STATEMENT OF WORK
FOR
DYESS FAMILY POOL DIVING BOARD / WATER SLIDE
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to remove, repair and install the water slide frame and diving board pedestals at the Dyess Family pool, Dyess Air Force Base, Abilene, Texas in accordance with this PWS. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions and commercial practices.
1.1 General Requirements.
1.1.1 The contractor shall provide all labor, materials, equipment, transportation and supervision necessary to remove, repair and install the water slide frame and diving board pedestals.
1.1.2 The contractor shall have current manufacturer certifications and a good working knowledge of removal of all paint, grime and rust (sanding/sandblasting) from diving board pedestals and water slide frame.
1.1.3 The contractor shall repair and replace hardware as needed and prime with a rust penetrating epoxy primer (1 coat) and an intermediary multipurpose epoxy primer (1 coat) all bare metal areas and paint with a high–performance acrylic polyurethane (royal blue 2 coats) on the diving board pedestals (3 each).
1.1.4 The contractor shall repair or replace with new material and hardware as needed and prime with a rust penetrating epoxy primer (1 coat) and an intermediary multipurpose epoxy primer (1 coat) all bare metal areas and paint with a high– performance acrylic polyurethane (royal blue 2 coats) on the water slide frame (1 each).
1.1.5 The contractor shall apply anti-slip coating to the deck and steps on the water.
1.1.6 The contractor shall dispose of all unused materials and trash.
1.1.7 All work shall be backed by a 1 Year Craftsmanship Warranty.
1.1.8 The contractor and employees working on Dyess AFB shall undergo a government background investigation (at government expense) in accordance with Department of Defense Instruction 1402.5.
1.1.9 The preference in all cases is to repair broken equipment. If the contractor believes that equipment cannot be repaired, they shall report their findings to the Contracting Officer. The Contracting Officer shall then determine if the equipment will be replaced.
1.2 Period of Performance:
1.3 Project completion shall be NLT 21 Days ADC (*preferred to have repairs completed by 24 May).
1.4 Compliance and Standards.
1.4.1 Contractor will comply with all requirements set forth in applicable Air Force Instructions, regulations, policies (includes locally established policies) and all applicable OSHA and AFOSH standards.
1.4.2 While on the military installation, the Contractor shall be subject to monitoring and inspection but under no circumstances shall such person be deemed to be employees of agents of the government.
1.4.3 In all cases, the preference is to have the contractor repair equipment. If the contractor believes an item of equipment is beyond repair, they are to notify the Contracting Officer (CO) and obtain approval to replace the item. The CO’s approval will be in writing and the contractor shall obtain said approval prior to incurring any costs for the replacement of that item.
2. GOVERNMENT-FURNISHED PROPERTY/SERVICES/EQUIPMENT. The Government will provide reasonable utilities, work space, and common office area equipment and supplies for the contractor to perform the requested duties.
2.1 Toilet Facilities. Use of existing toilet facilities in the immediate work area will be permitted. The contractor will ensure facility cleanliness is maintained at all times to the extent of cleaning up after contractor personnel only.
2.2 Security Police and Fire Protection. The government will provide general on-base security police and fire protection service. Security police phone extension is 696-2131 for emergencies, and 696-4100 for routine calls. Fire protection emergency phone is 117 (from on-base phone only), or 696-2486.
2.3 Telephone. The contractor may use government phones for the performance of duties covered under this contract PWS. No long distance telephone calls will be authorized.
2.4 Utilities. All reasonable quantities of electricity will be made available to the contractor without charge.
3. GENERAL INFORMATION.
3.1 Hours of Operation. Normal working hours for the contractor will be between the hours of 7:00 A.M. and 4:00 P.M. excluding federal holidays. The removal and replacement of this system will be conducted on Saturday and Sunday between the hours of 7:00 A.M. and 4:00 P.M. to reduce the negative impact on the mission.
3.1.1 Work Schedule Change Request. If the contractor needs to work during periods other than the normal working hours stated above, the contractor shall make his/her request to the contracting officer three days in advance of his/her intention to work. The alternate work schedule shall not be implemented until authorized in writing by the contracting officer.
3.1.2 Federal Holidays. The following federal holidays are observed at Dyess AFB.
If federal holidays fall on Saturday, the preceding Friday will be observed. If federal holidays fall on Sunday, the following Monday will be observed. The contractor shall be required to provide services on some holidays in conjunction with religious observances.

3.1.3 Base Closures. Work Scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
3.2 Base Passes and Identification. The Contractor shall obtain base passes and identification cards for all employees and vehicles. Application will be coordinated through the Contracting Officer or designated representative. The contractor shall return contract passes of terminated employees within 24 hours of termination. The contractor shall comply with all requirements and procedures in accordance with AFFARS 5352.242-9000, Contractor Access to Air Force Installations.
3.3 Safety.
3.3.1 Contractor shall comply with all applicable OSHA and AFOSH standards.
3.3.2 Contractor shall not bring any hazardous material onto Dyess AFB or use hazardous materials in any Dyess Facility.
3.3.3 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned or privately-owned vehicles while on Dyess Air Force Base.
3.4 Location of Works: This PWS is applicable to the following location contained on
Dyess Air Force Base, TX: Bldg 4110, 350 4th St.
3.5 Personnel. The governments is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employees, who is identified as a potential threat to the health, security, general well being, or operational mission of the installation and its population. Contractor personnel shall present a neat appearance.
