About this file

This is a Questions and Answers (Q&A) document for a federal contract solicitation for Catholic Worship Director services.

The requirement is for a new Catholic Worship Director contract to support Catholic worship services at a military chapel. The contractor will be responsible for conducting a minimum of 52 weekend Masses annually, supporting a minimum of 21 holy day or special liturgical celebrations, and providing sacramental services such as baptisms, weddings, funerals, and memorial services. The contract is valued at 133 units to accommodate unforeseen circumstances requiring the contractor's expertise. The contractor or subcontractor will work directly with the Catholic Priest and perform all duties outlined in the Performance Work Statement, including coordinating volunteer liturgical ministers (lectors, extraordinary ministers of Holy Communion, altar servers, ushers, and choir members), and assuming responsibility for recruiting additional volunteers as needed due to personnel changes. The Government will provide mandatory worship items per DAFI 52-105, Table 2.1, chapel facilities including printers/copiers and WIFI access, and support from service chaplains as needed.

Key requirements include that the prime contractor must obtain CMMC Level 1 certification status prior to contract award; subcontractors do not require separate CMMC certification. Funds are currently available for award. The contract is not a follow-on or recompete; it is a brand new requirement with no incumbent contractor. Services are currently performed by volunteers. The Government will not provide dedicated office space, government email, or CAC access, though the contractor may work with chaplains to address administrative needs. No Archdiocese for the Military Services endorsement, diocesan requirements, or Safe Environment training beyond solicitation requirements are needed.

Text version

1. The solicitation references a Performance Work Statement (PWS) as an attachment and states that the Technical Capability Narrative must demonstrate compliance with the PWS. However, the PWS does not appear to be included with the solicitation. Could the Government please provide the missing PWS or advise where it may be obtained? The solicitation attachments have been updated with the PWS now available.

2. Is this is a brand new contract OR if there is (was) an incumbent performing these services, if not brand new, could you please provide the current / previous contract number? New contracts

3. Is this a follow-on (recompete) requirement? If so, could the Government please provide the current incumbent contractor and contract number? N/A

4. If there is no incumbent contractor, are these services currently being performed by Government personnel or volunteers? Volunteers

5. If the services are currently being performed by a contractor or volunteer, does the Government anticipate continuity with the current individual, or will the selected contractor be expected to recruit a new Catholic Worship Director? Additionally, will there be a transition period between the current service provider and the incoming contractor? This is an entirely new contract and there is no director, just volunteers filling in.

6. Will the Government accept proposals where the required services are performed by a qualified subcontractor under the prime contractor, with the prime maintaining full responsibility for contract performance? Yes, if the sub-contractor is qualified and can perform the duties outlined in the PWS.

7. Can the Government provide historical workload information for the previous contract year, including: Brand new requirement. I spoke with the Priest and we increased the number of units from 112 to 133 to cover any unforeseen circumstances where the contractors expertise would be warranted for baptisms, weddings, funerals, memorials etc.

a. Number of Catholic worship services conducted; Minimum of 52 weekend Masses

b. Number of holy day or special liturgical celebrations; minimum of 21

c. Number of sacramental services supported (e.g., baptisms, weddings, funerals, memorial services); Will vary from year to year so no way to know this for sure.

d. Number of volunteer liturgical ministers or volunteers coordinated? Varies.

Because people PCS in and out or move. Will be the responsibility of the contractor/subcontractor to raise additional volunteers.

8. Does the Government anticipate the contractor coordinating volunteer liturgical ministers (lectors, extraordinary ministers of Holy Communion, altar servers, ushers, choir members), or are these coordinated by the Catholic Chaplain?

Contractors or subcontractors will work with the Catholic Priest and perform all duties outlined in the PWS.

9. Will the contractor be responsible for preparing chapel budgets, purchasing requests, or inventory management for the Catholic worship program? The contractor or subcontractor will work with the Catholic Priest and perform all duties outlined in the PWS.

10. Will the Government provide access to chapel scheduling software, communication platforms, and administrative support? Contractors and subcontractors will work closely with the respective faith group service chaplains to ensure they have the proper support for what they need. (Facility requests and printer/copy access, normal email comms is sufficient.)

11. Will the Government provide dedicated office space, computer, telephone, printer, internet access, and other Government-Furnished Equipment (GFE) necessary to perform the administrative duties required under the Performance Work Statement?

We currently do not have dedicated office space due to some unexpected moves recently but are willing to work with the contractors/subcontractors to ensure they have what they need to perform their respective jobs. We do have printers/copiers and WIFI at the chapel, but they will not require a gov email or CAC to do their jobs.

They will work closely with their service chaplains should they need anything.

12. Will the Government provide all liturgical resources, worship materials, hymnals, licensing, and chapel supplies necessary to support the Catholic worship program, or is the contractor expected to furnish any of these items? The chapel will provide required mandatory items for worship services outlined in DAFI 52-105, Table 2.1.

13. Are there any Archdiocese for the Military Services (AMS), diocesan, ecclesiastical endorsement, Safe Environment training, or other Catholic-specific requirements beyond those identified in the solicitation that must be satisfied prior to the start of performance? No

14. The solicitation states, "Awardee will be required to complete applicable CMMC certification upon award per attached clauses if not already completed." Would the Government please clarify the following:

a. What CMMC Level is required for this procurement (e.g., Level 1 or Level 2)?

b. Is a self-assessment sufficient, or is certification by a Certified Third-Party Assessment Organization (C3PAO) required? CMMC status of level 1 is required.

c. Is the required CMMC certification required prior to contract award, prior to the start of performance, or may it be completed after award within a specified timeframe? A contractor must have the necessary CMMC status before award.

d. Are any CMMC requirements applicable to subcontractors supporting this effort? The prime contractor must have the associated necessary CMMC status.

15. The solicitation states that funds are not presently available. Does the Government anticipate making an award prior to the stated performance start date of 1 September 2026, contingent upon funding availability, or should offerors anticipate a delay to contract award and/or commencement of performance? Funds are currently available.
