FA465424R0009 – Questions and Answers

1. Note 7) of sheet C101 of the solicitation drawings states that friction testing shall be performed before and after rubber removal. To account for the cost of the friction tests, would it be possible to add a CLIN to cover the costs of this test due to the rubber removal CLIN being in square feet? As the line items are set up now, the rubber removal unit price would have to be inflated to cover the friction testing costs to cover a wide range of rubber removal quantities.

The friction testing work is incidental to the rubber removal CLIN, so the friction testing is part of that work and should be included in the cost of rubber removal.

2. Is chemical rubber removal the only allowable method to remove rubber from the runway?

Yes.

3. Are all markings to be waterblasted prior to painting? If so, will an additional line item be added?

No, waterblasting will not be required prior to painting.

4. Note 3.3.2 Waterblast Equipment of sheet C001 states 2600psi water at 140 degrees Fahrenheit be used to clean surfaces to be marked. Is it the Government’s intention to have all surfaces, including existing markings, cleaned with hot water prior to painting? No, waterblasting will not be required prior to painting.

5. CLIN 1-8 are labeled, “New Striping”. To clarify, this is for restriping existing markings and, when used in conjunction with CLIN 10 Striping Layout, installing new markings? Yes, that is accurate.

6. In accordance with Page COO1 of the project plans, Section 2 RUBBER REMOVAL paragraph 2.2 Rubber Removal Execution, in concurrence with questions/answers # 2 of the FA 65424R0009- Q & A document provided, is the combination of chemical( Detergent 2.6 ) and water blasting an approved method of removing rubber from the runway?

The project was designed with chemical removal as the rubber removal method for the entire rubber removal area shown on the drawings as indicated on Plan page C101 Note 3.

7. Can we use a combination of water blasting and chemical removal?

No. Due to the design of our recent runway project, chemical only removal per the plans and specifications is the only authorized removal method.
