Single Source Justification (Simplified Acquisition)
November 2018 Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 341st Contracting Squadron
Project/Program Name: Optos Daytona Optometry Equipment Maintenance
Purchase Request / Local ID Number: F2W4A19015AW01
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
This requirement is for a one year preventative maintenance agreement for the Optos Daytona P200T optometry equipment, in which Optos will maintain and service equipment.
Section C: Justification for Soliciting from a Single Source or Brand Name
10 U.S.C. 2304(c)(1), the property or services needed by the agency are available from only one responsible source or from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency, as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b)(4).
(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in --
(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or
(B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B).
Section D: Efforts to Obtain Competition
A sources sought was posted in efforts to solicit competition in the previous year confirming that Optos is the sole proprietor of all maintenance done on their optometry equipment. The Contract Administrator also called multiple companies to inquire about their capabilities of working on this equipment, all of whom responded that they cannot due to its sole source nature.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In order to preclude further single source awards, the Government would have to procure new medical equipment that is sold and serviced by more than one source. This would incur unnecessary costs to the Government as the optometry equipment is still functioning and only requires routine preventative maintenance. At this time, the Government does not have a requirement to procure brand new equipment.

Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
