Single Source Justification (Simplified Acquisition)

Page 1 of 2Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: 341st Contracting Squadron

Project/Program Name: Skid Car Parts

Purchase Request/Identification Number: F2W6A18128AW01

Estimated Contract Cost (including Options): $59,500.00

Section B: Description of the Supplies/Services Required

Purchase Type C & D Skidcar Systems parts for assigned Malmstrom AFB systems currently assigned and owned by Air Force.

Section C: Justification for Soliciting from a Single Source or Brand Name

10 U.S.C. 2304(c)(1), the property or services needed by the agency are available from only one responsible source or from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency, as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b)(4).

(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in --

(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or

(B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B).)

These are bolt on type systems that no other company manufactures. Skidcar Systems Inc is the sole North American certification entity approved by the manufacturer. Parts requesting are specific to the Skidcar systems we have assigned and require to get back in service due to breakage.

Section D: Efforts to Obtain Competition

Skidcar systems is the only known manufacturer in North America that sells the up-armored (13,500lbs) systems that are bolt on and can be reallocated to other vehicles if need arises. The company located in Las Vegas has the capability to respond to warranty services and the capability to ship parts and supplies when needed.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The availability of any other company designing and manufacturing system parts needed by AFGSC to accomplish the mandated training for vehicle certification has not yet been achieved, so restricting competition is necessary. Without these additional parts and supplies, the 341 SFG will not be able to conduct the training required to post to the missile complex which will hamper the safety and security of the resources we are responsible to secure. Assets on hand have been broken and training has fallen behind so without back up parts to trade out, further lapse in certifications will hamper the wing.
