Bronte Drop Zone Performance Work Statement

DESCRIPTION OF SERVICES

1.5 Description of Services. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to maintain Bronte Drop Zone Grass Height, provide Grading and Repair of Drop Zone Roads and conduct Fence Inspection/Minor Repairs in accordance with this PWS. Drop Zone is located in Runnels County Texas. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions and commercial practices.

1.5.1 Inspect and mow Bronte Drop Zone (approximately 159 acres) in order to maintain a grass height no greater than 14 inches for the area identified on the diagram. When grass height exceeds the 14 inches the area will be mowed to no lower than 8 inches at each mowing. The specified area will be mowed not to exceed 8 times per fiscal year (Oct-Sep).

1.5.2 Grade and repair roads depicted on diagram not to exceed 6 times per fiscal year (Oct-Sep) with existing road material. The Grading and Repairing of roads shall be accomplished immediately after periods of heavy rains. Perform road maintenance to eliminate ruts and prevent road wash out to ensure Drop Zone Roads accessibility. Total length of roads is approximately 6 miles. Two miles inside the main drop zone and four miles that run outside the perimeter fence of the drop zone.

1.5.3 Inspect and repair the barb wire fence and metal post as necessary along the Drop Zone Boundary. Fence Inspections are to be conducted every three months not to exceed 4 times per fiscal year (Oct- Sep). The contractor will notify the Quality Assurance Representative before repairs are accomplished and will also notify the Quality Assurance Representative after completion of each inspection.

1.5.1.3.1. Inspect and make minor repairs of perimeter fence.

1.5.1.3.2. Inspect and replace barbed wire clips on fence post as needed.

1.5.1.3.3. Inspect and repair broken barbed wire as needed.

1.5.1.3.4. Inspect and replace steel “T” post as needed (which tend to break off at ground level).

1.5.1.3.5. Inspect all water gaps and make minor repairs. Minor repairs would be defined at clearing debris, tighten wire and new “T” post as needed.

1.5.1.3.6. Contractor will determine necessity for mowing, grading, and repairing of roads based on requirements stated above. However, exact dates and times for work must be coordinated with 317 OSS/OSD Quality Assurance Office (Wk 325-696-2744) so as not to affect scheduled airdrop missions. The Quality Assurance Personnel will make periodic checks to ensure grass height is not over 14 inches and that roads are maintained. In the event that any of the Performance Work Statement requirements are not maintained the Quality Assurance Representative will contact the Contracting Officer or designated Contracting Officer Representative to coordinate a start and completion date of requirements with contractor.

1.5.1.3.7. The government will not be responsible for damage to contractor equipment when airdrop equipment/components cannot be located and recovered.

1.5.1.3.8. Contractor personnel are not authorized to be within the immediate drop zone area during actual airdrops and recovery of airdrop equipment therefore; the drop zone may not be available for continuous service periods due to mission requirements. The contractor can expect occasional delays of up to three to four hours while airdrops are being conducted. The Drop Zone is normally used during the week for both day and night airdrop operations. Typically two 3 hours blocks are scheduled for airdrop operations. One for day drops and one for night drops.

1.5.1.3.9 A designated area immediately inside the second gate of the drop zone can be used if the contractor wants to leave contractor owned equipment at the site. The government is not responsible for any contractor-owned items used or left at any time in or near the drop zone area.
