Discussion:

The description for CLIN X003 in the pricing schedule (p. 9) states, “… COM Reimbursable, total estimated cost of materials, parts, and supplies for which the contractor may be reimbursed under provisions of this contract.” The narrative under the supplies/services on the SF 1449 -continuation sheet for CLIN X003 (p. 4) states, “Unscheduled Maintenance line item includes COM and paint est. 10 dorm rooms per month for Base Year from 1 Nov 2018 - 31 Oct 2019 IAW the Performance Work Statement (PWS). Question #1:

Section SF 1449 – Continuation Sheet (Section B) pages 3-9. CLINS 0003, 1003, 2003, 3003, and 4003 are listed as “Unscheduled Maintenance,” reference a Davis Bacon Act Wage Determination (alluding to these being labor CLINS) and state to “insert prices for this CLIN in attached pricing schedule CLIN0003,” However the Pricing Schedule on pages 9-11 list those CLINS as “COM reimbursable, total estimated cost of materials, parts and supplies. . .” and list a NTE amount. Are CLINS 0003, 1003, 2003, 3003, and 4003 labor CLINS or Material CLINS or both? Should these be NTE CLINS or should there be a separate attached pricing schedule?

A: Refer to CONF for Davis Bacon questions.

A. CLIN0003 is for COM Reimbursable for the cost of materials, parts, and supplies for which the contractor used during the unscheduled maintenance. It does not include labor. Labor should be in the basic. Same goes for CLIN0002.

Question #2:

PWS Section 1.3 (Carpet and Rug Cleanings) states the requirement for this service to be provided "at least semiannually." To help ensure that we accurately account for the type and amount of labor needed for this service area in our proposal, we respectfully request any historical data that could help us more accurately how often carpet

A: FMS CTR normally contracts with a local carpet cleaning service. 1.3 states the areas to be cleaned and it also states frequency of semi-annual which is 2 times a year. If contractor wants to come out and measure the areas a time can be set up to do so.

cleaning has been provided during the current contract.

Question #3:

PWS Section 1.5 (Charge of Occupancy Maintenance (COM) discusses a range of services to be provided to enable the transition of personnel into and/or out of on-base housing. A: Number varies from year to year. No data will be provided

To help ensure that we accurately account for these services in our labor and pricing, request any historical data or estimates on how often painting occurs per COM instance.

A: Paint varies depending on condition. No data will be provided.

Question #5:

During the site visit, I noticed a forklift sitting in the warehouse facility, while also noticing the height of the warehouse storage racks and the items stored in the facility on the racks. In PWS Section 6.2 and Appendix 1, I do not find a forklift or other loading or transportation equipment and/or vehicles referred to or listed. Please confirm if the Government is providing any material handling equipment and/or vehicles, or if the Contractor is responsible for providing these assets.

A: Appendix 1 of PWS list Government Furnished Equipment no additional equipment will be provided. It is up to the contractor to obtain any other equipment for the contract.

TABLE 3:

1. Reference PWS para 1. This paragraph includes reference to the “Quarters Improvement Committee” QIDC, which no longer exists. Please clarify.

A: It is up to the Housing Management Office to set time for Quarters Improvement Committee. The requirement still exists.

A: It part of the basic service.

4. Reference PWS para 1.3. Carpet and Rug Cleanings. If this cost it nor reimbursable, please provide total # of buildings, rooms, common areas, and square footage in each facility requiring this service.

A: It’s not a reimbursable item. It is part of basic. Number of rooms and dorms is on

PWS.

5. Reference PWS para 1.5.2 Billing. This reference discusses a threshold of $20. It states, in part, for items over $20, the contractor shall procure the items on a competitive basis or provide justification if there is lack of competition.

The contractor shall provide 3 different pricing quotes initially and also when there is a price change of the reimbursable items. This threshold is extremely low as not even 1 gallon of paint, meeting contract specifications, can be purchased for less than $20. Would the government please consider raising this threshold to $50?

$20 threshold will remain the same.

TABLE 4: RFP Reference Comment/Question

PWS, Appendix I Government Furnished Equipment; Government Furnished Automatic Data Processing Equipment (ADPE)

Appendix I covers a list of Government Furnished Equipment, to include Automatic Data Processing Equipment consisting of 2 computers and 2 monitors. Is the offeror to assume that this equipment is provided for project management and inventory control only, with no access for warehouse personnel performing the actual movement of furniture and appliance into and out of dorms?

A; The computers are supplied for the daily operations of FMS.

PWS, Appendices (all) The PWS did not provide a list of furnishing and appliances currently in use and in storage which will require the contractor to manage. Would the Government please provide this inventory list, so that the offeror can get a better picture of the workload involved?

A: There is about 4080 pieces of furnishings and appliances currently in the inventory.

PWS, Section 1, Description of Services; Paragraph 1.5 Change of Occupancy Maintenance

Change of Occupancy Maintenance (COM) is not a typical task of an FMO operation. While the list of maintenance requirements appear minor in nature, we are trying to ascertain whether skilled trades personnel will be needed to cover the COM requirements.

Therefore, would the government please confirm that the COM requirements listed will not require a carpenter, a licensed plumber or electrician, and can instead be performed by a warehouse laborer?

It depends on what needs fixing in the COM’s.

CONF: Can the warehouse laborer perform task, or is a skilled electrician/plumber/carpenter required?

A. Not for HMO to tell the contractor how to do the job. Up to contractor to complete/do the task

PWS, Section 1, Description of Services; Paragraph 1.5 Change of Occupancy Maintenance

Would the Government please provide the historical data on the frequency of change of occupancy repair requirements, along with details of each of those repairs? This will assist the offeror in determining staffing needs for the COM requirements.

A: No, cannot give out costs.

PWS, Section 1.4 Section 1.4 describes minor maintenance dorm furnishing and appliances. Is this work above and beyond the Change of Occupancy Maintenance requirement detailed in Section 1.5? In other words, would TSL be required to conduct any maintenance and repairs to dormitories that are not part of the COM requirement?

A: Minor maintenance for dorm furnishings and appliances that need repairing.
