FA4659-12-R-0006 CAFS Law Enforcement Questions & Answers

General Questions

1. Are Law Enforcement personnel at the Main Gate expected to issue installation passes?

No. Passes are issued by military personnel and given to LE personnel to verify entry only

2. What is the dollar value of the current contract year?

The current contract for Law Enforcement services has an approximate total contract value (base year plus four option years) of $1.9 million.

3. What are the required specifications for ballistic vests?

Ballistic vests should meet the National Institue of Justice (NIJ) Consumer Product List (CPL) Ballistic Resistance Standard, 0101.06, Level IIIA specifications. This listing can be found at the website provided in the revised Statement of Work.

4. Are cellular phones required by the contractor?

Cellular phones are not required.

5. Under section 1.14.2 physical examinations. Is this examination the standard non-DOT examination?

The Government does not specify which level or type of physical examination must be performed as this will be up to the employer; however, a thorough physical exam with certification by a doctor that the personnel that meet all required tasks should be accomplished annually as stated in para 1.14.2. The doctor should certify, for example, that the member is able to stand for long periods of time, that the member is able to use a firearm, that the member is able to wear heavy equipment (ballistic vest, utility belt, handgun, etc).

Regarding Manning Requirements

6. How many incumbent guards are currently on staff, and can a seniority list be provided? / What is the current CAFS population of personnel?

This information is not releasable at this time.

7. How is the gate manned to provide for facility checks, meals/breaks, training/testing, etc.?

Appendix A lists separate hours for the Main Gate and Patrol personnel, are these separate positions?

The main gate is required to be manned at all times (exceptions are detailed in statement of work), and facility checks are required once every 6 hours in accordance with section

1.1.1 and 1.2. The contractor is responsible for accomplishing these requirements, and proposals should detail how it will be accomplished.

EDIT: the evaluation of offers is based on Price and Past Performance, and offerors are not required to detail specific aspects of how contractual requirements will be met.

The schedule was designed for 8 hour shifts with a 2 hour overlap. During this overlap the oncoming personnel assumes gate guard duties and the off going personnel completes facility checks or vice versa.

8. Is a supervisor required in addition to the Law Enforcement Patrol/Main Gate and LE Patrol for facilities checks? What are the Supervisor’s roles and responsibilities on shift?

No, the supervisor is not required to be on each shift. The Supervisor can also be a sentry and/or do LE patrols. The supervisor responsibilites are detailed under sub-section 1.9.4 of the revised Statement of Work.

9. The SOW requires the Supervisor to have a Secret security clearance. Must the contractor posses a facility clearance or will the Air Force consider holding the clearance?

The contract company will be required to obtain a facility clearance through the Defense Security Service (DSS).

10. SOW section 1.9 discusses a Site Manager and states, “Contractor Supervisor shall brief all information pre- and post-shift to all contract guards prior to posting”. Are a Supervisor and a guard required for each shift? Can the Site Manager work a Post?

Regarding Vehicle Requirements

11. What type patrol vehicle is required and the type vehicle accessories/equipment required?

Number of vehicles required? Is the purpose of the two vehicles so that when one vehicle needs maintenance / oil changes / etc. there is always one on property? I do not see where two vehicles are required.

See Appendix D of the revised Statement of Work.

The contractor may supply any number of vehicles and by any specification not explicitly stated as a requirement. Currently, the incumbent contractor maintains two patrol vehicles, and while this may be used as a guide, the primary requirement is that the performance objectives are met.

12. Are radios Government provided or contractor provided, and should they be mounted in vehicles?

The current contractor has two way radios in the patrol vehicles along with what appears to be a P.A. system. Is a radio system required and if so is there a base or portable stationed inside the main gate security office?

In accordance with Appendix C of the Statement of Work, the Government will provide 2 mobile radios for use in vehicles. Installation will be the contractor’s responsibility.

13. What is the annual mileage of the current vehicles?

Estimated annual mileage would be approximately 4,500 – 5,000 miles.

14. When maintenance is needed on a patrol vehicle is this done with a “off duty” officer or does the Air Station allow an “overlap” officer to deliver the vehicle to its location for the maintenance?

Maintenance can be accomplished by any means the contractor chooses as long as all contract requirements are met.

Regarding Firearms

15. What is the type of firearm and amount ammunition currently being carried by law enforcement personnel?

Glock 17 (9x19) with 34 hollow point rounds; however, the Statement of Work stipulates only that personnel be issued 9mm or .40cal handguns.

16. Will the Government provide a clearing barrel?

A clearing barrel is available for use if required for an emergency situation (jammed weapon, emergency maintenance, etc); however, contract personnel should never plan to utilize a clearing barrel on the installation.

17. Are firearms and ammunition allowed to be stored on the installation?

See Section 1.12 of the Statement of Work: “…The weapons and ammunition shall be provided by the contractor, at the contractor’s expense, and will remain in the custody of the contractor employee.”

Contracted personnel are required to bring their weapons with them for each shift in accordance with ND laws and regulations. Storage of firearms and ammunition will not be provided.

18. SOW section 1.11.1 discusses “additional weapons familiarization” and section 1.11.2 “training on other weapons.” What weapons or weapons training are required for this effort?

As described in Appendix D, the contract personnel are required to carry a firearm, 9mm or .40cal as a minimum. If the contractor chooses to utilize additional weapons (assault rifle, etc), the contractor must train all personnel on these weapons. Any weapon utilized by contractor personnel must be covered in the lesson plans.

Please note also that Section 1.12.7, added in the revised Statement of Work, requires that all personnel armed with a handgun must also carry one non-lethal weapon. Please review this section of the revised Statement of Work for additional information and training requirements.

19. Is there a range on the base for contractor firearms qualification?

No. The nearest firing range is approximately 2 miles east of Cavalier AFS and is operated by the He-Mart in Cavalier. They can be reached by telephone at 701-265-4188

Regarding Training

20. Is all training to be conducted during hours of work?

Training may be conducted at any time where the contractual requirements are met.

21. SOW section 1.11.3 discusses initial and refresher contract guard training. What are the required hours and units of instruction for refresher training?

Units of instruction may vary. 16 hours of required annual refresher training is estimated.

22. Regarding OJT/standardization and evaluation training and testing, are these billable hours?

As this requirement is formatted at a firm-fixed price per month, “billable hours” do not apply.

23. Approximately how many hours of OJT/training for new a hire, and per year for current?

16 hours of initial training (two duty shifts) and 24 hours of On the Job Training (OJT).
