About this file

This is a Questions and Answers document for solicitation FA462524Q1102 regarding a CCAF Advisor BPA at Whiteman Air Force Base.

The Q&A clarifies that this is a new requirement with no incumbent contractor. The position is part-time, requiring approximately 100 hours per month, with work scheduled between 0730-1630 Monday-Friday based on need with 2-day advance notice. The government will provide office space, furnishings, laptop, dual monitors, telephone, and printer/scanner. The anticipated start date is January/February 2025. Key requirements include 24 hours of education-related coursework, though some Air Force courses may count toward this requirement. The contractor may propose multiple candidates, but ideally one person would fill the role to maintain consistency. The position reports to the Education & Training Section Chief. No travel is anticipated, and the government will provide training on required systems. The current Service Contract Labor wage determination (SCL WD #2015-5089 Rev 26) applies.

Number Question Answer

Is this is a follow-on requirement or a new contract? If it is a follow on contract, could you please provide the incumbent contract number and the awarded price? There is currently no incumbent performing the CCAF Advisor services at Whiteman AFB.

2 How many people are currently working under this contract? / Is there an incumbent in the position? No one is currently employed to perform CCAF Advisor services.

Please confirm what are the provided Government Furnished Equipment (GFE) to support for this role (e.g. workspace, office, desk, telephone, computer access, other resources be supplied, etc.)

One office with furnishings (desk, chair, cabinets, etc.) is provided. A laptop with dual monitors will also be provided, telephone, and printer/scanner. Other office supplies will be provided as needed. There is plenty in our inventory for an Advisor to have access to.

Please confirm the work days? Would it be Monday to Friday?

Workdays would vary, as there's not a steady work schedule. However, workdays would be within the timeframe of Mon-Fri between 0730-1630, closed on Holidays and AFGSC Family Days. There is flexibility as this is a part time position and calls are made based on need for assistance.

In PWS, it says:

4. WORK HOURS/DAYS: Work hours will be part time and vary. Hours will be scheduled between 0730-1630, with 2-day advance notice.

Minimum number of hours per call is 2. The work will not be required during Federal holidays, when the office is closed, or during designated AFGSC Family Days.

- Please confirm what is meant by per call?

- Does it mean that the contractor employee will only report on Whiteman Air Force Base when he/she receives a call?

Calls will be made when we need assistance within the Ed Center. This typically means that we will project out times where there is a high volume of customers projected, or if we are aware of extended absenses within the Ed Center, etc. A call would mean we are requesting service. If a call is made, we must ensure at least 2 hours of work is required.

Does the contractor employee(s) needs to travel to attend training/seminar overseas? If so, who will cover the cost(s)? How many days the training will be (e.g. how many days in a year)? Travel will not be likely for this position.

The BID Schedule & CLIN Structure states estimated 100 hours per month. If this is not a new requirement, were the 100 monthly hours ever exceeded over the past 12 months? The contractor position has not been filled/worked over the last 12 months.

Is a lack of recent and relevant past performance considered technically acceptable in the context of the LPTA evaluation? Offerors with no recent or relevant past performance can still be deemed technically acceptable and will not be evaluated favorably or unfavorably on past performance.

What is the applicable wage determination? The current SCL wage determination, SCL WD #: 2015-5089 Rev 26, has been added as an attachment to the solicitation.

Education Coursework Equivalency: In lieu of the 24 hours of education-related coursework specified in the PWS, would prior service in the Air Force be considered equivalent experience to meet this requirement?

Depending on the AFSC and AF Courses attended. Some AF Courses award education-related coursework like Education and Training Management Apprentice Course, Principles of Instruction, Instrucitonal Systems Design, and Basic Instuctor Course to name a few.

Professional Experience as a Substitute: Would professional experience, such as academic or financial aid advising of one or more years, be considered sufficient to meet the education-related coursework requirement in the PWS? Unfortunately, without the education-related course work, we could not use this contract to it's full extent due to constraints it would place on the contractor as it pertains to accesses, responsiblities, etc.

13 Anticipated Start Date: Could you confirm the anticipated start date for the contract? At this time, the projected start date is January/February 2025.

Reporting Structure: To whom will the appointed advisor report? Is there a specific individual or position designated for oversight of the advisor's duties? The Advisor would report the the Education & Training Section Chief and this individual would have oversight of the position. However, ultimately they would report to the company/vendor that is awarded the BPA.

Work Schedule Flexibility: Could you clarify the expected work schedule for the advisor? Specifically, what are the designated workdays (e.g., Monday through Friday), and is there flexibility in selecting which days to work?

Workdays would be within the timeframe of Mon-Fri between 0730-1630, closed on Holidays and AFGSC Family Days. There is flexibility as this is a part time position and calls are made based on need for assistance.

It is not a steady work schedule.

Submission of Multiple Candidates: Is it permissible to submit multiple candidates' resumes for consideration? If so, will the government select the preferred candidate from the provided resumes, or is it the contractor's responsibility to designate the final candidate? Yes, it is permissable to submit multiple candidate resumes for consideration. The government will select the preferred candidate, if applicable.

Incumbent Contractor Information: Could you provide the name of the incumbent contractor currently performing these services and the total award amount of the existing contract? There is currently no incumbent performing the CCAF Advisor services at Whiteman AFB.

Part-Time Staffing Flexibility: Is it permissible to propose multiple candidates to fulfill the part-time, variable work hours specified in the PWS, or is the expectation for a single individual to perform all duties and be “on call?”

Multiple persons could be used, pending all candidates meet the education requirement. Ideally, it would be one individual in order to better focus a single POC that members should contact and create accounts for only one person within our advising systems.

Submission of Reps and Certificates: Is it acceptable to submit a copy of our representations and certifications with the proposal?

Yes, it is acceptable to sumbit a copy of representations and certifications with the proposal.

Orientation or Training Provided: Will the base provide any initial orientation or training on specific systems (e.g., Air Force education systems, AFAMS), or will this be the contractor’s responsibility? The Whiteman AFB Education Center will provide training on systems of use.
