MALMSTROM AFB, MT

Two Piece Flight Duty Uniform

9 September 2020

1. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-20-Q-0079.

3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07.

4. This procurement is being solicited as a total small business set-aside. The North American

Industry Classification System (NAICS) code is 315220 with a small business size standard of 750 employees. The federal supply code for this procurement is 8415.

NOTE: Color must be OCP, Men’s size (as noted in Attachment 1).

6. Please refer to the attached specifications for all requirements.

7. Delivery: 90 days after date of contract (ADC) (may consider supply chain issues)

8. Destination: Malmstrom AFB, Montana 59402.

9. The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Jun 2020), applies to this acquisition.

FAR 52.212-1 Addenda:

a. Offerors’ quotation shall conform to the required specifications as referenced in Section six (6) above and as attached to this solicitation. Any offeror not conforming to the required specifications shall be deemed non-responsive and therefore ineligible for award. Award shall be made to the lowest price offeror that also meets required specifications as attached to this solicitation. Any offeror providing an “or equal/equivalent” item shall specifically state how its item is an “or equal/equivalent” substitute. The Government will short offerors by price in ascending order from lowest priced to highest. At a minimum the three lowest priced quotations will be evaluated on the basis of how the quotation conforms to the requirement specification sheet (Attachment 1) and based on responses to the technical questionnaire (Attachment 3).

Evaluations will continue until there are three quotes eligible for award or all quotes have been evaluated.

b. Please note Attachment #2, 341MW Memo, and Attachment #3, Technical Questionnaire.

Offerors shall complete and return Attachment #2 and #3 as part of their quote.

c. Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to

Please note, requests for such information do not constitute a contract award.

Questions pertaining to this requirement shall be submitted no later than 2:00 PM MST, 17 September 2020 to the individual(s) referenced in section 16. below.

d. The Government reserves the right to cancel this RFQ at any time.

e. All personnel requesting access to Malmstrom Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

f. Prospective offerors shall be registered in the System for Award Management (SAM) database when submitting an offer or quotation, and shall continue to be registered until time of award, during performance and through final payment of any contract, basic agreement, basic ordering agreement or blanket purchasing agreement resulting from this solicitation. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102. Notice: Effective 11 June 2018, entities registering in SAM (and those renewing expired registrations) will be required to submit a notarized letter appointing their authorized Entity Administrator. 10. The provision at FAR 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition. Specific evaluation criteria is included in paragraph (a) of this provision:

a. The Government will sort offerors by price in ascending order from lowest priced to highest. At a minimum, the three lowest priced quotations will be evaluated on the basis of how the quotation conforms to the required specification sheet. Any quotation not meeting the required specifications shall be deemed incomplete and therefore, ineligible for award. Evaluations will continue until there are three quotes eligible for award or all quotes have been evaluated. Vendors must also meet the general standards of being responsible source IAW FAR 9.104-1.

11. The provision at FAR 52.212-3, Offeror Representations and Certifications—Commercial

Items (Aug 2020) with its Alternate I (Oct 2014), applies to this acquisition. All Contractors are required to have an active registration in the System for Award Management (SAM).

Please fill-out and provide a copy of this provision with your quotation.

2018), applies to this acquisition.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
