FA465919RA002: Grounds Maintenance Site Visit Questions
1. Semi-Improved Grounds Perimeter Fence Mowing – Appendix A states that this area is 70 acres through the five-month growing season however CLIN 0008AC states that 140 acres should be priced. Should government assume that the 70 acres are maintained twice in the growing season?
Answer: Priced to cut 4 times. Average area each cut entire perimeter fence 35 acres.
(35 X 4 = 140)
2. BASH Mowing – 0008AD - Can the government provide total acreage to be mowed under this CLIN? It is not showing on Appendix A of the PWS?
Answer: BASH area is estimated at 736 acres.
3. Unimproved Grounds Mowing - Per the Section B, Unimproved grounds total acreage is 194, however, the PWS Appendix A lists a total of 250 acres. Can the government provide clarification?
Answer: Unimproved is cut via task order as needed. Although the identified area for unimproved is 194 the government would like the option to cut up to 250 total acres within the unimproved. The entire area may not be cut but some areas may require multiple mowing to accommodate events or unexpected growth.
4. Maintain Vegetative, Inert Beds, and Related Areas - CLINS 0011AA-0011AF - The
PWS Appendix A provides a total SF of 59,819. Can the government provide a breakdown of square footage of each CLIN:
Answer: Appendix H breaks down 0011AB – 0011AF individually. CLIN 0011AA is for Base Vegetative Beds (58,819) only. Also identified on Appendix H.

5. CLIN 0012 – Planting Trees, Shrubs and Vegetative – Can the government provide clarification on how to price this CLIN?
PWS 1.7.5 states that pricing for each should include the entire cost (Appendix I) to replace tree, shrub or vegetative bed to include – cost of tree, shrub or vegetative bed, removal and disposal of trees, shrubs and vegetative bed being replaced, maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability. CLIN 0012 is a lot price that will be determined and the government will order via a task order the replacement of trees, shrubs or vegetative beds. When that lot price is depleted the determination will be made as to whether an increase/modification is required to complete additional plantings.
6. GFAFB approved tree and shrub lists in PWS – Should this shrub list with replacement cost be filled out as part of the proposal?
7. Tree Removals and Tree Pruning CLIN 0013AA-0013AC - Section B Pricing Schedule lists Large tree and stump removals, medium tree pruning, and small tree pruning.
However, there are medium and small tree and stump removals on Appendix A and 700 prunings. Can the Government please clarify? There seems to be missing CLINs and/or redundancies in Appendix A.
Answer: Pruning trees is CLIN 0007 (700) and CLINS 0013AA-0013AC are for tree and stump removal not pruning.
Large removal – 45 Medium removal – 50 Small removal - 100
8. CLIN 0014 Lawn Renovation - Section B states there are 500 yards of lawn renovation, PWS Appendix A states 3,750 SY. Can the government provide clarification?
Answer: Government wants the option to renovate 500 yards. Appendix A will be changed to reflect 500 yards.
9. Semi- Improved mowing 3-BAY – under which CLIN should this be priced? This area is not included in Section B pricing schedule.
Map will be updated to reflect the area around the 3-Bay as semi-improved. It should be included in pricing on CLIN0008AA (mowing) and CLIN0008AB (trimming).
10. CLIN 0015AA – 0015AAE – Snow Removal – Can the Government clarify total LF of sidewalk snow removal for each area (Base side, Medical, Commissary)?

11. Is it typical for one full cycle of BASH mowing to occur every month during the growing season? Or should the contractor expect to perform two cycles per month similar to semi-improved grounds?
Answer: Performance Based. BASH is maintained to the standard 7-14 inches. May require multiple cuttings depending on the growth.
12. PWS Section 1.1.4.1 – Irrigation System Operation states that manual watering is required. Can the government provide the acreage and frequency of manual watering?
Answer: There has never been a need to complete manual watering. Included because it is part of the Air Force template.
13. PWS Section 1.2.1.1 – Bird Aircraft Strike Hazard (BASH) Abatement – Aside from mowing techniques such as mowing from the interior of the airfield to the outside, grass height vegetation management, and general airfield mowing requirements, is the contractor responsible for any actual bird control measures?
Answer: No
14. Can obstacles in the semi-improved grounds areas and BASH such as fencelines, wind directional signals, lights, bollards, etc. be sprayed to reduce trimming needs?
Answer: No
15. Appendix H – Plant Bed Pricing – Is the contractor required to submit this pricing as a part of the proposal?
Answer: Yes
16. In the bid schedule CLIN 0012AA, the item is Planting Trees, Shrubs and Vegetative beds. The Qty is “1” and Unit is “Lot”. Is this where you want us to insert to total dollar value of all the trees and shrubs that are individually priced in Appendix I (Approved tree list) of the PWS?
Answer: The government will execute planting via a task order. Request a price to plant the trees, shrubs and vegetative beds at Appendix I as stated in PWS at 1.7.5. Price at Appendix H should include all requirements stated at 1.7.5. The task order will include the amount of the specific tree, shrub or vegetative bed (Appendix I) to be planted and total quote will be deducted from the lot price.
17. In the PWS 1.7.5 Planting trees, shrubs and vegetative beds it states that we are to perform planting of trees, shrubs, and vegetative beds to include but not limited to:
removal and disposal of trees, shrubs or vegetative beds being replaced. Are we to include the price of the removal in appendix I for each tree or is the removal part of CLIN’s 0013 since we will not know size of tree being removed until we receive the work order?
Answer: 0012AA should be priced to include removal and plant new trees, shrubs and vegetative beds.
CLIN 0013AA-0013AC are for large, medium and small tree removal only. Not for projects/requests to plant new trees, shrubs or vegetative beds.
