Questions & Answers

1) How much non-hazardous water is historically transferred in a year?

Up to 180k gallons. Please see CLIN 0001AC from schedule.

2) Is it common to have units test positive as hazardous? How much of the water does test positive?

It is rare. See CLIN 0001AE from schedule.

3) Based on inspection, what is the criteria for a unit needing to be pumped?

Criteria for a unit needing to be pumped is the amount of sludge, amount of water, etc,

4) How often do these OWS’s get pumped?

OWS’s are pumped as many times as needed to reach 180k gallons. There is no exact amount of times pumped.

5) Are any of these OWS/AFFF holding tanks confined space entries?

Yes.

6) Who is the current incumbent for this job?

7) Do you have a dollar amount or yearly contract cost for the current contract?

8) Do you have the site visit sign in sheet available?

No.

9) Per Appendix C, are Reactive Sulfides and Reactive Cyanides currently being tested and if so, by Gas Chromatograph Purge and Trap method?

Yes, they are being tested by Gas Chromatograph Purge & Trap.

10) Our lab states that they can provide this test, but there are no certified personnel anywhere near Grand Forks that they know of to provide certification. Will certification be required and is it currently required?

Yes. See PWS 1.2.2 Sampling & Analysis.

11) Per paragraph 1.13, are all 26 samples (17 soil and 9 ground water) currently being individually tested for RCRA heavy metals and VOC's? The lab we have contacted is questioning whether 17 soil samples are each being tested individually and if that will be the requirement going forward.

12) The Reactive Sulphides (Sulfide) and Reactive Cyanides do not need DoD (Department of Defense) certification – could you please verify that for me?
