Will a transformer and smaller conductors be allowed if cost effective? Yes, one thing to consider is that a 120V outlet must be installed at the electrical stand. All changes to the design must be submitted for review and approval.

Confirming building this for a maximum of a 30 amp draw on each conductor in the 3 phase circuit

Yes

All locate to be private except for HICS which will be contractor coordinated.

Please let us know whom to contact for HICS locate so that we can confirm cost if there is a cost to this service.

If after locating, we intercept communications or a circuit and cause damage, what procedure do we need to follow beyond stopping work, reporting, and participating in repairs up to and including our in house trained abilities (licensed electricians). Eg intercepting a fiber line we would not have the equipment or training to splice, however we could affect the repair of the conduit and install junction boxes.

Montana contractor license. Do apprentices and Journeymen need Montana license?

Yes, a Montana licensed electrician is required.

On completion, do cad files need to be stamped by a Montana licensed engineer? Red lines are contractor provided.

No, cad files do not need a Montana licensed engineer stamp.

If on site contractor personnel finish in less than the 14 days is it acceptable to move on to the next project?

Yes, once all required work is completed at a site the contractor can proceed to the next site.

Will GPS and time stamped pictures be accepted where physical inspections are not required or, did I misunderstand and we will have an inspector/escort with us at all times?

There are strict rules on electronics/pictures taken inside the perimeter fence. There will be an inspector/escort with an approved camera to take construction photos on-site. For work performed outside the perimeter fence, the contractor can take pictures and provide them to the Government or have the Government inspector take photos with their camera.

Electrical Grounding question: “In going through the plans

NEC 250.102 C 1

(©) Size — Supply-Side Bonding Jumper.

(1) Size for Supply Conductors in a Single Raceway or Cable.

The supply-side bonding jumper shall not be smaller than specified in Table 250.102(C) (1).

Grounding conductor needs to be no smaller than a #8.

An equipment ground going back to the load center up to 60 amps is #10 NEC 250.122 The difference is that this is a sub panel not an equipment ground.”

That is a good catch, the required grounding conductor size needs to change from 10 awg to 8 awg. I will provide updated drawings and specs next week for the amendment.

Per the bid submission requirements, could you explain why we need to submit a physical copy as well as a cd copy?

Is this a mandatory requirement? Our company’s computers do not have a disc drive as it is generally not a preferred method of submission.

Would it be ok to submit via email?

Physical copies are for used for the evaluation board and is a mandatory requirement. If your company's computers do not have a disc drive you can submit an electronic copy via DOD safe to the contract administrator and contract officer listed in SAM.gov and on the Section L &M. It will be the Contractor's responsibility to request a DOD Safe drop off request to the Contract administrator and Contract officer to submit the electronic copy prior to the proposal due date.
