1. DESCRIPTION OF SERVICES. The Contractor shall provide all management, tools, supplies, equipment and labor necessary to inspect, test, service, repair and maintain fire suppression systems at Grand Forks Air Force Base. Following is a list of fire suppression systems and their locations.

Note: Hydrostatic testing shall be accomplished every 12 years.

1.1. Fire Suppression Systems. The contractor shall inspect, test, certify, service, repair, clean and maintain all fire suppression systems in accordance with applicable National Fire Protection

Association (NFPA), United Facilities Criteria (UFC), manufacturer’s recommendations and all applicable local, state, and federal laws and regulations. The contractor is required to drain and refill the Micromist systems water tank annually in strict accordance with manufacturer’s specifications.

There is no water supply at building 834 and contractor will be required to transport water to the facility.

1.2. Status Reports. The contractor shall submit a legible report detailing what was accomplished during the inspection, testing and maintenance work. Contractor shall include in the report, any discrepancies, system impairments and recommendations for each system. The report shall also include a record of the condition of the system, completed tests, inspection results and preventive or corrective maintenance performed. Two complete copies of each report is required, one to the

Contracting Officer (CO) and one to the Quality Assurance Personnel (COR). Contractor shall provide report within seven calendar days after completion of inspection, testing, and/or work performed.

1.3. Testing. The contractor shall perform functional operational test in accordance with applicable

NFPA standards and manufactures instructions. Inspections shall include replacement of fusible links, verification of proper nozzle coverage for each appliance. For systems connected to the installation fire department, the contractor shall notify the fire dept of the alarm test about to be conducted and no need to respond, contractor shall also inform the fire department when test is completed. Contractor shall also ensure facility manager is aware that an alarm test is to be conducted/completed.

1.4. Conditions of Work. The work shall be completed in facilities listed above in (Paragraph 1.).

Work shall be scheduled during normal business (M-F, 0730-1630) hours when possible, however the contractor may be required to perform work after normal hours or on weekends. The contractor shall conduct work in a manner to minimize disruption of normal facility operations. Contractor shall arrange a schedule with facility managers and CES alarm shop to perform routine inspections/maintenance. Schedule shall be given for approval to COR 14 calendar days prior to work commencement. Contractor will be given facility manager/alarm shop contact information for scheduling after award.

1.5. Training. The contractor and employees shall be thoroughly trained to NFPA standards to inspect, maintain, test and operate fire suppression systems. Contractor shall provide certification to

CO upon request.

1.6. Replacement parts. The contractor shall use “new” replacement parts that are manufactured for fire suppression systems, contractor shall use host system when possible. For routine parts, certain parts are integral to standard preventive maintenance and do not require government approval prior to replacement. For repairs/parts over and beyond $50.00 ea. require COR approval prior to replacement. The contractor shall contact COR by telephone to describe the item and replacement cost. Any cost including labor and material that exceeds $2,500.00 requires a detailed written estimate and CO approval. All parts shall be listed or approved by a nationally recognized testing lab.

1.7. Replacement of Defective Parts. The contractor shall be responsible for replacement/defective parts less than $50.00 for each item. Items over $50.00 require COR approval and will be paid under separate CLIN.

1.8. Replacement of Fusible Links, Nozzles, and Blow Caps. Fusible links shall be replaced every

(6) months. Nozzles and blow caps shall be replaced annually.

1.9. Discharging of System. If the contractor activates a chemical system discharge, the contractor shall be held responsible for clean-up, servicing and reinstating the system to 100% operational at no cost to the government. Contractor shall immediately restore to operational after inadvertent discharge. Contractor shall coordinate with civil engineering alarm shop personnel and fire department for any and all restoration of systems in the event of chemical system discharge.

1.10. Emergency Services. The contractor shall provide emergency services within (4) hours after notification of an emergency. For the purpose of this Statement of Work an emergency situation is any condition that requires immediate action to eliminate life or serious injury hazards to personnel, prevent loss or damage to government property, or turn off or restore essential services. Emergency calls may be placed any day/hour, emergency service calls shall eliminate the emergency condition not necessarily accomplish the repairs. Historical data indicates there has been no emergency work orders placed for 15+ years, it’s not anticipated that there will be emergency services required.

2. Services. The government shall provide without cost to the contractor the following services.

2.1. Utilities. The government will furnish existing electrical power, water, and sewer service to the contractor during performance of this contract. The contractor shall conserve all furnished utilities.

2.2. Security Forces and Fire Protection. The government shall provide without cost to the contractor security forces and fire protection response services.

3. Contractor Furnished Items and Services. Except for those items or services specifically stated the contractor shall furnish everything required to accomplish work in accordance with this Statement of

Work.

4. Hours of Operation. The contractor shall normally perform the services required under this

Statement of Work during 7:30A.M.-4:30P.M., Monday through Friday. No routine work shall be performed on federal holidays without COR/CO approval.

4.1. Holidays. The following are official government holidays:

5. Records Management. The Contractor shall make available in a timely manner, any permits, reports, or general performance data required in the Statement of Work. The contractor shall create, handle and maintain records for the Air Force, regardless of medium, (in a pre agreed medium that can be used by the Air Force) in accordance with the requirements established in AFRIMS Records

Disposition Schedule (RDS), AFI 33-322, Records Management Program, AFI 33-364, Records

Disposition-Procedures and Responsibilities, and AFMAN 33-363, Management of Records. Full text version of these publications are available for download at http://www.publishing.af.mil. The contractor’s records person should attend Records management Orientation Training conducted by the Base Records manager. 6. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL

COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. The contractor shall perform the contractual requirements on a modified schedule as provided by the contracting officer, in accordance with Department of Defense Instruction (DODI) 3020.
