DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 341st Missile Wing (AFGSC)

20 Mar 19 Question(s) and Answer(s) Document

Requirement Title:Lagoon Pump G-01
RFQ Number:FA4626-18-Q-0013

Q1: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number FA462618Q0013 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?

A1: The RFQ on FBO is similar to a project accomplished at the same location under FA4626-16-P-0028.

Q2: If possible, can you please provide the most recent contract or task order number?

A2: See A1.

Q3: Is this an active lagoon?

A3: The lagoon is active.

Q4: What is the % of solids?

A4: Unknown. The contract is to remove liquid only.

Q5: Is the time frame April/June of 2019 or 180 days? April/June is the rainy season and Statement of Work state lagoon is not accessible during wet weather.

A5: The lagoon is full now. Our hope is that some dry weather will be encountered during the period of performance.

Q6: MT is one of the states that is just starting the REAL ID Act – is this really applicable? (Most of the employees do not have a passport.)

A6: The lagoon is outside the secure area at the Alert Facility. Contractor personnel will not need to enter the base, or enter a secure area.

Q7: With the City of Great Falls not taking this material – I am very confident that none of the surrounding communities would either as their systems are a lot smaller – with that being said could we bid the project using a dredger/dewatering bags on site and then the dried sludge can be taken. To a landfill as it will be completely dried material.

A7: We certainly don't want to dredge the lagoon. We would likely damage the liner. We want them to draw liquid from the top of the lagoon.

Q8: If the above is approved then I would ask for an extension to the quote as our dewatering bag supplier would definitely need more info to provide an accurate quote since this just came out Sunday.

A8: In the past, contractors utilized land application to dispose of the lagoon water.
