Grand Forks AFB - IBDSS Upgrade and Repair - PWS - 26 June 2015
Performance Work Statement for
Grand Forks AFB Integrated Base Defense Security System Upgrade and Repair
Prepared by 319 SFS

STATEMENT OF WORK
1. GENERAL: The contractor shall provide all personnel, layout design of projected new equipment installation to include parts, planning, programming of personnel and resources, equipment, materials, supervision, and other items and services to include sub-contractor support. The services provided are necessary to perform installation, troubleshooting, and testing of intrusion detection equipment to include: removal of a non-functional WSTI camera from the aircraft control tower and replacing it with a Long Range Thermal and Visible Imager, upgrade two Medium Range Thermal Imagers to Long Range Thermal Imagers and installation on the North and South Radar Towers, replace the Ground Surveillance Radars on the Remote Automated Portable Intrusion Detection (RAPID) trailers, installation of a surveillance camera at the Main Gate, replacement of the Integrated Base Defense Security System Servers and the Relocation, and Installation of a RAPID system to the North-East corner of Grand Forks AFB to provide detection and surveillance.
2. DESCRIPTION OF SERVICES: The work to be performed includes, but is not limited to, the following:
Wide Area Surveillance Thermal Imager (WSTI) Replacement
2.1. Provide and install one Long Range Thermal and Visual Imager (LRTVI) (Hurley IR LRTVI-HD or equal). The LRTVI will be integrated into the current Integrated Base Defense Security System (IBDSS) and must be capable of being monitored and controlled from within the Base Defense Operations Center (BDOC) located in the Security Forces building 339 and the alternate BDOC located in the flightline fire department building 633. The LRTVI will be integrated into the IBDSS network video recorder to record and document video.
2.2. Remove current WSTI mounted on the catwalk on top of the air traffic control tower, building 635 and replace it with the LRTVI. The LRTVI shall be mounted in the same location as the WSTI being removed and be compatible with and integrated into the Integrated Base Defense Security System (IBDSS). The LRTVI will use the same physical comm path as the WSTI down to the comm room in the control tower where it will be connected to the IBDSS network. A single system cable will provide power and communications and will be connected to the IBDSS node box located in the ATC communications room. The LRTVIs specifications shall include the following or equal:
2.2.1. An image resolution of 1024x768 pixels for Infra-red (IR) and 4 megapixels for Electro-optical (EO).
2.2.2. Continuous zoom, automatic electronic focus, and gyro stabilization.
2.2.3. The detection ranges shall be 8000m (human-sized objects) and 16000m (vehicle-sized objects) for IR and 24000m (human-sized objects) and 48000m (vehicle-sized objects) for EO.
2.2.4. Have a minimum operating range of -30F to +140F.
2.2.5. A three year manufacturer’s warranty.
Medium Range Thermal Imager (MRTI) Replacement
2.3. Provide and install two Long Range Thermal and Visual Imager (LRTVI) (Hurley IR LRTVI-HD or equal) and relocate and install two MRTIs. The LRTVIs will be integrated into the IBDSS and must be capable of being monitored and controlled from within the Base Defense Operations Center (BDOC) located in the Security Forces building 339 and the alternate BDOC located in the flightline fire department building 633. The LRTVIs will be integrated into the IBDSS network video recorder to record and document video.
2.4. Remove and replace current MRTIs on the radar towers at building 509 and building 652 with LRTVIs. The LRTVIs shall be mounted in the same location as the MRTIs being removed and be compatible with and integrated into the Integrated Base Defense Security System (IBDSS). The two MRTIs being removed shall be reinstalled on two pre-existing Remote Automated Portable Intrusion Detection (RAPID) trailers behind the flight line complex from which they were removed. The LRTVIs specifications shall include the following or equal:
2.4.1. An image resolution of 640x480 pixels for Infra-red (IR) and 4 megapixels for Electro-optical (EO).
2.4.2. Continuous zoom, automatic electronic focus, and gyro stabilization.
2.4.3. The detection ranges shall be 5000m (human-sized objects) and 7500m (vehicle-sized objects) for IR and 10000m (human-sized objects) and 48000m (vehicle-sized objects) for EO.
2.4.4. Have a minimum operating range of -30F to +140F.
2.4.5. A three year manufacturer’s warranty.
Ground Surveillance Radar (GSR) Replacement/Upgrade on Remote Automated Intrusion
Detection (RAPID) Trailers
2.5. Provide and install three Ground Surveillance Radars (GSRs) (FLIR Ranger 1 or equal).
The GSRs must be integrated into the current Integrated Base Defense Security System (IBDSS) and must be capable of being monitored and controlled from within the Base Defense Operations Center (BDOC) located in the Security Forces building 339 and the alternate BDOC located in the flightline fire department building. The GSRs specifications shall include the following or equal:
2.5.1. False alarm rate of less than one per hour.
2.5.2. Scan rate of one revolution per second.
2.5.3. Be safe for human exposure.
2.5.4. Have a minimum operating range of -22F to +140F
2.6. Remove current GSRs and replace with FLIR Ranger 1 radars or equal on the three RAPID trailers located west of the flight line complex. The radars shall be mounted on the RAPID trailers in the same location as the GSRs being removed without the need for major modification to the RAPID systems and be compatible with and integrated into the Integrated Base Defense Security System (IBDSS).
2.7. The removal and replacement shall include all required interconnection cables, mounting brackets, adapters, etc. for the replacement radars to be fully integrated and functional.
2.8. The three RAPID systems will be serviced. The generators on all three RAPID systems will be serviced and repaired. The generators will have fluids changed and oil dip-sticks repaired by certified technicians. The RAPID systems will be upgraded with battery maintenance chargers installed for use when the units are on shore power.
Main Gate (Gate #1) Entrance Cameras
2.9. Provide and install two 30’ aluminum anodized security camera poles (in a CE approved color) with one Long Range Thermal and Visual Imager (LRTVI) (Hurley IR LRTVI-HD or equal) and two low light EO Pan, Tilt, Zoom (PTZ) (Axis model Q6042-E or equal with Axis model Q6000-E attachment or equal) camera. The two 30’ security camera pole shall be installed by the contractor and positioned inside the fence line, north of Steen Blvd and due east of building 801 and in the median of the entrance to Gate #1. The LRTVI and low light EO PTZ cameras must be capable of being monitored within the Base Defense Operations Center (BDOC) located in the Security Forces building 339 and the alternate BDOC located in the flightline fire department building 633. The LRTVI and low-light PTZ cameras will be integrated into the IBDSS network video recorder to record and document video.
2.10. Install one LRTVI on a 30’ aluminum anodized camera pole at the main entrance, Gate #1, to Grand Forks AFB. A LRTVI will be mounted on top of the 30’ security camera pole providing 360 degree coverage, concentrating on the approaches to the main gate and along the base perimeter to the north and south. The LRTVI will be compatible with and integrated into the Integrated Base Defense Security System (IBDSS). The LRTVIs specifications shall include the following or equivalent:
2.10.1. An image resolution of 1024x768 pixels for Infra-red (IR) and 4 megapixels for Electro-optical (EO).
2.10.2. Continuous zoom, automatic electronic focus, and gyro stabilization.
2.10.3. The detection ranges shall be 8000m (human-sized objects) and 16000m (vehicle-sized objects) for IR and 24000m (human-sized objects) and 48000m (vehicle-sized objects) for EO.
2.10.4. Have a minimum operating range of -30F to +140F.
2.10.5. A three year manufacturer’s warranty.
2.11. Install one low light EO PTZ camera on the west side of the LRTVI camera pole to provide visual surveillance of the area around building 801, and inbound and outbound lanes of Steen Blvd east of the traffic calming area. The camera shall provide visual surveillance of the base boundary north and south along 25th Street NE as well as partial coverage into the base in the area of Steen Blvd, where the camera’s field of view (FOV) is not obstructed by trees and static aircraft.
2.12. Install one low light EO PTZ camera on a 30’ security camera pole in the median to the entrance to Gate #1. This camera shall provide visual surveillance of the inbound and outbound lanes of Steen Blvd east of the traffic calming area.
IBDSS Server Upgrades
2.13. Provide and install two matching IBDSS servers.
2.14. Remove two existing IBDSS servers from the IBDSS communications equipment rack located in the communications room first floor in building 339. Install one replacement IBDSS server (Dell R820 or equal) in the same location as the two being removed.
2.15. Remove two existing IBDSS servers from the IBDSS communications equipment rack located in the fire dispatch center communications room in building 633. Install one replacement IBDSS server (Dell R820 or equal) in the same location as the two being removed.
2.16. Reinstall, configure, and test operating systems and IBDSS Sentinel software on new servers. Command Control Display Equipment in primary and alternate BDOCs will be reconfigured as required to integrate with replacement servers.
Relocate RAPID System to provide Detection and Surveillance of North East Area
2.17. Relocate and configure one RAPID trailer and two new Cambium Networks PTP 600 wireless transceivers or equal.
2.18. Relocate and configure the RAPID 2 trailer from west side of flightline to the north-east corner of the base, beyond the housing area. The RAPID 2 trailer will be placed inside the fenced area in the corner of the base.
2.19. Install wireless transceivers (Cambium Networks PTP 600 or equal) on the RAPID mast and Air Traffic Control (ATC) tower outside the railing of the catwalk to provide communication between the RAPID and the IBDSS network. The transceiver on the ATC tower shall be mounted on the north-east side of the control tower catwalk and the cabling routed down to the IBDSS node box in the communications room via existing conduit and integrated into the IBDSS network.
Flight Line Gate Cameras
2.20. Provide and install five cameras (Axis model Q6042-E or equal with Axis model Q6000-E attachment or equal) at the automated flightline gates 1, 2, 3, 4, 5. The cameras must be capable of being monitored within the Base Defense Operations Center (BDOC) located in the Security Forces building 339 and the alternate BDOC located in the flightline fire department building
633. The PTZ cameras will be integrated into the IBDSS network video recorder to record and document video.
2.21. Install one camera (Axis model Q6042-E or equal with Axis model Q6000-E attachment or equal) at flight line Gate #1. The camera shall be mounted so it’s capable of viewing flight line Gate #1.
2.22. Install one camera (Axis model Q6042-E or equal with Axis model Q6000-E attachment or equal) at flight line Gate #2. The camera shall be mounted so it’s capable of viewing flight line Gate #2.
2.23. Install one camera (Axis model Q6042-E or equal with Axis model Q6000-E attachment or equal) at flight line Gate #3. The camera shall be mounted so it’s capable of viewing flight line Gate #3.
2.24. Install one camera (Axis model Q6042-E or equal with Axis model Q6000-E attachment or equal) at flight line Gate #4. The camera shall be mounted so it’s capable of viewing flight line Gate #4.
2.25. Install one camera (Axis model Q6042-E or equal with Axis model Q6000-E attachment or equal) at flight line Gate #5. The camera shall be mounted so it’s capable of viewing flight line Gate #5.
3. GOVERNMENT OVERSIGHT: The Government will monitor the contractor’s performance to ensure services are received. A weekly meeting or teleconference may be required to discuss contractor progress and performance (if work requires more than one week).
4. GOVERNMENT PROVIDED UTILITIES: The government will provide power to all locations. The government will also provide access to copper telephone wiring and fiber optics to the building in which the contractor will be responsible for routing the pair to the actual panel for use. Anything beyond these items will be provided by the contractor (including any necessary conduit and other resources).
5. OTHER REQUIREMENTS: The contractor is also responsible for the following:
5.1. Personnel shall maintain the cleanliness of work areas and remove any unnecessary materials, tools and equipment.
5.2. Personnel will follow all security requirements of Grand Forks AFB and instructions of base security personnel while on and when entering and departing the installation.
5.3. The contractor shall test and conduct operator training on the newly installed equipment, operating system, and IBDSS software.
5.4. The contractor shall comply with all local state, and federal regulations. The contractor will follow all manufacture requirements.
6. GENERAL INFORMATION:
6.1. HOURS OF OPERATION: All work must be scheduled between the hours of 7:00 a.m.
and 5:00 p.m. (if irregular hours are requested, ex: weekends, prior coordination will be required with facilities owner/user personnel). Inspections shall be scheduled between the hours of 7:45 a.m. and 4:30 p.m. (If irregular hours are required, coordinate with the Contracting Officer Representative [COR]), Monday through Friday, excluding federal holidays (New Year’s Day, Martin Luther King, Jr. Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, and Christmas). Federal holidays that occur upon Sunday are observed on the Monday following the holiday.
6.2. RESTRICTED/CONTROLLED AREAS: Grand Forks AFB has numerous areas containing sensitive resources, which are posted with either “RESTRICTED AREA” or CONTROLLED AREA” signs. In addition to signs, ropes, and stanchions, red painted lines also define the area’s boundaries. Contractor personnel may not enter these areas unless under escort by authorized personnel. It is the contractor’s responsibility for ensuring their employees are aware of the procedures for access to restricted/controlled areas and ensures these procedures are observed.
