FA4626-19-R-A022: Repair Helicopter Hanger, Bldg. 1440

Questions and Answers:

Q1: The package that was posted on FBO yesterday is missing the RFP with information concerning the due date, site visit date, etc. Will you be posting that document soon?

A1: Please see posted solicitation (SF 1442) at the following clause on page 60 of 62, FAR 52.236-27 Alt 1 Site Visit (Construction).

Q2: I noted in Section L that only one person can attend the site visit for the above subject solicitation. Should I request permission to send more than one person through the RFI process?

A2: PLEASE NOTE. Two (2) individuals per prime contractor and one (1) for any major subcontractor or a maximum of 3 for any prime or joint venture/teaming arrangement are allowed for the site visit.

Q3: If I am a subcontractor, how to I get in contact with prime contractors that will be bidding the job?

A3: After the site visit is held, the site visit attendance sheet will be posted with the contact information for the prime contractors interested in the project.

Q4: Attachment 10, Section L, paragraph 4.2 instructs Offerors to submit information shown in Attachment 12 for each relevant contract five (5) days prior to the date set for receipt of proposals. Is this information to be submitted in hardcopy or via email? If hardcopies are required, how many copies must be submitted early?

A4: Paragraph 4.2 asking for early proposal information was removed.

Q5: Attachment 10, Section L, paragraph 4.1 instructs Offerors to request their clients to complete new PPQs and submit them directly to 341st Contracting Squadron via email? We have found that government clients often refuse to complete new PPQs for projects that have final CPARS evaluations in the government’s PPIRS system, or for projects that they have previously completed PPQS for. Will the government allow Offerors to include CPARS evaluations in their proposals in lieu of sending out new PPQ requests to document past performance? Will the government consider allowing Offerors to include previously completed PPQs in their proposals in lieu of sending out new PPQ requests to document past performance?

A5: The individuals who completes the PPQs on behalf of the offerors must submit the PPQs directly to the government to ensure that the offeror is not manipulating the ratings. The purpose

2 - 17 of a PPQ is to provide the government with additional information that cannot already be found within the CPARS or PPIRS data system. IAW Table 2.2 of Attachment 10, the offeror shall provide Attachment 12 for no more than 3 citations.

Q6: What is the date and time that Requests for Information will no longer be accepted for this solicitation?

A6: “Offerors are requested to submit questions to the Secondary POC above no later than eight

(8) days after the site visit.” However, the government will do its best effort to answer all RFI’s up to the close of the solicitation.

Q7: Proposal Volumes (including Pricing) are to be provided in hardcopy and on a CD.

Historically, some major trade subcontractors hold their pricing until minutes before a solicitation closes. This makes it very difficult to burn CDs complete with the best pricing available.

Q: In an effort to provide the most competitive pricing, will the government allow the price schedule (Section B) to be completed in the hardcopies only, with the blank bid schedule included in the CD copy of that specific Volume?

A7: Please provide all information in accordance with the solicitation.

Q8: Subfactor 3: Project Schedule states: “The schedule shall indicate sequences proposed to accomplish each work element and appropriate interdependencies between various work elements. The schedule shall be as complete, reasonable, and realistic as possible, demonstrating the Offeror’s ability to propose a schedule that identifies all major elements of work for this project, meets the Government’s requirements, and is obtainable.”

The instructions limit the schedule’s graphical representation to a single 11x17 page. The level of detail that must be included to satisfy this requirement will generate a graph that will more than likely cover more than 1 page. In order to maintain the graph’s legibility and still present all of the required information, please consider increasing the graphical representation to four pages.?

A8: The page limit for the schedule’s graphical representation has been updated to four (4) 11” by 17” pages.

Q9: OPTIONAL BID ITEM, CLIN10 (now CLIN 0011): What is the expected usage schedule?

Is there a desired service interval? In other words, how many times a week does the Air Force want the trailer to be cleaned & stocked? How often is septic service desired or required?

A9: It is estimated that 60 individuals will be using the trailers M-F, from 0700-1730. Cleaning should occur once per week, with septic service as needed based on usage.

Q10: The solicitation seems to be locked and the instruction for log in are to log in as a vendor which I have done, but still am unable to see or download the solicitation documents. Can you please advise me on how to properly see this information?

A10: Please see page 42 of 69 of the Vendor User Guide on FBO for instructions on how to access the solicitation documents.

Q11: Section L, Par. 3.2.2 Subfactor 3: Sub-factor 3 Project Schedule notes that there is a 4 Page Maximum for the schedule submittal. It later notes that the Graphic may be one 11x17 page.

Please confirm: is it the government’s intent that the offeror provide a 4 page schedule narrative + 1page (11x17) schedule graphic? Or is the intent that the offeror is allowed 4 pages to provide schedule and they are allowed to use 11x17 pages?

For a project of this scope and complexity we would anticipate that the project schedule to appropriately address the period of performance would require more than a single 11x17 page.

A11: CONFIRMED: is it the government’s intent that the offeror provide a 4 page schedule narrative + 1page (11x17) schedule graphic. However, as noted in Question 8, the page limit for the graphical representation (11”x17”) has been increased to 4 pages.

Please follow all restrictions in accordance with the solicitation.

Q12: Section L & M: Section L requests that the contractor submit past performance using Attachment 8 for each project. Section M notes that the government will evaluated past performance using PPQ's, CPARS, PPIRS ect. Is it acceptable for the contractor to submit CPARS reports or past PPQ's when they exist rather than requesting new project specific PPQ's from past owners. Past owners have been hesitant to repeatedly fill out past performance questioners every time a project is submitted.

A12: Please see the answer to Question 5 above.

Q13: Can the contracting office extend the sealed offer due date to November 11th, 2019?

A13: There is no need to extend the proposal due date at this time.

Q14: Can a contractor utilize an ongoing project that is “less than 80%” complete on a “greater than $3,000,000.00” project for past performance in lieu of 80% complete $3,000,000 project?

A14: Please utilize the definition of relevancy as identified in Section M (Attachment 11).

Q15: AD2.7 – First Floor RCP-Demo: Hatched area states to salvage all ACT for reuse in the project, is this intended for patch work areas if needed since A2.7 calls for new ACT?

A15: It is intended to utilize in patch work if needed. Whatever the contractor doesn’t reuse can be disposed.

Q16: A2.1, Keynote 1.049 states to add fire batting per code in room 111. Is the intent to add batting in the walls, ceiling, both? We did not get a look in this room, does GWB need to come down?

A16: Add batting in ceiling and walls in areas that are exposed.

Q17: Are the new draft curtains just metal panels attached by angle iron to the structure, similar to existing? What type of metal panel are we to use? Per specification 074213?

A17: A5.1 shows connection details. Use 074213 for product specific characteristics. If a substitution is made, it is up to the contractor to provide updated connection details.

Q18: For the work required at offices 201, 202, 203, 204, and 206 (install fire rated wall up to deck, fire seal), what is the height to the structure above? Do we use wall type I-1 for the wall extensions?

A18: Use 7 feet for Wall infill height. Use I-1 for construction.

Q19: The information in the drawings reflect various features not clearly defined. Will the government provide the as-builts so we can determine the extent of work required?

A19: The government will not provide As-builts of the building. What features are not clearly defined?.

Q20: Per the “ROOF PLAN” sheet there is a requirement for the structural attachment of the new fall protection anchors. Per sheet S6.0 detail 6, identifies the basis of design as the “Miller- Fusion X10030;

a. The provided detail differs from the from the manufacturer’s attachment detail. Are we to follow the provided detail or comply with the manufacture’s installation requirements?

b. This specific model indicates it is for installation of a Built-up roof assembly not to exceed 5.5” thickness. What is the existing roofing condition?

c. This specific model indicates it is for installation of a Built-up roof assembly not to exceed 5.5” thickness. The indication is that the anchor assembly is surface mounted with the toggle bolts through the membrane. The detail instructs us to cut, remove and replace the roofing at each location. Can we follow the surface mount detail by the manufacturer?

d. Are the locations depicted schematic? Or can we field adjust locations to mitigate impacts to systems and structure, such as ridge locations?

e. Is there an architectural detail available to depict actual installation requirements?

A20:

a. Our detail matches that from the manufacturer. The requirement is to use toggle bolts.

Manufacturer requirements must always be met, so if there is a difference in the governments detail and the manufacturer, use the manufacturer's requirements. For reference, the attachment procedure will be provided for this Miller-Fusion X10030 and X10031 tie anchor post.

b. Depending on need, the Miller-Fusion X10031 anchor system which is exactly the same as the X10030 tie anchor but has longer toggle bolts and can go up to 10.5" thick, may be used.

c. Surface mounting is not acceptable, but toggle bolts must be installed to underside of the roof deck. For the flashing of the roof around the tie off anchor, the tie off is toggle anchored to the underside of the deck per manufacturer (and plan) requirements and the roof membrane must properly flashed over the top of the anchor plate per anchor manufacturer requirements and roof membrane manufacturer's warranty requirements for a water tight roof.

d. As long as the manufacturers mounting requirements are met, locations can vary slightly.

The layout is based on a set lanyard length, so that must be taken into consideration when adjusting locations.

e. Use manufacturer’s specific details if they vary from contract drawings.

Q21: Can dimensions be added to the drawings? The only minimal dimensions provided is on the “Striping Plan” sheets.

A21: Drawings have scales referenced. Some dimensions were shown for clarity, and also items that need to be a very specific dimension (EX: striping).

Q22: Sheet A5.2 reflects 33 photos. None are labeled or referenced in the drawings. What is the information to be derived from them, as many pictures may indicate deficiencies if located in rated assemblies?

A22: Documents forthcoming on photo locations.

Q23: Sheet S3.3; Flag Note “3” tells us that a portion of the fall protection rail may need to be removed between grids D&F. Can we assume the existing fall protection system is being abandoned? Or is there a requirement to design and reinstall the rails so the system remains functional?

A23: Long term plan is fall protection will not be reused. If removed for convenience, replace with like materials. Also install to allow future reuse if desired i.e. welded back in place.

Q24: Per the solicitation’s 1442, block 10, states “A potential winter exclusion exists from the period of 22 September through 22 May.”

a. What is this in reference to?

b. Based on the project phasing, if the project has to be complete by March 15, 2021 this winter exclusion would impact 8 months of a 12-month contract, will additional time be added to the contract?

c. What are the potential impacts of the winter exclusion to the project and contractor?

d. Where in the RFP documents can information regarding the winter exclusion be found?

A24:

a. There is no winter exclusion and will be/is removed from the solicitation. The heat plant is in operation during those months, so work will have to be scheduled with the government on isolating those lines when work happens on the heat exchanger (if needed).

b. See above.

c. See above.

d. See above.

Q25: According to the solicitation the period of performance is 360cd’s and requires us to guarantee our proposal for 247 days. In the phasing plan it states, “This contract will stay in place until September 30, 2021. Construction on the building must be done by March 15, 2021, but temporary facilities must be kept in place until September 30th. The government will be occupying the building immediately after March 15th”.

a. Based on the 247 days of guarantee, and assuming October 28th submission, indicates the award could be as late as July 1, 2020. For scheduling purpose should we assume this date for contract award?

b. If we assume 360cd’s prior to the March 15, 2021 date and include time for administrative efforts prior to NTP, could we assume that the award would be made approx.

March 1, 2020?

c. Based on an assumed NTP date of March 20, 2020, and the 360cd’s for performance, at which time the contract completion date expires on March 15, 2021, how is the time extension until September 30, 2021 to be dealt with?

d. According to Phase 4 when the MXG vacates the temporary facilities, there is all of the work effort in phase 4 that needs to be completed, with extensive efforts needing to be completed prior to the actual epoxy floor applications, and then final testing and acceptance. Based on all of these requirements, should the actual contract duration be 620cd’s?

A25:

a. Under Review.

Q26: Per Attachment 5, Phase 1, 2nd paragraph states, “Immediately, the contractor will install a temporary chain link fence in the Bay 4 nose bay (see drawings in this phasing appendix). The fencing must have a lockable vehicle gate (this fencing will be re-located during later phases).”

a. The reference to “Immediately”, is this a reference to first activity following NTP?

b. Are there any details regarding fence requirement, such as height, anchorage, gate width, etc.?

A26:

a. This needs to be done as soon as contract is awarded, as the maintenance folks will be consolidating from Bay’s 4 & 6 into Bay 4. The fence is needed for secure storage of some of these consolidated items.

b. Panels can be temporary panels similar to temporary fencing around construction sites. It is desired to not anchor to the floor, and if the contractor does, they need to patch and repair the disturbances.

Q27: There is reference to both adjacent projects, the TRF Site and MMDF Site which border this project. From the Appendix sheets these sites are a schematic reference and doesn’t reflect the actual site plans defining contractor utilization and traffic flows. Since the logistics in having

(3) major construction projects will require extensive planning, will the government provide project civil layout plans and contractor laydown plans for each site?

A27: No. Those contracts will not effect this project. All contractors will need to share any similar accesses to the area. The MMDF and TRF construction sites are entirely in the referenced area in the phasing plan. They do not have remote storage or other operations.

Q28: Will the government be providing a specification for the high security fencing?

A28: Under Review.

Q29: What are the confines of the contractor laydown? The phasing plan reflects the configuration of the government required temp trailers adjacent to the boundaries of the MMDF site.

a. Where is the contractor laydown area? According to the General Notes on the Electrical Site Plan, 1440 can’t disturb access or progress of the two adjacent sites.

b. Is there a requirement for any temp fencing for this site?

A29:

a. At contract award, a laydown area can be chosen. The area may need to be out around the area of the conex boxes. Laydown areas can be immediately adjacent the hangar doors as work is completed inside, but will need to be relocated at each phase.

b. The civil work will require an OSHA approved construction limits barrier. A temporary fence should be installed around the laydown area, as the government cannot guarantee security or damage from snow removal, etc.

Q30: Phasing Appendix sheet “Office Trailer Site Plan:

a. The sheet reflects (6) Contractor Provided Conex Containers. What are the sizes? and are they for the government’s use?

A30: The conex boxes are for government use. Dimensions should be as close to office trailer dimensions as possible.

Q31: Per Attachment 5, 3) SITE ELECTRICAL REQUIREMENTS, states, “Site poles/structures so they are not installed in concrete apron areas. Hydrovac for utilities prior to installing poles or underground items. Hydrovac full depth of holes required for poles, prior to digging.”

a. With 4 of the 5 poles reflected to be installed in either the concrete approach apron or asphalt. According to this statement we are prohibited from installing where indicated. Please advise.

b. You have a requirement to pothole pole locations with a Hydrovac to identify existing subsurface utilities. Are existing utilities as-builts for the entire site available for coordination?

c. Is the use of Ground Penetrating Radar an acceptable alternative to the Hydrovac?

A31:

a. You are correct. One pole is shown in the concrete apron. It is acceptable to vary pole locations, as long as the site electrical requirements are met. If the poles need to be installed in concrete, please patch to match existing, including concrete depth and reinforcement (if present).

b. Utilities plans will be provided upon contract award. In the event of a utility being discovered, a different location will need to be used.

c. No, hydrovac must be done.

Q32: Is all the epoxy flooring to be done in Phase 4 or is that just for Bay 6?

A32: Per phasing plans, floors in Bay’s 4 & 5 can be done when those bays get renovated. Bay 6 will not be done during that phase, it will be done when the MXG personnel move into their new building.

Q33: Detail 4/A3.1 shows tile carpet in rooms 122 and room 121 (which is shown as room 119 on the floor plan), please confirm which rooms are to receive tile carpet as I do not see a floor finish schedule.

A33: You are correct, RM 121 – break room is the same as RM 119. Please reference that entire room as 119. Carpet tile is already existing, it is simply the wall that is getting modified.

Q34: What CLIN # should the mechanical and electrical work go into?

A34: PLEASE NOTE: The CLIN structure has been updated to include a new CLIN 0009 for Mechanical, Electrical, and Plumbing work. The original CLIN 0009 has now become CLIN 0010 and the original Option CLIN 0010 has become Option CLIN 0011.

Q35: Is it possible to get a copy of the Geotech report?

A35: The geotech report should not be needed for bidding. Use dimensions and references from the contract documents.

Q36: You say the trailers need to be 2016 or newer, my question is of it is in nice shape would you be able to take 2012,2013,2014 or 2015 unit?

A36: Under Review.

Q37: Can alternate products for brand name or equal be submitted prior to award?

A37: Under Review.

Q38: Does the Buy American Act apply to construction materials?

A38: Under Review.

Q39: AD2.4 and A2.4 Keynote 2.067 states to replace/repair water damaged drywall. Can you provide dimensions for the area needed?

A39: Area of drywall needed replaced is approx. 12x24 feet.

Q40: AD2.4 and A2.4 Keynotes 2.118 and 2.143 say to install compliant guardrail. Is it the intent to completely demo the existing guardrail and replace with new or to modify the existing.

Can you provide details of what the new or revised guardrail is to be?

A40: Remove the guardrail complete and install new. Note states install ADA compliant guardrail, 42” tall. Use details on A3.1 for installing a similar guardrail up the stairs.

Q41: A1.1 Overall First Floor Plan shows the resinous floor finish types and areas. The 3-coat system is show to be in Corridors 125, 115, 134, 188, 122, 127, 150C, 150, 141, 154, and 161.

From the site visit I believe some of these corridors are carpeted. Can you verify which rooms require demo of the carpet for the resinous flooring?

A41: All of those areas are carpeted. The only areas that are not carpeted are the bay’s themselves.

Q42: WHAT IS LOCATION OF BID ITEM 0010 (NOW BID CLIN 0011, AS SEEN IN

AMENDMENT 1 - SF 1442) (TEMPORARY RESTROOM TRAILER)?

A42: Centrally located along the trailers is acceptable. If power supply dictates location of the trailer, that is acceptable also.

Q43: ON DRAWING ES1.0, DETAIL 4 SHOWS 4” MINIMUM CONCRETE. DO YOU

KNOW THE ACTUAL THICKNESS OF THE CONCRETE?

A43: The actual thickness of the section is unknown. MAFB does not have As-builts for the concrete section. Contractor to assume 6” thickness for bidding purposes.

Q44: WE WERE NOT ALLOWED ON THE ROOF AT THE SITE VISIT. WE HAVE TO

INSTALL A NEW LIGHTNING PROTECTION SYSTEM ON THE ROOF. IS IT POSSIBLE

TO GET ACCESS TO EXAMINE THE ROOF? GENERAL SHEET NOTE TELLS US TO

FIELD VERIFY BEFORE CONSTRUCTION BUT WE NEED TO VERIFY BEFORE BID

ALSO.

A44: Roof does not have fall protection (which is being installed in this contract), so access is not possible.

Q45: IS THERE AN EXISTING LIGHTNING SYSTEM TO BE DEMOLISHED?

A45: There is currently not an LPS system on the roof. There was one installed when the building was constructed, but it was removed when the roof was redone.

Q46: SPECIFICATION 26 41 00 1.2 B. TELLS US TO TEST AND RECERTIFY THE

EXISTING GROUND RODS AND COUNTERPOISE. WE NEED TO KNOW THE

QUANTITY AND SIZE OF GROUND RODS AND SIZE OF COUNTERPOISE WIRE. DO

WE HAVE ACCESS TO ANY, OR MUST WE R&R CONCRETE?

A46: There are 31 ground rods. As-built drawings show the counterpoise being #1/0 copper minimum. R&R as required for recertification.

Q47: STATIC GROUND RODS WILL BE 10’(4/E1.1), OF WHICH THEY MUST BE

DRIVEN IN. WILL WE ENCOUNTER ANY ROCK AT THAT DEPTH?

A47: Install grounding rods per Article 250 of the NEC, which has provisions to address encountering rocks.

Q48: SPECIFICATION 28 31 76 - 2.11.1.1 CALLS FOR RATE COMPENSATING HEAT

DETECTORS FOR THE BAYS. PRINT FA0.1, FA1.4, FA4.4, FA4.5 AND FA4.6 ALL SHOW

LINEAR HEAT CABLE. SPECIFICATION 21 13 18 - 2.10.1 CALLS FOR A LINEAR

THERMISTOR (SELF RESTORING) HEAT CABLE. THERE ARE GREAT PRICE

DIFFERENCES IN THESE. WHICH ONE IS REQUIRED?

A48: Provide listed linear thermistor heat cable per the drawings.

Q49: PRINT FA0.1 CALLS SAYS TO USE POTTER RELEASING EQUIPMENT. SPEC

SECTIONS 21 13 20 - 2.1 AND 28 31 76 - 2.17 CALLS FOR DEL-TRONICS FLAME

DETECTORS AND RELEASING EQUIPMENT. WHICH ONE IS CORRECT?

A49: The contractor may use any base pre-approved brand main fire alarm panel (i.e. Potter, Harrington, or Firelite). The detection system is required to be Detronics as they are the only brand approved for flame detection within the hangar bay per government specifications/requirements.

Q50: SPECIFICATION 28 31 76 - 2.4.4 CALLS FOR A CONTAINMENT SYSTEM

MONITORING PANEL TO BE LOCATED WHERE SHOWN ON THE FIRE ALARM

SHEETS. WHERE ARE THESE TANKS AND EQUIPMENT LOCATED? I DO NOT SEE

WHERE THEY ARE SHOWN ON THE FIRE ALARM DRAWINGS.

A50: See detail 1/E3.7 for the “Secondary Fuel Containment Panel” location. Additional information on these tanks shown elsewhere on the Civil and Mechanical drawings.

Q51: SPECIFICATION 28 31 76 - 2.16.5.2 SAYS THE MASS NOTIFICATION SYSTEM

SHALL BE COMPATIBLE WITH THE BASE-WIDE MNS RECIEVER IF ONE IS

PRESENT. THERE IS A SEPERATE BASE-WIDE GIANT VOICE SYSTEM AT

MALMSTROM AFB. WILL THE MASS NOTIFICATION SYSTEM BE REQUIRED TO

HAVE THIS SPECIAL ATI MNS PANEL TO TIE INTO THE GIANT VOICE SYSTEM?

A51: MAFB current does not have the capabilities to transmit signals/messages directly to individual building MNS. The MNS system for the building shall have the capability to be expanded/modified in the future only for connection and does not need to be provided under this contract.

Q52: SOME OF THE POLES FOR THE OVERHEAD PRIMARY LINE WILL REQUIRE

SOME GUYS. MAY GUYS BE ALLOWED IN THE MMDF SITE OR MUST THEY STAY

IN THE 1439 SITE?

A52: Guys will not be allowed in the adjacent job site. They must stay within in the current site.

Q53: WORK FOR THE LIGHTNING PROTECTION SYSTEM IS ON THE ROOF. CAN IT

ALL BE DONE AT ONCE OR MUST IT GO IN PHASES ALSO?

A53: As long as weather permits, and proper PPE (i.e. fall protection) is used, then LPS can be installed during any phase. The contractor must not disrupt operations of the user’s during this time.

Q54: CAN THE PARAPET WALL BE USED FOR FALL PROTECTION OR MUST WE

HAVE OUR OWN TIE OFF SYSTEM?

A54: The contractor must provide their own means of PPE and not assume parapet wall is approved for PPE. Or wait until after fall protection is installed in this contract.

Q55: THERE ARE MANY PIECES OF (GFE) EQUIPMENT. CABLE REELS, 400HZ

CONTROLLERS, 28VDC RECTIFIERS, 400HZ 90 KVA FREQUENCY CONVERTERS.

The maximum number of inductors for each tank is 2. Therefore, it looks as though another tank with a single inductor will be needed. Please confirm

A58: A second tank/inductor/deluge valve is located in room 138 at the south-east corner of Hangar Bay 6 to limit water delivery times. See sheet FX2.1 and FX6.5 for location and details.

Q59: Per Section 09 67 23.15; Item 3.2 Joint Material Removal, /Re-Saw Cutting, Crack Chasing; Directs us to Remove 100 percent of the existing material in all joints including material bonded to joint walls and base; and to chase concrete cracks identified for repair.

a. Commonly there are (2) types of slab joints; control joints and construction joints. During the site visit the wide construction joints were visible, however the narrow slab cut

13 - 17 control joints are easily identified. Please provide as-built slab drawings so we can identify and quantify the joints.

b. Have the existing sealants in the construction joints been tested for hazardous materials?

If so, please provide the results.

c. There is a requirement chase concrete cracks identified for repair. Have they been identified? Or will the actual extent be determined after removal of the existing coating?

For bidding purpose, how should we quantify this task?

A59:

a. As-built drawings are not available. Joints are the side construction joints, as well as some areas where concrete has been removed and replaced. Additional information is provided in structural drawings

b. Testing was not done on the construction joint materials, assume it contains asbestos containing materials.

Q62: Sheet S3.0 Note #8 Identifies all of the existing electrical grounding points and wire pathways and instructs us to sawcut out concrete and directs us to details 6 & 10 on sheet S5.0. Is it the intent that we are to trench the entire path of the existing conductor?

A62: Yes. The conductor will be installed below grade.

Q63: Per detail 2/E1.1 indicates the existing #4 bare copper cable is direct buried below slab.

Sheet S5.0. Per Conductor Trench Note #1 states, “Do not saw cut through existing ground conductors. Take extreme caution and locate the existing conductors prior to saw cutting.” Is the conductor buried below the slab with some sand cover, or is at bottom of slab (embedded)?

Could be an issue when cutting slab and require hand chipping.

A63: Existing copper conductors should be buried 12” below slab. Not anticipated to encounter in concrete.

Q64: Sheet S5.0. Per Conductor Trench Note #2 states, “Do not use large amounts of water to control dust or cool the saw blade. Immediately remove any water used. Do not allow the water

14 - 17 to spread on the floor or seep into the ground below. Site soils are expansive, so water introduction may cause slab heave.”

Per Section 09 67 23.15; Item 3.3 and 3.4 both directs us to utilize high pressure water for cleaning and blasting the entire surface of the slab area. Is this a concern due to the expansive soil issue?

A64: S5.0 is for saw cutting slab and concrete repairs. 09 67 23.15 is for the resinous floor coating. At the time of floor coating application, the floor should be complete or modifications to allow water to seep into the ground below. The intent of the S5.0 note is to mitigate water from entering the trenches and traveling to the dirt/backfill below the slab. Also, dust control and immediate removal of water used is an OSHA requirement for masonry dust.

Q65: What is the Drilled Shaft total tip depth?

A65: S3.0 indicates shaft depth of 20’ below bottom of floor slab.

Q66: There are many references within various details for slab thickness on Sheet S5.0 which states, “Varies per original drawings” What is the existing slab thickness at the drilled shaft locations?

A66: Assume a slab thickness of 18”.

Q67: Due to the site soils being expansive condition, will we have to consider “Void” or “Crush” forms under all concrete in direct contact with the soils?

A67: No.

Q68: Can the Government reissue Amendment No. 1 drawings for the above subject project and present them in a proper A&E standard? The new drawings do not cloud changes nor discuss amendment # or amendment date in the revision box. When reviewing the original drawing and the amendment drawing there is nothing to show or tell you which drawing was changed. Yes, the amendment tells which drawing were revised, yet it is frustrating to look at every detail on the original drawing and try to find the revision on the revised drawing.

Q76: Does the Contractor have to perform janitorial services / provide supplies at the 11 trailers being provided under the Contract? We see a requirement for maintenance of systems but we are not sure on the janitorial aspect.

A76: The government will handle janitorial in the office trailers. If the OBI restroom trailer is awarded, it will be the contractors responsibility to supply and provide janitorial for those. It is also the contractor responsibility to maintain and clean the portable restrooms that are included in the base bid.

Q77: The Official Site Trailer Plan shows Conex Units to be furnished and placed by the Contractor. We do not find any specifications on these units. Please advise.

A77: Please provide the longest steel shipping containers (standard is 40 feet), weather tight, with ability to be locked. Must not contain any rust, damage, or other damage. Interior/exterior must be free of other chemicals, spills, etc. Doors must be in proper working order. Containers must be placed and include all mounting and accessories required for usage. Area of install is a concrete apron. Provide locks with keys on each box, and provide keys to the government inspector.

Q78: Drawing AD2.1, along grid 11.7 shows hatched area of CMU planter wall to be demoed and a landscape rock to be relocated. Drawing S2.0 states for this same area to be demolished entirely down to 16” below top of surrounding concrete slab surfaces. Please clarify scope of work required.

A78: The concrete CMU planter and landscape items must be demolished, as shown in AD2.1.

After demolition, the structural trades must come in to install a new doorway in the wall adjacent the demolished planter. The structural drawings show structural requirements for the door installation. Both architectural and structural drawings must be followed for proper door installation Q79: Detail 4 on A3.1 calls out for new concrete stair, see structural. The structural drawings call for these stairs to be metal. Please clarify which is required.
