ATC Tower Emergency Escape System Statement of Work
1. DESCRIPTION OF THE SERVICES AND SUPPLIES REQUIRED:
Dyess AFB requires an emergency escape system to replace the Baker Life Chute on the Air Traffic Control Tower. This device must be able to:
· Be independently operated by the user
· Lower unconscious personnel
· Lower up to 35 personnel from the tower catwalk (height: approx. 110’) to the ground safely
· Must use a controlled-descent device to lower each individual within 35 secs and take no longer than 30 mins to lower all 35 personnel safely to the ground
· Have the available option for personnel to utilize a reusable fire-retardant suit while being lowered
· All components of the lowering device must be fire retardant
· Provide waterproof storage case capable of being stored within the confines of the ATC catwalk without obstructing the walkway
2. PREPROPOSAL CONFERENCE/SITE VISIT:
A mandatory preproposal conference/site visit will be held Tuesday, 17 April 2018, at 1000 CST at Dyess AFB, TX.
3. DESCRIPTION OF SUPPLIES NEEDED:
3.1 The contractor must supply all necessary and required parts to be installed. Additionally, they must supply all necessary tools as required to complete the installation. Furthermore, the contractor is responsible to ensure the safety of all workers by providing all personal protective equipment. Finally, the contractor is responsible for controlling the safety of the work area through the use of OSHA approved methods. The contractor must include:
· Installation of one (1) primary and one (1) separate training device
· Removal and disposal of existing Baker Life Chute
· A lifetime warranty on the primary and training systems to include recurring annual and as-requested inspections
· Installation of the separate training device on the Dyess AFB Fire Department Training Tower which can be utilized multiple times per year
· The training device must minimize any impacts on Fire Department training and use of the training facility, during and following installation
· Initial training on-site on the system for both the current tower controllers and the Dyess Fire Department
· Training certification of the Dyess Fire Department to conduct initial and annual recertification training of equipment use for AF personnel
3.2 HIGHLY DESIRED: utilize existing Baker Life Chute catwalk cutout (all hardware must remain below the ATC tower windows and MUST NOT obstruct the ATC tower controllers’ view.) Any obstruction of view during installation must be coordinated beforehand. If the Baker Life Chute cutout cannot be used or the hardware limitations to prevent obstructing the tower controllers’ view cannot be met, the new device must be located on the northeast portion of the tower catwalk (behind the airfield 3-9 line), any hardware visible from the tower must be minimized and the tower controller’s 360-degree view of aircraft in the pattern must not be obstructed.
· If the Baker Life Chute cutout cannot be utilized due to hardware limitations and obstruction of tower controllers’ view of the airfield (as outlined above), the contractor must remove and dispose of the Baker Life Chute, close of the Baker Life Chute cutout and repair the railing to prevent personnel from falling from the catwalk. The cutout closure repair must meet all applicable Air Force safety and building requirements and restrictions.
4. SCHEDULING OF WORK & ACCESS TO GOVERNMENT FACILITIES:
4.1 Contractor personnel shall present a neat appearance, have proper identification, and be easily identified as contractor employees.
4.2 Contractor shall ensure each employee obtains required pass and identification items for access to the base. The Pass and Registration Section will issue these items. Contractor and employees shall return identification cards to the issuing office at Dyess AFB within 24 hours of completion of work.
4.3 If at any time during performance of this contract the CO finds it in the best interest of the Government, the CO may order the contractor to remove any of his personnel from further performance under this contract for security reasons or for violation of installation regulations. In the event it becomes necessary to replace any contracted personnel for any of the above reasons, the contractor shall bear all costs, including relocation costs, associated with such removal and replacement.
4.4 Contractor shall not bring any hazardous material onto Dyess AFB nor use hazardous materials in any Dyess facility not related to the installation of the canopy and its structures.
4.5 Weapons, Firearms, and Ammunition. Contract employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned or privately-owned vehicles.
4.6 Identification Badges. Contractor personnel and Contractor representatives, while on duty, shall wear Contractor provided identification (ID) badges. The badge shall display at a minimum: company name, employee name, employee photo, contract title, contract number, and contract expiration date. The badges shall be worn outside of clothing in the chest area while on Dyess Air Force Base.
4.7 Contractor tools and pilferable supplies must be removed from the facility and/or secured by the contractor at the end of every business day unless coordinated with the facility. The Government assumes no responsibility for lost or stolen tools, supplies, or equipment.
5. HOURS OF OPERATION:
5.1 The scope of installation should be scheduled between the hours 0700 and 1600, Monday through Friday.
5.2 Federal Holidays. Contractor performance shall not be required on the holidays listed below unless otherwise notified by the Contracting Officer.
· New Year’s Day - 1st January
· Martin Luther King Jr.’s Birthday - 3rd Monday in January
· President’s Day - 3rd Monday in February
· Memorial Day - Last Monday in May
· Independence Day - 4th of July
· Labor Day - 1st Monday in September
· Columbus Day - 2nd Monday in October
· Veterans Day - 11 November
· Thanksgiving Day - 4th Thursday in November
· Christmas Day - 25th December
5.3 When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday. This list of holidays relates to Government duty days, and is not intended to supplement or otherwise alter the provisions of the Wage Determination regarding paid holidays.
6. SUPPORT & INSTALLATION REQUIREMENTS:
Must include all necessary parts and full installation of both the control tower system and the training system.
7. RESPONSIBLITY OF THE CONTRACTOR:
The contractor assumes full responsibility for any and all government property damaged in whole or part from negligent acts or omissions by the contractor, subcontractor, or any employee, agent or representative of the contractor. The contractor also agrees to reimburse the government for any and all damage of whatever kind to any and all government property associated with the performance of this service.
8. DISPOSAL OF MATERIALS:
The contractor shall dispose of all debris generated by this contract at an off-base location in accordance with state, local and federal ordinances. All hazardous materials shall be disposed of off base in such a manner that meets federal, state and local environmental regulations
