About this file

This is a Questions and Answers document for a boom lift rental solicitation issued by the 319 Civil Engineering Squadron (319 CES) at Grand Forks Air Force Base, North Dakota, dated 24 April 2026.

The Government seeks to rent an articulating boom lift with a height specification of 120–125 feet, powered by a diesel engine. Equipment specifications are flexible: a 135-foot unit is acceptable if it meets or exceeds all minimum performance requirements including platform height, horizontal reach, up-and-over height, platform capacity, swing, platform rotator, and crab steer capabilities, though the 120–125 foot range is preferred. Dual-fuel units are acceptable provided they can operate solely on diesel. Delivery is to 525 Tuskegee Airman Boulevard, Grand Forks AFB, ND 58204, with Point of Contact Michael Welch (406-217-4622). Contractors must use lowboy/flatbed transport and proceed through the commercial gate for inspection and escort by the POC. The Government will provide diesel fuel; contractors should not include fuel costs in their quotes. Ground conditions at the delivery and operating area are paved, and a designated staging/work area will be provided. The equipment will operate throughout the base daily but must be returned to its original parking lot each day. Air Force personnel will operate the boom lift, and all operators are qualified and trained in accordance with applicable safety standards. No space constraints, overhead obstructions, or operational limitations are known at the site.
