STATEMENT OF WORK
FY17 Livestock Pipelines and Watering Facilities
Whiteman Air Force Base, Missouri
May 2017
Purpose: Purpose of this project is to install two livestock pipelines by connecting to rural water and routing water to eight separate watering tanks to provide water for livestock. Providing adequate water is a necessity in managing a livestock grazing operation to assist in managing natural resources. Future grazing lease development is dependent on providing reliable water sources throughout the grazing areas.
1. Contractor shall coordinate with Public Water Supply District 3 to install 2 pits/meters for water hookup and water access to Whiteman AFB at a flow rate near 40 psi. A pressure regulator device will be installed by contractor if psi is above 40. System is designed around a low/high pressure of water source (psi) of 40/40 and an outflow rate of 10-15 gpm. See maps for pit/meter locations.
2. Contractor shall utilize double check valves as back flow prevention devices and place them in a pit that is easily accessible for maintenance but yet freeze resistant and protected from livestock and mower/tractor impact. Back flow prevention device is required by state law.
3. Contractor shall utilize SDR9 IPS, 1.5” HDPE pipe meeting standards designed for drinking water with at least 2% carbon black (500’ rolls preferred when possible to reduce joints – all pipe joints to be made utilizing manufacturers specifications).
4. Contractor shall utilize all fittings, T’s, valves that at least meet the standards of pipe.
5. Contractor shall install approximately 8705’ of pipe on North pipeline and approximately 5855’ of pipe on South pipeline (14,560’ total length appx) – see maps – pipeline may be trenched in, dug in with back hoe and back filled, or bored in – depth of pipeline will be at least 42” minimum and have a tracer wire of at least 18 AWG suitable for bury placed with the length of pipe for future locating. NOTE – tree rows shown on south pipeline map will be cleared with at least 30’ gaps prior to this contract to aid in the livestock pipeline contract being installed
6. Contractor shall install a shut off valve between the pipeline and each watering facility location (8 total) and the valve shall be placed in a cast iron valve box with a cast iron cover. 4 watering facilities will be on each pipeline. See maps for locations.
7. Contractor shall place a 4’ bury frost proof hydrant at each watering location (8 total), assemble hydrant to pipeline following manufacturers recommendations and utilize approximately 5 gallons of gravel under the weep hole for water to drain from hydrant.
8. Contractor shall place a 600+ gallon poly, UV resistant livestock watering tank with drain hole at each levelled watering location (8 total). Tank must not have a depth of over 30” and must be recommended for cattle watering. Tank, hydrant, and valve shall all be placed within a few feet of each other and protected from livestock access. A hedge or treated wooden post is to be adequately set near hydrant and two more set in a triangular design on the other sides of the tank at near equal distances. Durable lumber will then be attached to the 3 posts at the level of the top of the tank again creating a triangular pattern which will allow cattle access to the tank but exclude the cattle from getting in the tank. The hydrant and valve box will be within the triangulated lumber and protected from livestock. The intent is to secure the tank in place, provide adequate watering space for livestock around the edge of tank and also protect the exposed hydrant and valve box.
9. Contractor shall place approximately 7 ton of 1” gravel in an apron extending 6’ around each watering tank (approximately 56 ton total) on top of geotextile fabric to serve as a heavy use area after ground is levelled and geotextile fabric is secured in place around watering tank.
10. Contractor shall test all 8 hydrants, valves and pipelines to make sure water is supplied without any leaks and all hydrants function as recommended by manufacturer and all valves allow the water to be shut off/on. Outflow rate of all hydrants should be 10-15 gpm as designed.
11. Contractor shall leave no mounded soil over 6” in height to allow for settling and if over 8” in width of the pipeline length is disturbed – a suitable pasture grass (fescue, bluegrass, brome) is to be seeded in these areas.
12. Contractor shall obtain/maintain/close out a Missouri land disturbance permit if over 1 acre of land at either site is disturbed – this likely will not be needed unless contractor chooses some method of pipe install that has a ground impact of over 5’ width the length of the pipeline.
13. Contractor shall ensure all utilities are cleared through the MO 1 Call System and also route a
Whiteman AF Form 103 – Whiteman AFB Excavation Permit – before any excavation occurs.
14. Contractor shall provide clean up and disposal of all trash and debris created from project.
15. Contractor shall start work before the end of fiscal year 2017 – September 30th.
16. Period of performance - 180 days.
