Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: Department of the Air Force; 509th Contracting Squadron
Project/Program Name: Quincy Screw Drive Compressor
Purchase Request/Identification Number: F4E3ZA6081AW01
Estimated Contract Cost (including Options): $69,975.00
Section B: Description of the Supplies/Services Required
This is a brand-name requirement for two Quincy Screw Drive Compressors to be installed in building 4055. The requirement includes delivery and start-up at Whiteman AFB.
Section C: Justification for Soliciting from a Single Source
Currently there are three Quincy model screw air compressors in bldg. 4055 that provide air power to frames that carry WRM for loading and inspection. These three units are internally computer linked to each other so that they can operate in tandem to supply oil-free air.
The system is currently operating at 66% capacity, which has reduced the capability to operate the required number of frames for maintenance and inspection. Replacing these units will put the system back to 100% capability required for operations. Replacement of non-like compressors will not allow communication with the other Quincy Control Systems. The compressors must be the same model so that they can be synced together and can communicate through the proprietary software.
Section D: Efforts to Obtain Competition
This requirement was reviewed by the Contracting Officer, and the user, to ensure that all possibilities for competition were considered early in the acquisition cycle. The Quincy QSI-370i model is the only model that will be able to communicate utilizing the proprietary software with the existing air compressors in the facility.
Section E: Steps to Preclude Future Single Source Awards
All requirements, including the subject requirement, are thoroughly reviewed to ensure that competition is not unnecessarily restricted. The model of the current system is the only model that has the proprietary software which allows communication with the existing air compressors. If this requirement changes and competition is possible the Contracting Office will evaluate the existing contract at that time.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
