Single Source Justification (Simplified Acquisition)
Page 1 of 2Updated: 9 Jun 16
Section A: General Contract Information
Contracting Activity: 341st Contracting Squadron
Project/Program Name: Repair Building 1845 Fire System
Purchase Request/Identification Number: F2W3D58152AW07
Estimated Contract Cost (including Options): $12,500.00
Section B: Description of the Supplies/Services Required
WFSM shop requests several repairs to building 1845 pre-action fire suppression system. This system recently had the foam replaced.
While the contractor was performing this work, several other system deficiencies were noted. As stated in the contractors summary review, it is recommended to replace the deluge valve, add valves to aid in annual testing, replace rotting pipe, flush the entire system and perform a pump curve test.
Section C: Justification for Soliciting from a Single Source or Brand Name
10 U.S.C. 2304(c)(1), the property or services needed by the agency are available from only one responsible source or from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency, as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b)(4).
(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in --
(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or
(B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B).)
New installed equipment must match existing equipment to ensure system integrity. Using the contractor that found the deficiencies will prevent additional inspection costs that a new company would require as well as reducing labor costs for a new company to become familiar with the system.
Section D: Efforts to Obtain Competition
There were no efforts to obtain competition seeing as this company is the most cost effective option due to them already being familiar with the system and already having inspected the aforementioned fire system.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
There could possibly be an attempt to have a site visit done where multiple contractors could come and inspect the system, but the contractors would have to do it at their own expense. As this problem was found in the process of performing another contract it makes sense for the same contractor to come out and fix the issue. The fire protection system in Building 1845 is not currently operating as designed and these repairs must be completed as soon as possible for the safety of the technicians and the mission.
