clearing those?

Response 1: Yes, if the cacti will interfere and potentially damage the fence structure(s)

Question 2: During the site visit, there were culverts lying on the side of the road. There is no mention in the PWS of having to install these. Is the contractor expected to install the culverts as part of the contract? If so, how many culverts will we be expected to install and where? And will it be to the government’s specs or the contractors?

Response 2: No requirement to install additional culverts. Culverts lying on the side of the road were left from previous work completed on the drop zone.

Question 3: During the site visit it was noted that there is fencing on both sides of the road. Are we responsible for the outer fence or just the perimeter fence? Do both fences need clearing and maintaining?

Response3: The inner perimeter fence only. The outer fence is the land owner’s responsibility.

Question 4: Do you have existing replacement barb wire, or will this be the responsibility of the contractor?

Response 4: The materials necessary to repair any fencing will be the contractor’s responsibility to provide.

Question 5: Will the Prime’s subcontractors be allowed on the perimeter road while drop zones are occurring?

Response 5: The perimeter roads outside the inner fence is considered part of the drop zone reservation. No personnel are allowed on the reservation while airdrops are in progress. Contractors can check with the on-site Drop Zone Control Officer for permission to access any part of the drop zone reservation. In addition contractors can call the Contracting Officer Representative 325-696-2744 prior to any work being planned at the drop zone. The COR can provide the anticipated 3 Hour Drop Zone Block Time so that work can be planned outside this timeframe. The COR can also provide a timeframe when the drop zone is not scheduled for airdrops. Additional information can be found in the PWS para. 1.5.6.

Reference: 1.5.2 Road Maintenance. Grade and repair roads depicted on the attachment with existing road material.

Question 6: What kind of “existing road material” exists currently?

Response 6: The existing road material is: Material(s) (rock or dirt) that can be found on any part of the drop zone that can be utilize to fill ruts and smooth existing roads. Contractor not expected to bring road materials from outside the drop zone.

Question 7: In regard to “existing material”, is there a pile of road rock somewhere that we can distribute to help with the repair of the roads?

Response 7: The contractor is expected to utilize any existing road material(s) that can be found on any part of the drop zone which can be utilized to fill ruts and smooth existing roads. The contractor is not expected or required to bring road materials from outside the drop zone for any road repairs.

Question 8: Is the area defined as “existing road material” currently accessible due to the amount of rain the area has been experiencing this year?

Response 8: The existing road material refers to the material(s) throughout the drop zone that can be utilized to fill ruts and smooth roads both inside and outside of the drop zone perimeter fence.

Question 9: What is the timeline to bring the roads back into compliance? Will work be delayed until the ground has dried before road work can be completed?

Response 9: Contractor expected to bring roads into compliance as soon as the conditions on the drop zone permit work to be started and in accordance with the phase in schedule identified below and in the updated PWS which reflects the following phases/time lines the contractor will be permitted to bring the drop zone into compliance:

Phase 1 accomplished within 14 days of contract award:

Mow all 159 acres to acceptable standards

Repair all roads within the inside of the drop zone perimeter fence

Phase 2 accomplished within 90 days of contract award:

Repair all roads outside of the drop zone perimeter fence

Complete all necessary fencing repairs

Question 10: Is that applicable to the 45-day transition period?

Response 10: See the response to question 12 and the updated PWS.

Question 11: Can we bring additional storage facilities/containers on the property to store equipment?

Response 11: Yes, if the storage facilities/containers are not considered a permanent structure and are something that can be easily removed such as portable buildings. These buildings would have to be located in the same area as the government owned shed.

Question 12: It was observed on the site visit that there is a significant amount of work to bring this site up to standard. Will the government consider extending the 45-day requirement to 90 days to allow time to bring this site up to standard?

Question 14: Will the government provide or possible rent to us a PRC 117 radio so that we can have contact with the air crew or vice versa for the purpose of coordinating maintenance activity? Example: We’re waiting on a drop to complete so that we can mow, but the drop is cancelled.

The air crew would then be able to notify us that the drop is cancelled so mowing services can commence.

Response 14: The government can not and will not provide PRC 117 radios to non Air Force personnel. The on-site Drop Zone Control Officer will provide information to all personnel on the ground when aircraft are inbound and when to clear the drop zone and return to the safe area. The DZCO will also notify all ground personnel once all airdrops have been completed.

Question 15: What is the expected start date of the transitional period and contract?

Response 15: 1 Dec 2018

Please note that the PWS has been updated to reflect the transition phases (identified previously) for the required items to be accomplished and to remove the following sentence:

1.5.7 (second sentence) was deleted. “A large government owned shed is located in the designated area that can also be utilized however, the Government is not responsible for any contractor-owned items used or left in or near the drop zone area at any time.”
