Page 1 of 2Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: 341 CONS

Project/Program Name: Harrington Fire Alarm Panels

Purchase Request/Identification Number: UFR

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This acquisition is for the purchase of 29 each Harrington, Model #3200R, Fire Alarm Control Panels.

Section C: Justification for Soliciting from a Single Source or Brand Name

10 U.S.C. 2304(c)(1), the supplies or services needed by the agency are available from only one responsible source or from a limited number of responsible sources and no other type of supplies or services will satisfy the needs of the agency, as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b)(4).

(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

(b) Application. This authority shall be used, if appropriate, in preference to the authority in 6.302-7; it shall not be used when any of the other circumstances is applicable. Use of this authority may be appropriate in the following situation:

(1) When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by--

(ii) For DoD, NASA, and the Coast Guard, unique supplies or services available from only one or a limited number of sources or from only one or a limited number of suppliers with unique capabilities.

Section D: Efforts to Obtain Competition

There is no availability to compete this requirement amongst similar fire alarm panels on the market. Other companies can potentially charge upwards of $500K in costs for all services, parts and replacement. Furthermore, proprietary hardware/software is required for programming purposes of which Malmstrom AFB already has the required items on hand for these panels. Malmstrom AFB also has certified personnel that can perform maintenance on the Harrington brand panels. While competition does not exist for similar brands, competition is available for offerors that can provide Harrington brand panels.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Until such time that Malmstrom AFB pursues complete replacement of current fire alarm systems which could potentially cost upwards of an estimated $10M, there will be no efforts to preclude future brand name awards for Harrington brand panels.
