PERFORMANCE WORK STATEMENT (PWS)
FOR
AERIAL DEMONSTRATION/STATICS
GRISSOM AIR AND SPACE EXPO
7-8 SEP 2019
1. SCOPE OF WORK. The offeror shall provide aerial demonstration/statics for the production and execution of the 2019 Grissom Air and Space Expo Sep 7th & 8th, 2019 and adhere to the standards in this statement of work (SOW). The offeror shall provide all personnel, labor, materials, equipment, management, supervision, coordination, lodging and transportation required to accomplish this work unless otherwise stated herein.
2. REQUIREMENTS:
2.1 Offeror shall provide an aerial demonstration of the following aircraft:
2.1.1 P-51 Mustang
2.1.2 Mig-17
2.1.3 F-86 Sabre
2.2 Offeror shall fly, as a minimum, one performance per day, including one practice performance on the day prior to the show (Friday, 6 Sep 2019) as requested by the Air Boss.
2.3 Offeror shall work directly with the Air Show Air Boss in development of and timing for all aspects of the performance to enhance presentation and overall safety of the act.
2.4 Offeror shall provide access to the pilot/crew by spectators for autographs, etc. as requested by the Air Show Director when not performing.
2.5 Offeror shall attend all mandatory Air Show Briefings prior to each show at a time and location provided by the Air Show Director.
2.6 Offeror shall provide the following static aircraft:
2.6.1 Grumman TBM Avenger
2.6.2 AU-1 Corsair
2.6.3 Grumman F8F Bearcat
3. SCHEDULE:
3.1 Offeror and crew shall arrive on-site at a time determined by the Air Show director. The window for arrival is 1200L on 5 September 2019 through 1200L on 6 September 2019. Offeror will depart on 9 Sep 18 NET 0730L and NLT 1200L.
4. OFFEROR RESPONSIBILITIES: The offeror shall meet or surpass all of the following requirements.
4.1 Offeror shall have experience with large air shows (45,000+) attendees.
4.2 Offeror shall utilize a military or former military aircraft approved in AFI10-1004 or the Additional Approved Warbirds list provided by ACC/A3TA. Paint schemes and other aircraft markings must be IAW AFI10-1004.
4.3 Offeror shall provide Certificate of Insurance demonstrating at least $1,000,000 general liability policy covering all equipment and services provided by the organizer at the air show.
4.4 Offeror shall perform within limitations prescribed by Federal Aviation Regulations (FARs) and any Federal Aviation Regulation Waiver(s) in effect during the Air Show, as weather, mechanical, and site conditions permit.
4.5 Offeror shall provide Civil Aircraft Certificate of Insurance (DD Form 2400), Civil Aircraft Landing Permit (DD Form 2401) and Civil Aircraft Hold Harmless Agreement (DD Form 2402) to Grissom ARB Airfield Management not later than 14 days before landing at Grissom ARB.
5. ORGANIZER REQUIREMENTS:
5.1 Organizer shall provide a map of the Airshow layout at contract signing upon request.
5.2 Organizer shall provide a restricted access location for the offeror’s demo aircraft.
5.3 Organizer shall provide up to 1000 total gallons of 100LL fuel (as required). Exact fuel requirements will be coordinated with the Air Show Director. All fueling of offeror’s aircraft will be done by, or under the direct supervision of, offeror personnel in conjunction with Grissom ARB fuel services personnel (Contractor shall provide quantities required for performance).
5.4 Organizer shall provide up to 1600 total gallons of Jet-A fuel (as required). Exact fuel requirements will be coordinated with the Air Show Director. All fueling of offeror’s aircraft will be done by, or under the direct supervision of, offeror personnel in conjunction with Grissom ARB fuel services personnel (Contractor shall provide quantities required for performance).
5.5 Organizer shall provide up to 75 total gallons of Canopus 13 or equivalent smoke oil (Contractor shall provide quantities required for performance).
5.6 The Government will provide hangar space as required on a noninterference basis free of charge. Space is limited. Offeror aircraft needing hangar space for parking outside of the Open House performance will coordinate with the Air Show Director for hangar space. Every effort will be made to house the offeror’s aircraft a fully enclosed and secure hangar only in the event of inclement weather.
5.7 Organizer shall provide access to ice/water and restricted area port-o-johns for use.
5.8 Organizer shall provide up to 11 lodging rooms at no expense to the offeror.
5.9 Organizer shall provide up to 5 vehicles at no expense to the offeror. Vehicle fuel will be the responsibility of the offeror and vehicles will be returned with the amount of fuel that existed when the vehicle was checked out.
6. SECURITY REQUIREMENTS:
6.1 The offeror shall comply with all requirements and procedures IAW ________, Contractor Access to Air Force Installations.
7. GENERAL INFORMATION:
7.1 Safety Requirements and Reports. The offeror shall perform work in a safe manner as required by OSHA Safety and Health Requirements.
7.2 Environmental Requirements. Offeror shall provide all items (MSDS) required for Hazardous Material Identification as described in the "Contractor Requirements for Hazardous Material Identification" document. Offeror shall promptly provide completed forms for review and coordination through Contracting Officer's Representative (COR).
