PERFORMANCE WORK STATEMENT
Whiteman AFB Chapel (509 BW/HC)
Protestant Contemporary Service Music Director Period of Performance 1 Base and 4 Option Years
1. Contract Position Title: Protestant Contemporary Service Music Director
2. Scope of Responsibilities:
2.1. Contractor will provide recruitment, organization, training, and equipping of volunteers in order to lead a high quality weekly Protestant Contemporary Worship Service.
2.2. Contractor will Work with the designated chaplain(s) responsible for the Protestant Contemporary Service in advance of each weekly service.
2.2. Provides 112 units of service during contract period, as well as for each Option Year. Each “unit” is categorized as (a) weekly service, (b) weekly rehearsal, (c) special service (i.e. Christmas, Good Friday, etc.), and (d) special service rehearsal. A unit consists of a one (1) to three (3) hour period of time that includes setup/clean-up, song selection, music research, and performance or rehearsal.

3. Education and Experience Requirements:
The Contractor shall submit a resume that includes proof of education, experience, and include two (2) professional letters of reference. Contractor will also:
3.1. Provide instrumental accompaniment for Contemporary Christian music worship band.
3.2. Have the ability to work effectively with diverse groups. Respect for other religious faith groups shall be maintained.
3.3. Have knowledge of, and experience with, Contemporary Christian music.
3.4. Shall have a minimum of two (2) years’ experience as a church music director or worship leader in a Contemporary Christian Worship setting.
4. Duties and Responsibilities:
The Contractor shall:
4.1. Coordinate all music for weekly Protestant Contemporary Service with chaplain(s) responsible for the service.
4.2. Coordinate all musical instruments and accompaniment, lead sheets, guitar chords, etc., for volunteer worship music team.
4.3. Select and report song usage to Christian Copyright License International (CCLI).
4.4. Arrive at least one (1) hour prior to Protestant Contemporary Service (currently held at 0900-1000) to set up music equipment, coordinate sound system support, and oversee volunteers. Service time may change in coordination with Wing Chaplain and chaplain responsible for service.
4.5. Coordinate one (1) rehearsal per week in the chapel sanctuary unless alternate location approved by chaplain responsible for service.
4.6. Ensure music equipment stored properly following rehearsals and services. Contractor also responsible for ensuring facility locked, orderly, and returned to its original configuration following use.
4.7. Coordinate with chaplain responsible for service as required for acquiring new music, equipment, repairs/servicing and other supplies.
4.8. Comply with all applicable Air Force and local instructions for financial management and accounting, facility use, maintenance and security, all of which are available in the chapel contractor continuity binder.
4.9. In accordance with DODI 1402.5 E3.2.c., each individual working with children under the age of 18 in conjunction with this contract shall successfully complete a federally mandated criminal history background check (conducted by the Base Chapel) which shall include a National Agency Check with Inquiries (NACI) and if the individual has a prior DoD affiliation within the last two years an Installation Records Check (IRC). The IRC includes a law enforcement check, drug and alcohol record check, and a check of the family advocacy program (FAP) for a minimum of 2 years before the date of application. The results of an FBI advanced fingerprint check must be obtained prior to a person’s employment under Line of Site Supervision (LOSS). Additionally, in accordance with DODI 1402.5 E4.f all individuals working under LOSS must wear conspicuous items such as distinctive clothing, badges, wristbands, etc. that clearly identify him as not being authorized to be alone with children. Additionally, posters or other printed information must be readily visible informing children’s guardians of what the conspicuous identification means. Failure to satisfactorily complete, maintain and present compliance of the criminal history background check requirements listed above shall result in termination of the contract. The contractor will comply with the requirement to fulfill Child protection policies of the chapel
4.10. Ensure all volunteers working with youth below eighteen (18) years of age receive a background check as described in DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services
4.11. Notify the chaplain(s) responsible for the service at least a week in advance, if possible, if unable to perform any services. In the event of absence, the Contractor will arrange for a substitute whom must be approved by the Wing Chaplain.
4.12. Ensure to maintain operational security IAW AFI 10-701 Operations Security, to protect critical information and indicators for the contracted activity, operation, or the program.
5. The Wing Chaplain will:
5.1. Provide all necessary equipment required to accomplish the contract.
5.2. Provide access to the sanctuary or designated area for practices and rehearsals.
6. The Contracting Officer Representative (COR):
6.1. Will monitor performance in accordance with program specifications and the performance work statement. The Wing Chaplain or designee reserve the right to accept and reject all or portions of the program developed.
6.2. Deficiencies documented by the Wing Chaplain or designee are to be immediately corrected at no additional cost to the government.
