Performance Work Statement Bituminous Stoker Coal
GENERAL
1.1 SUMMARY OF WORK:
The contractor shall provide 500 tons of Bituminous Stoker Coal 1 ½”x ¼” by railcar or truck to Malmstrom AFB Central Heating Plant. Contractor shall apply side release on rail cars. Contractor shall guarantee the coal will meet the provided specifications to be proven by a relative sample of 50 lbs of the delivery to be tested by a laboratory.
1.2 Coal Specifications:
Contractor shall meet the required specifications:
1.2.1 Screen Size: 1 ½”- Max 5% retained on
¼”- Max 5% passing through
1.2.2 Moisture as received: 20% Max
1.2.3 Volatile Matter: 47% Max 33% Min
1.2.4 Ash: 12% Max 3% Min
1.2.5 Sulfur: 1% Max
1.2.6 BTU, Dry: 12,000 BTU/LB Min
1.2.7 Ash Softening Temp.: 2100 degrees F.
1.2.8 Sodium Oxide: 3% Max (ASTM Test Method D3682 shall be used to test)
1.2.9 Mercury: .03 PPM Max
1.2.10 Side release sprayed on rail cars
1.3 Coal Testing:
Contractor shall use a 50 lbs coal sample to be tested by a certified laboratory and results submitted to the government prior to delivery for approval. Testing shall include a minimum of the following as an as received and dry basis:
1.3.1 Proximate Analysis (%)
1.3.1.1 Moisture
1.3.1.2 Ash
1.3.1.3 Volatile Matter
1.3.1.4 Fixed Carbon
1.3.2 Fusion Temp of Ash (F)
1.3.2.1 Initial
1.3.2.2 Softening
1.3.2.3 Hemispherical
1.3.2.4 Fluid
1.3.3 Sulfur (%)
1.3.4 BTU/LB
1.3.5 Mercury (PPM)
1.3.6 Chlorine (PPM)
1.3.7 Sodium Oxide (%)
1.3.6.1 ASTM Test Method D3682
1.3.8 Sieve Analysis
1.3.8.1 Passing
1.3.8.2 Retained
1.3.8.3 Percent
1.4 Delivery:
Contractor shall delivery Bituminous Stoker Coal by railcar.
1.4.1 Railcar deliveries will be limited to a max of 12 cars per day
1.5 Performance:
1.5.1 Period of performance will be 60 days after contract award.
1.5.2 Government may incur considerations in pricing or rejection of coal deliveries that are proven not to meet governments approved coal testing results.
