1.0 GRISSOM AIR RESERVE BASE MISSION
The 434th Air Refueling Wing (434 ARW) at Grissom Air Reserve Base (Grissom ARB), Indiana, is the largest KC-135R Stratotanker unit in the Air Force Reserve Command (AFRC). The wing's mission is to provide global reach and aerial refueling capabilities to support national security objectives. The 434th Civil Engineer Squadron (434 CES) is charged with maintaining base infrastructure, facilities, and airfield readiness to sustain this vital mission.
1.1 SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER) ROLE
The SABER program is a flexible, streamlined acquisition tool utilized by the 434th Civil Engineer Squadron to expedite engineering design efforts and accomplish minor construction, maintenance, and repair projects across Grissom ARB.
Because of its critical role in supporting base operations and airfield readiness, the Contractor shall produce high-quality, FAR-compliant work in a timely and responsive manner. The Contractor shall provide all personnel (managerial, administrative, technical, and trade), equipment, tools, materials, supervision, and services necessary to perform SABER requirements as defined in this Statement of Work (SOW), except for those items explicitly identified in Section C-IV as Government-Furnished.
Approximately 100% of the work under this contract will be executed within the boundaries of Grissom ARB, Indiana.
1.2 PARTNERING
To successfully accomplish the mission, the Government and the Contractor will develop and maintain a professional, open, and collaborative relationship. This partnership recognizes that both parties are experts in their respective fields. The Government highly encourages the Contractor to propose innovative engineering and construction methods that lead to increased efficiencies, cost savings, or accelerated performance timelines.
SECTION C-II: SPECIFIC REQUIREMENTS
2.0 SCOPE OF WORK
SABER encompasses a broad range of non-complex engineering design and construction efforts for the maintenance, repair, alteration, and minor construction of military real property at Grissom ARB. All work executed under this contract shall meet the standards set forth in the Grissom ARB Installation Facility Standards (IFS) and the technical specifications attached to individual task orders.
SABER operations consist of two primary areas:
SABER Project Estimating (SPE): Collaborative scoping, line-item estimating, and proposal generation.
SABER Construction: Execution and management of multi-trade construction tasks.
2.1 CONSTRUCTION TASK CATALOG (CTC) / UNIT PRICE BOOK
The pricing under this contract shall be governed by a pre-priced unit task catalog, specifically the current edition of the Gordian Construction Task Catalog (CTC), or an approved technically equal unit price database, tailored to the Grissom ARB, Indiana local market area.
The database incorporates comprehensive material, labor, and equipment unit costs under the Construction Specifications Institute (CSI) MasterFormat.
2.1.1 Pre-Priced Book (PPB)
The PPB contains standard pricing information for the description of construction work to be accomplished, specified in units of measure. Division 01 through Division 44 shall be used by both the Government and the Contractor to develop estimates and negotiate task orders (including modifications and change orders).
The Contractor shall update the Government’s cost estimating database annually with the most current edition of the CTC at no additional cost to the Government.
2.1.2 Alternate Priced Book (APB)
The APB governs tasks not covered in the standard pre-priced unit task catalog.
2.1.2.1 Non-Priced Items (NPIs)
NPIs are specific material, labor, or equipment line items required to complete a task order that are not listed or accurately described in the standard CTC.
The Contractor shall obtain a minimum of three (3) independent, competitive quotes of installed costs (inclusive of freight, delivery, and installation) on company letterhead, including valid points of contact.
The Contractor shall certify that the three quotes submitted represent the lowest valid prices obtained.
The Contractor's competitively bid contract coefficient for pre-priced items shall be applied to the negotiated base cost of all NPIs.
2.1.2.2 Alternate-Priced Items (APIs)
NPIs that have been evaluated, negotiated, accepted, and incorporated into the master contract via modification. Once approved by the Contracting Officer, these items are categorized as APIs and may be used on subsequent task orders without requiring three independent quotes. The Contractor is responsible for maintaining the base's active API database.
2.2 Labor Standards Compliance
The Contractor shall comply with the Construction Wage Rate Requirements statute (formerly the Davis-Bacon Act). The Contractor shall not combine Davis-Bacon wage rates with pre-priced unit items in the CTC that are already inclusive of labor unless explicitly approved by the Contracting Officer. Any regional or local labor rate differences between the CTC and active Davis-Bacon wage determinations must be accounted for within the Contractor's competitively bid adjustment coefficient.
2.3 SABER WORK PROCESS
2.3.1 Responsiveness
SABER's primary purpose is to expedite civil engineering construction requirements. Upon notification of a pending project by the Contracting Officer or their designated representative, the Contractor shall expeditiously schedule and conduct a Joint Scope Site Visit within three (14) calendar days of the formal Request for Proposal (RFP).
2.3.2 Joint Scoping & Site Investigation
During the Joint Scope meeting, the Government will provide the Contractor with a Statement of Objectives (SOO) outlining the general project requirements. The Government may also provide as-built drawings, CADD files, user contact info, and lists of Government-Furnished property where available.
It is the Contractor's sole responsibility to field-verify all site conditions, dimensions, utility pathways, and elevations prior to submitting a proposal. The Government does not guarantee the accuracy of historical as-built drawings.
