Page 1 of 2Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: 341 CONS

Project/Program Name: LCD Screens

Purchase Request/Identification Number: FA4626-18-Q-0054

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This requirement is for two LCD Touchpads/operational panels (Kardex Remstar, P/N 2514-0161) for MegaStar Vertical Carousels (Big Red), Model 1556/343/20.

Section C: Justification for Soliciting from a Single Source or Brand Name

10 U.S.C. 2304(c)(1), the property or services needed by the agency are available from only one responsible source or from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency, as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b)(4).

(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in --

(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or

(B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B).)

MegaStar was the original provider for the service and parts for the touchpads and operational panels. In order to maintain continuity among the LCD screens, identical units must be purchased. MegaStar is no longer in business and Kardex Remstar now provides service/ parts for MegaStar units.

Section D: Efforts to Obtain Competition

Kardex Remstar was contacted for regional dealers. Southwest Solutions Group is the only Kardex Remstar dealer in our region.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In order to preclude future Single Sourcing on this particular requirement; a sources sought could be posted on FBO.
