Architect and Engineering Services
4 June 2015
1. The last sentence of the first paragraph in SCOPE OF WORK states that a registered architect or professional engineer licensed in the State of North Dakota will be required in the performance of this contract. This is a new requirement compared to the existing IDIQ that KHA has with the Base. Does this requirement apply to each discipline stamping a project, or only the
"lead" professional, most often the architect? I am not currently licensed in North Dakota, but am
NCARB certified, which makes reciprocity a simple matter.
* The third paragraph in SCOPE OF WORK lists "mining" as a specific service required.
What type of mining work do you anticipate under this contract, so that we might identify the appropriate professional for the team?
Answer: Professional licensure specifically in the State of North Dakota is NOT required.
Professional registration in any of the States in the USA is acceptable. The term "mining" was listed in error. Remove that term from the synopsis.
2. What does “comprehensive planning” include or imply? Base wide planning or discrete facility planning? Calculation of authorized space for specific missions and arrangement/placement of the facilities on the base?
Answer: The term "comprehensive planning" in this context refers to base-wide comprehensive planning.
3. As an Air Force officer I know that we undergo a ROI calculation to justify programming and construction of new/upgraded facilities. Is this what “economic/lifecycle design” implies?
Answer: Yes. The terms "Economic/lifecycle design" could apply to a return on investment calculation for any one of hundreds of possible facility projects contemplated across Grand Forks
AFB.
