Performance of Work Statement (PWS)

319th Civil Engineer Fire Emergency Services Aircraft Live Fire Trainer Repairs

Prepared by Grand Forks AFB, ND 5 May 2018

1. Description.

The fire department aircraft live fire trainer, Aircraft Rescue & Fire Fighting (ARFF) trainer, is in need of repairs and required inspections (Bldg 638).

Scope of Work. The Contractor will conduct repairs and a complete inspection of ARFF trainer to assess overall condition of the trainer.

2. Work Request Description

a) Conduct repairs to the following items in accordance with regulations and or manufacturer recommendations or technical orders.

b) Repair multiple clogged cooling lines

c) Raise two igniters that are too low in the pit area

d) Repair APU engine fire

e) Replace cockpit fire cables

f) Replace cargo area fire cables

g) Replace cockpit ground and igniter wires

h) Repair E-Stop cable

i) Replace water pump

j) Repair inoperable tail engine fire

k) Conduct a complete inspection of ARFF trainer to assess overall condition of the trainer in accordance with regulations and or manufacture recommendations and or technical orders after the repairs are complete.

3. Warranty Supplier shall provide a one (1) year warranty on parts and labor.

4. Quality Assurance The Contractor shall have a minimum of 10 years of experience in the inspection and repair of ARFF trainers.

5. Period of Performance 30 days after award

6. Access to the Installation.

The contractor will submit to all applicable background checks prior to receiving a contractor’s badge to accomplish work or enter the installation. The 319th Security Forces Squadron is the primary point of contact (POC) for all procedures necessary for gaining base access.

7. Housekeeping The Contractor shall keep all facilities and work areas clean and neat in accordance with industry, Occupational Safety and Administration (OSHA), fire and safety standards.

8. Hours of Operation The contractor shall perform at Grand Forks AFB, ND during the following normal duty hours: M-F 0730-1630, excluding federal holidays and Grand Forks administrative days. The contractor shall notify the POC 24 hours in advance of a scheduled employee absence and a minimum of 2 hours if an emergency situation occurs.
