SOURCES SOUGHT ANNOUNCEMENT FOR
Procurement of Parts for Multifunctional Information Distribution System (MIDS) Radio Parts
THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTATION OR AN ANNOUNCEMENT OF A SOLICITATION. This sources sought request for information is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender.
Dyess AFB located in Abilene Texas, is seeking potential sources capable of providing ViaSat Multifunctional Information Distribution System (MIDS) radio parts to complete a functional ground terminal. ViaSat Mobile Rack with Voice Control Unit + Headset MIDS-LVT1. The MIDS-LVT Mobile System will have a transportable case for the MIDS-LVT(1) terminal and its variants. It will include everything required to operate a MIDS-LVT(1) terminal, minus the radio (R/T-1840(c)/U) and power supply(VA-016308-0002). Contractor will provide power unit, cooling tray LVT1, control, cabling, and attenuator/terminator.
Feedback, questions, and comments regarding the attached technical capabilities are welcomed.
Interested firms are invited to submit a Statement of Capability (SOC) showing the company's ability to fulfill the requirement described above. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. This is not a solicitation nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement may be published on FEDBIZOPPS.
Responses to this notice will assist the government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Firms responding to this announcement should include company name, cage code, point of contact, address, phone number, small business size, and indicate whether they are small business, 8(a) concern, veteran- owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. For the purposes of being considered a small business, the following applies: NAICS - 334220, Size Standard-1,250 EMP. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. Responses are requested no later than 2:00 P.M. Attachment 1: Statement of work
1. DESCRIPTION OF WORK
1.1 PLACE OF PERFORMANCE
Dyess AFB (DAFB), Texas, (698 Avenue E.).
1.2 REQUIREMENTS
1.2.1 The contractor shall provide all labor, services, equipment, parts, tools, materials, equipment, personnel, transportation, supervision and all requirements to remove the current Rayco-Wylie model W3350R load monitoring system, on one Arva model AT3035M, 7.5 ton crane and replace it with a new Rayco-Wylie model I4500 load monitoring system, or equivalent load monitoring system.
1.2.2 Installation of the load monitoring system will be at Dyess Air Force Base (AFB), 698 Ave E, 79607, unless the contractor decides to transport the crane to a facility of their choosing. If transported, the contractor will be responsible for all transportation/shipping costs for the crane from 698 Ave E, Dyess AFB TX., 79607 to their facility, and then back to 698 Ave E, Dyess AFB TX., 79607.
1.2.3 The contractor is required to provide all system components, transportation, installation, testing and calibration.
1.2.4 The government will provide a crane operator/technician for minor installation assistance, calibration and testing, to include a test weight of 7,180 or 12,010 pounds if completed on Dyess AFB. The contractor will be responsible for all technical expertise with installation, calibration and testing.
1.2.5 Contractor provided system components will include all components required for the installation and operation of one new complete upgraded load monitoring system. The system must contain hard wired components to eliminate radio frequency interference (RFI). The graphic display screen must provide the percentage of safe working load and allow for referencing the current capacity. The system must warn the operator of approach of overload and anti-two-block. Specific items that require replacement include a 4.3” or larger color display monitor, two CAN (Controller Area Network) bus pressure transducers (1 boom cylinder), one CAN bus cable reel, one CAN bus kit which includes cables and brackets, a programming load chart and operators/technical manual.
1.2.6 The contractor shall provide all additional items to include hardware or other items required to complete the installation of the functioning system. The government is responsible to ensure the existing anti-two-block switch (ATB) and electrical swivel (AKA slip ring or collector ring) on the crane is in good working order. The electrical swivel on the crane is manufactured by United Equipment ACC, Waverly, IA, and has the following information listed on it: S15DP12ARV1, Slip Ring Assembly, J9055, 6/6/2016. The Arva part number for this electrical swivel is A169294. If this electrical swivel or the existing ATB switch is not compatible with the replacement load monitoring system then it will also require replacement.
1.2.7 All Work shall be in accordance with the manufacturer’s requirements.
1.2.8 Contractor must have all employees badged at the Dyess AFB Pass and Registration Section to work on this contract. All personnel will undergo a background check (note: there is a minimum 72 hours required for processing checks). Any persons denied entry during the background check, will not be permitted on the base for any reason. All contractor personnel who are cleared for entry will receive a contractor’s badge and register all vehicles in accordance with current guidelines.
1.3 REQUIREMENT OVERVIEW
This Performance Work Statement (PWS) defines the work required to remove the current Rayco-Wylie model W3350R load monitoring system, on one Arva model AT3035M, 7.5 ton crane and replace it with a new Rayco-Wylie model I4500 load monitoring system, or equivalent load monitoring system. This effort will include all labor, services, tools, materials, equipment, transportation, supervision and all requirements that will meet the specifications as detailed in this PWS.
2. DESCRIPTION
2.1 The contractor shall provide all labor, services, tools, materials, equipment, transportation, supervision and all requirements to provide the removal of the current Rayco-Wylie model W3350R load monitoring system, on one Arva model AT3035M, 7.5 ton crane and replace it with a new Rayco-Wylie model I4500 load monitoring system, or equivalent load monitoring system.
2.2 The contractor shall provide a parts list of all new components to include nomenclature and part number of all items replaced, as well as a manual or guide for operation, troubleshooting and repairing the upgraded system.
2.3 Transportation of all components, tools and installation person/persons will be provided by the contractor. This includes transportation of the vehicle if taken to an off base contractor facility. The contractor will be responsible for any shipping damages to the vehicle if transported off Dyess AFB.
2.4 The contractor will provide qualified person/persons with technical expertise for the installation of the load monitoring system. Items available for contractor use at the government facility include: Enclosed indoor vehicle maintenance facility, compressed air, complete basic mechanics tool kit, multi-meter, Mig/Arc/Tig welder, crane operator/technician and test weights (7,180 and 12,010 lbs). Additional tools or equipment required for the installation will be the responsibility of the contractor. The contractor shall return all provided tools and equipment to the government in the same condition as received.
3. EMERGENCY SERVICES
Not Applicable
4. PERFORMANCE
The performance period will be accomplished within 30 working days after receipt of contract.
5. QUALITY ASSURANCE
5.1 Inspection at Dyess facilities.
5.1.1 The upgraded load monitoring system will be function tested by the contractor and calibrated as needed to meet Occupational Safety & Health Administration (OSHA), American National Standards Institute (ANSI) and American Society of Mechanical Engineers (ASME) standards. If there are any additional services required to any computers or equipment a written quote must be submitted to the GTR and CO for approval. A modification to the contract would be required prior to providing any major additional services on the detection systems. The GTR is not authorized to obligate the government in any capacity.
5.1.2 The contractor must provide training to a government technician/operator on basic functions of the upgraded system.
6. WARRANTY
6.1 The contractor shall provide a twelve month/2,000 hour warranty, from the date of initial delivery, which covers all new components to be free from defects in material and workmanship. The contractor shall provide the government replacement parts, free of charge when proven defective under normal use. Transportation, removal, installation and calibration of the items are the responsibility of the government.
Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert will be accomplished as soon as possible after reopening the base.
