PERFORMANCE-BASED WORK STATEMENT (PWS)
FOR
UNMANNED ACCESS CONTROL SYSTEM

1. DESCRIPTION OF SERVICES.
1.1 OBJECTIVE. The objective of this requirements is to provide 24/7 unmanned secure access to the
319 Communications Squadron Headquarters, located at 3714 Steen Blvd., Bldg. 314, Grand Forks Air
Force base, North Dakota.
1.2 SERVICES/SCOPE OF WORK: The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to install a secure unmanned access system for bldg. 314 in strict accordance with this PWS. The contractor shall be responsible for providing all the necessary equipment for four (4) entry points. The contractor shall install hardware and software associated with security system and one identified point access control system at Bldg. 314.
System must allow the end user capabilities to control four (see attached Bldg. layout) access points of entry, and scalable to at least 20 doors in the future. (i.e. entrance, time, id of the person that entered in the area).
2. PERFORMACE REQUIREMENTS:
2.1. Door Entry Access Control System shall have the ability to:
2.1.1. The entry system shall be configured to work with any military issued Common Access
Card (CAC). Users will be registered into the system and will then be able to press their approved and registered CAC on a reader located next to the entry point that would activate a mechanism to unlock the door.
2.1.2. Have the ability to track usage i.e. the number of patrons that entered the facility daily along with date, time and user’s name.
2.1.3. Interface with door access to allow entry into Bldg. 314 when registered patron use their
CAC.
2.1.4. Shall be a stand-alone system independent of the internet. Shall have its own back power system in the event of power outage.
2.1.5. Ability to remove user’s access to the Bldg. when necessary.
2.1.6. System shall be fully developed, tested and fielded successfully in the commercial sector, verified through references.
2.1.7. For double entry doors, the door lock mechanism will be installed on one door; the other door shall retain existing locking mechanism.
2.1.8. The door lock reader shall be an all-weather reader system capable of functioning in bad weather to include rain, snow and extreme hot and cold temperatures (i.e -40 degrees Fahrenheit for the cold temperature).
2.1.10. The system shall provide programmable 24/7 positive access control to four exterior entry points as identified on the Bldg. layout provided. Scalable to 20 or more doors for the future.
2.1.11. Door locks shall be programmable by personnel with management or executive privileges.
The door entry access control system shall have the ability to leave the door unlocked during business hours, lock down the doors during exercise or real world conditions, program doors to be unlocked for specified intervals.
2.1.12. Provide and install locking mechanism for four entry doors and provide all necessary components.
2.1.13. Contractor shall provide all inter-connections cabling required within facility.
2.1.14. System shall override all access attempts during lockdown except those with management or other executive privileges such as security forces and fire department.
2.1.15. Door locking system shall have an inside release so authorized users can leave freely once gained access into the secure area. The intent is for users to swipe in with their CAC, but to be able to leave without swiping the CAC to exit. A door release that is independent of the electrical power is preferred (i.e. panic bar).
2.2. Installation: (refer to attached Bldg. map for location of where the system will be installed.
2.2.1. All new cabling will be concealed above a drop ceiling in existing cable trays or wire straps or installed in conduit unless otherwise specified or required by code. Any cable unable to be concealed above a drop ceiling will be installed in EMT conduit or Panduit unless otherwise specified or required by code.
2.2.2. All network cables, jacks, plugs, etc. will be clearly marked “Access Control” with machine generated adhesive labels.
2.2.3. Contractor will be responsible for installing all power connections between a breaker panel in each location identified by the Government and their installed equipment. All installed breakers and associated electrical connections shall be labeled “Access Control”. If required, the contractor will submit the required work permit. In addition to installing and ensuring electric connectivity, the contractor shall provide an independent back up power supply in the event that power supply to the base is interrupted or there is a power outage.
2.2.4. Contractor will provide all necessary communications jumpers to connect one piece of equipment to another required to make the system functional.
2.2.5. Contractor will perform a Contractor Verification Test (CVT) immediately upon completion of Bldg. installation. Both the Contractor and a 319CS/SCXP member will witness and verify this test. Existing equipment/system found to be inoperative during the test or at any time during the installation period will be brought to the attention of a 319/SXCP member on site.
2.2.6. Installation Design Package (IDP)/as built drawings will be submitted to the
Government prior to final payment.
2.2.7. Product equipment data sheets. The data sheets will be submitted in PDG format.
2.3. System Maintenance during Warranty Period:
2.3.1The Contractor shall provide 24/7 hr. access to a Technical Services Support Center (Help
Desk) either via phone or email. This 24/7 hr. accessibility shall include all federal holidays.
2.3.2. In the event that the issue cannot be rectified over the phone or by email. The contractor shall make a service call to the site determine severity of the issue, make the necessary repair, equipment repair or maintenance. This service call shall be at no additional cost to the Government.
2.3.3. Maintenance/repairs will be scheduled in advance with the base. It will occur during normal business hours, Monday through Friday from 7:30am to 4:30pm. Contractor will provide installation security instructions at the time of award. Contractor personnel will be granted reasonable access to all equipment during these hours for the purpose of providing maintenance service and will be accompanied by 319CS Staff.
2.3.4. Maintenance issues shall be addressed within 24 hours of notification to minimize down-time and reduce the risk to AF resources.
2.3.5. Make software version patches available when developed.
3. GOVERNMENT SUPPORT:
3.1. Contractor will acquire any related permits that may be necessary for work performed.
3.2. Arrange access for installation and to Bldg. 314.
3.3. Provide storage space/staging area for materials and an operating space with telephone capability for the installation team. Government shall identify the location in the Bldg. to install the system.
3.4. Government Observations. Other Government personnel, with Contracting Officer coordination, may observe Contractor operations. However, these personnel may not interfere with Contractor performance or make any changes to the contract.
3.5. Government shall identify individual(s) who would be granted “management access” and the individuals to be trained on the system.
4. DELIVERABLES:
Contractor format for the deliverables is subject to Government acceptance. All deliverables shall be produced using recommended and/or specified software tools/versions as accepted by the Government.
All documentation, data generation, data, test materials, documents notes, records, software tools acquired and/or software produced by the Contractor under this PWS shall become the property of the U.S, Government. The contractor shall be required to deliver electronic copies of all documents, notes, records and software to the Government upon completion of work and prior to submission of final invoice. Final acceptance of work will not be made if the deliverables stated here in have not been received and acceptable by the Government.
5. TRAINING:
5.1. Operator Training. Contractor will conduct onsite training in conjunction with the access control system installation (after system is accepted by the Government). The Contractor will provide a comprehensive Operator’s Training, training material, and supplies for up to five (5) attendees. The contractor shall coordinate with 319 CS and the contracting officer the training dates. A training roster of the five (5) will be provided to the Contractor. The base will provide a suitable site for training.
5.2. The Contractor will provide the comprehensive training to the 319 CS Administration/Management team. This training will include operation of the system, to include granting and revoking user access, generating, searching and transferring logs, tracking usage, checking system status, real-time monitoring, required routine user maintenance, and other system administration duties to include locking the doors, programming unlock periods, i.e., overriding the scanning/locking mechanism during times of normal business so the doors will remain unlocked during times of normal business, programming the doors to be unlocked during specified intervals, locking down the doors due to exercises or real world threats. The training will also include creating and saving files to be used for evidence collection and how to set-up and operate the system. The Contractor shall coordinate with 319 CS and the contracting officer the training dates.
6. SPECIAL REQUIREMENTS:
6.1. All wiring connections will be secured using standard security connectors that meet standard fire codes for security systems. All wiring shall be clearly labeled and wiring diagram provided to the
Communication, Civil Engineers and Security Forces Squadrons
6.2. If upon a discovery of any communication problems, Contractor and Government representatives from the affected organizations will meet and trouble shoot the problem together.
6.3. A joint inspection will be conducted prior to system turn over and system operability testing conducted.
6.4. The Contractor will assign employees who possess certification to handle all required material handling, transportation, loading, unloading and product installation tasks to meet OSHA, base safety requirements and certification standards. The Contractor will ensure product meets required safety standards at the time the project is finished and accepted by the customer. Contractor shall provide the standard commercial product warranty certificate specifying warranty period for the system. The
Contractor will provide written and email notification four months, two months and one month prior to warranty expiration date.
7. SECUIRTY REQUIREMENTS:
7.1. Ten calendar days prior to arrival, the Contractor shall provide a visit authorization letter to the installation site POC listing the name, driver’s license number and state of issue, date of birth and place of birth of the individuals who will be working on the base. Contractor will be responsible for obtaining written permission/signature from each person’s name submitted for a background check to be completed.
If a background check cannot be completed, entry onto the installation cannot be granted. Contact the installation site POC for further guidance.
7.2. Retrieving Identification Media. The Contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires e.g.
terminate for cause, retirement, etc.
7.3. Contractor and employees shall comply with base traffic regulations.
7.4. Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms or ammunition on themselves or within their contractor or privately owned vehicles while on base.
7.5. The Contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, Contractor shall secure all Government facilities, equipment and materials.
8. SAFETY:
8.1. Safety. The Contractor shall have a safety plan for their employees. The Contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his or her work environment to control or eliminate any hazards or other exposure to illness or injury.
8.2. Accident/Incident Reporting and Investigation. Contractor shall record and report to the project POC and the contracting officer all available facts relating to each instance of accidental damage to
Government property or injury to either Contractor or Government personnel. The Contractor shall secure the accident scene and wreckage until released by the accident investigative authority through the project
POC and contracting officer. If the Government elects to conduct an investigation of the incident, the
Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
9. DELIVERABLES:
9.1. 10 calendar days after award the contractor shall submit a project plan.
9.2. Period performance is 30 days upon approval of project plan.
9.3 The contractor shall provide a list of all items to be installed for the parts CLIN. The list shall include manufacture and model number at a minimum.
