1. INTRODUCTION
1.1. General Information. Unless otherwise specified in this Statement of Work (SOW) the Contractor shall provide all supervision, personnel, equipment, tools, transportation, materials/supplies, off base storage and disposal as required to perform removal and replacement of carpet and floor tile at Whiteman Air Force
Base (AFB), Missouri. The Government will provide no storage for excessive carpet, tiles, or materials with the exception of up to two (2) boxes of carpet tile hard tile at the installation location if requested on the delivery order. The Contractor shall provide all material to include but not limited to Carpet, Vinyl
Composition Tile (VCT), Rubber Flooring, adhesives, rubber cove base, Ceramic tile, Porcelain tile, Quarry tile, grout, seam sealers, floor patch, transition strips, wood base sealers and finishes, fastening and hardware and other materials as needed and approved by the Government. Occasionally the Government may require jobs to be performed using material provided from Government available stock. This type of work will be specified in the delivery order and billed under specific Contract Line Item Numbers (CLINs). Work using materials from the available stock will only be performed until the existing stock is depleted. All work shall be in accordance with applicable federal, state, and local regulations, specifications, commercial practices, industry standards, and this SOW. Any substitutions of Contractor supplied material or products will be approved by the Government. This introduction describes materials and work in general terms and shall be used in conjunction with the entire SOW. At the completion of each project, the Contractor shall remove all materials unless specified in writing by the Government. Work includes but is not limited to the following:
1.1.1. Removal of existing flooring and base; installation of new flooring and base; sanding and finishing wood base, removal of existing stair treads, landing and risers; lifting, moving and relocating existing standard office furniture and/or systems furniture to facilitate the installation of the new material and upon completion, replacing the furniture to its original location, work area clean-up to include removal of all debris, cleaning and removing all exposed adhesives, and vacuuming of carpeted areas to a clean condition with no visible defects.
1.1.2. Installation of new flooring, trim, stair treads, nosing, risers, stringers, and accessories according to the product list in this SOW
1.2. The Contractor shall furnish to include but not limited to all: flooring materials, adhesives, seam sealer, seam tape, tack strips, tools, equipment, supplies, accessories, etc. required to remove, prep, and install all floor coverings.
1.3. At the time of contract award, Contractor shall supply the Government with samples and product literature of all products specified in the SOW. The following information is required:
A. Description of products to be provided; technical data showing compliance with specifications.
B. Application and installation instructions, including proposed deviation from specifications.
C. The Contractor shall supply a carpet and tile pallet board showing the types and colors of carpeting and tiles that can be installed.
1.4. Carpet Pad: Carpet padding shall meet moderate heavy commercial standards ¼” thickness, 25 pound, anti-microbial density. Carpet padding for commercial application shall be installed using the double glue or double stick down method and the standard for commercial Carpet and Rug Institute (CRI)-104. Carpet padding for residential application shall be installed using the standards for residential carpet CRI-105.
Recycled padding shall be used to the greatest extent possible.
1.5. Commercial Carpet Broadloom and Tile: Carpet/carpet tile for commercial application shall be installed using the standards for commercial carpet CRI-104. Specifications are located in Appendix A.
Selection will made by the Government from Contractor-provided samples .
1.6. Quarry, Ceramic, and Stone Pavers: All flooring shall be Class IV-Heavy Traffic or Class IV Plus-
Extra Heavy traffic as rated by the manufacturer when tested in accordance with American Society for
Testing and Materials (ASTM) C 1027 and ASTM C 1028.
1.7. Vinyl Composition Tile (VCT): Vinyl composition tile shall be asbestos free and conform ASTM F-
1066 (Class 2) and shall be twelve inches square and 1/8 inch thick. Materials shall be from the same lot and have the shade and pattern. Color and pattern shall be uniformly distributed throughout the thickness of the tile Solid vinyl tiles shall be asbestos free and conform to ASTM F 1700. Stair tread/nosing shall be one piece. Surface of treads shall be raised, non-slip, studs, diamond, rectangle or ribbed pattern.
1.8. Vinyl/Rubber Base Cove: Surfaces on which a new base cove is to be applied shall be free of foreign materials. Vinyl base shall conform to ASTM F-1861, Type TP, Group 1 or 2, Style B (standard toe cove).
Base shall be 4” and/or 6” high, as required, have a minimum thickness of 1/8”, and be Roll/Coil-type only, 4’ Lengths are not acceptable. Rubber tile and products shall conform to ASTM F 1344. Base cove material shall be standard 120” coils and either 4” or 6” height. Color shall be identified in the delivery order.
Manufacturers preformed inside and outside corners shall match the straight length of base cove. The
Contractor shall not use straight lengths of base cove that are bent, folded, tucked or creased around corners.
1.9. Wooden Base Boards: There may be buildings or rooms with wooden baseboards that that require removal prior to installation of new floor coverings. Wooden baseboards shall remain and be reinstalled unless otherwise stated in the delivery order. Care shall be taken when removing and reinstalling them as not to split or break the wood. All nail holes will be filled and filling shall match the wood color. If baseboards are damaged during removal or installation of flooring materials, Contractor will be required to replace at no additional expense to the Government.
1.10. Cleanup and Disposal: Contractor shall be responsible for providing dumpster/hauling service for each delivery order. The Government shall not furnish the Contractor with a dumpster. The Contractor shall inform the Government of the size of the dumpster needed for the job and will place the dumpster in the location as directed by the Government.
1.10.1. The Contractor shall vacuum installed carpet using a machine with a face-beater element. Remove spots or stains and replace flooring material where spots cannot be removed and clean base cove of all foreign materials. The Contractor shall clean all other flooring materials according to the manufacture’s recommendation and specifications. The Contractor shall be responsible for removing all waste materials and debris from the installation site and discarding at a State-permitted disposal site. The Contractor shall be responsible for removing and storing all materials and equipment off base at their own expense.
1.10.2. Prior to acceptance by the Government, the Contractor shall thoroughly clean the installation area including flooring, base, walls, stairs, and landings, and surrounding area. Tile surfaces shall be thoroughly cleaned in accordance with manufacturer’s approved cleaning instructions. Acid will NOT be used for cleaning glazed tile. Floor tile with resinous grout or with factory mixed grout shall be cleaned in accordance with instructions of grout manufacturer. After grout has cured, all surfaces shall be given a protective coat of grout sealer or other approved method of protection as approved by the Government. Tiled floor areas shall be covered with building paper before foot traffic is permitted over the finished tile floors. Board walkways shall be laid on tiled floors that are continuously used as passageways by workman. Damaged or defective tile shall be replaced by the Contractor at no additional expense to the Government.
1.11. Location: Whiteman Air Force Base is located in Johnson County, near the town of Knob Noster, Missouri. The work occurs in various buildings in indefinite quantities. All work shall be done with the buildings occupied and immediate work area unoccupied. The Contractor shall coordinate all work with
Contracting Officer (CO), the Contract Officer Representative (COR), and the occupants.
1.12. Building and fixture protection: The Contractor shall take all necessary action and precautions to protect the building and fixtures from damage during execution of all associated work. If the building or any portion thereof is damaged due to the Contractor’s operation or negligence, the Contractor shall replace or repair such, to its condition prior to the commencement of the project, at no additional cost to the
Government. Repair or replacement will be determined by the CO.
2. PRINCIPAL FEATURES
2.1. Description. The work will consist of demolishing existing flooring material, and installing new flooring material, wall base, and accessories as specified in this SOW. Types of floor coverings and accessories include carpet (broadloom or tile), VCT, quarry, Porcelain, and Ceramic tile, sheet vinyl, rubber tile, transition strips, binder bars, stair treads, nosing, thresholds, base cove, etc.
2.1.1. All work shall be done with the building occupied and the immediate work area unoccupied. The
Contractor shall schedule and coordinate all work with the COR, and building occupants.
2.2. Ordering Procedures.
2.2.1. As the need exists for performance under the terms of the contract, the CO will notify the Contractor of an existing requirement and provide the Contractor with a general scope of work.
2.2.2. Upon receipt of the notification, the Contractor shall respond to the needs of the Government within five (5) working days by visiting the proposed work site in the company of the COR and an authorized representative for purposes of conducting a scope validation site visit and conference during which the following will be discussed and established. The Contractor shall be required to examine drawings when provided and the Statement of Work, visit the site as appropriate and take site measurements, and submit to the CO an estimate containing the unit priced bid items and quantities necessary to complete the work as shown or as indicated. An explanation of the bid and quantities may be required. The Contractor is responsible for verifying all dimensions in the field as well as other conditions affecting the work. The
Contractor’s proposed unit price bid items and their associated quantities shall be determined using measurements taken from the provided drawings and field measurements taken at the site. In the absence of drawings, the Contractor will provide a detailed description of the proposed work and must perform measurements in the field to determine the quantities of each unit priced bid item necessary to complete the work as described. Differences between the Contractor’s independently prepared proposal and the
Government estimate will be resolved through negotiations with the CO or Contract Administrator (CA) and the COR. Once the agreement has been reached, a firm-fixed price delivery order containing the negotiated unit priced bid items, their quantities, and the performance time will be issued to the Contractor. No changes to the negotiated quantities will be made, and no additional unit priced bid items will be added unless the drawings and/or description of work is modified by the CO to accommodate differing site condition(s) encountered. The Contractor is responsible for notifying the CO and COR immediately upon differing site condition(s). No separate payment will be made for compliance with any provisions of “special provision for measurements“ as stated above.
2.2. 3. Upon establishment of the scope of work of the identifying project/requirement, the contactor shall prepare a detailed proposal by refining quantities and preparing a proposal sample for submission to the CO.
3. WORK AREA, CONTRACT MANAGER, HOURS, DELIVERY ORDERS, CONDITIONS
3.1. Occupied Areas: The work to be performed on this project will include work in occupied facilities.
The Contractor will be responsible for damage to equipment or facilities as a result of negligence on the part of the Contractor. The Contractor shall coordinate the work of all activities whereby both the Government and the Contactor can continue operations with the least possible interference and inconvenience. The
Contractor shall conduct all work to coordinate the means of ingress and egress form any facility that is maintained. The Contractor shall be responsible for furnishing, installing and maintaining Government approved, barricades, roped barriers, fencing, etc. to warn occupants of hazardous areas at the jobsite for the duration of the contract.
3.2. Contract Manager: The Contractor shall provide a contract manager and alternate(s) authorized to make all decisions. The Contractor shall have a full-time contract manager or alternate physically on
Whiteman AFB MO to serve as a Government point of contact at all times work is being conducted under this contract. The contract manager/alternate shall be responsible for all work underway. The Contract manager and alternates shall be appointed in writing for each delivery order and submitted to the CO and
COR before work begins in the event concurrent delivery orders are ongoing.
3.3. Contract Manager: The contract manager or alternate shall be available during normal duty hours within 24 hours to meet on the installation with Government personnel designated by the Government to discuss work requirements or problem areas.
A. The contract manager/alternate must be able to converse in English, both orally and in writing.
B. All moves or relocation shall be coordinated by CES.
3.4. Base Closures. Work scheduled not accomplished because of base closure due to weather, exercise, or actual alert will be accomplished as soon as possible after reopening of the base. Occasionally, it is necessary to require early release of Whiteman AFB personnel, their late reporting, or even total base closure when weather conditions make normal travel unsafe. When weather conditions cause one of the above situations, Contractor personnel will be denied access to the base, unless they have been notified that their contract service has been determined essential. Occasionally real world situations or exercises may prohibit base access or ability to remain on base. Denied access in these situations will result in no additional costs to the

3.4.1. Hours of Operation: Hours of operation shall be 0730-1615 hours http://www.whiteman.af.mil/

If these holidays fall on a Saturday, the preceding Friday will be observed. If these holidays fall on a Sunday, the following Monday will be observed. If a holiday falls on a schedule service day, the Contractor will be responsible for rescheduling the service for the first day post the holiday observance.
3.5. Delivery orders:
3.5.1. Work requirements will be identified through the issuance of delivery order(s). Each order will designate the required line item(s), quantities, dollar amount(s), the building number where the work will be accomplished and the point of contact at the job site. The contract manager and the Government will coordinate the delivery day with the facility manager. A drawing of the work area and a material pickup letter for the Government will be furnished.
3.5.2. Products: All materials shall be delivered to the site in the manufacturer’s original unopened wrappings and packages clearly labeled with the manufacture’s name, brand name, size, dye lot number, and related information as applicable. All materials shall be stored in a clean, dry, well-ventilated area, protected from damage and soiling, maintained in a temperature above 60 degrees F and relative humidity between 10% and 65% for two (2) days prior to installation, and stacked according to manufacturer’s recommendations.
3.5.3. Furniture Moving: The Contractor shall be responsible for the removal, reinstallation, or movement of furniture required for floor cover installation is specified in the delivery order. Any furniture moved by the Contractor shall be returned to its original location. Any damage caused by the moving of furniture will be repaired or replaced by the Contractor, at the CO’s discretion, at no additional cost to the Government. If repair is selected over replacement it will be at no additional cost to the Government. The Contractor shall coordinate and store furniture in the facility.
3.5.4. Light Furniture: Light furniture is defined as typical office furniture such as desks, bookcases, cabinets, small tables, boxes, filing cabinets, etc. Note: chairs, trash cans, etc. are considered to be part of an incidental to the movement of desks or tables.
3.5.5. Heavy Furniture: Heavy furniture is defined as safes, pool tables, vending machines, refrigerators, auditorium seating, conference tables, etc.
3.5.6. System and modular furniture: The Contractor shall disassemble, move, and reassemble system and modular furniture only to the extent necessary for the removal and reinstallation of floor coverings. Any missing pieces or hardware must be identified to the COR at time of disassembly. Any pieces or hardware found missing at the time of reassembly not previously identified prior to disassembly will be replaced by the Contractor at no additional cost to the Government.
4. INSTALLATION, PREPARATIONS, ACCESSORIES, and CLEANING
4.1. Carpet Installation: (General information) Install carpet after the work of other trades, (including painting), is substantially done. Installed carpet must be even, uniform, and secure at the seams. Run side seams toward the light where practical and where such layout does not increase the number of seams. Install breadths parallel with carpet pile in the same direction. Match patterned goods according to manufacturer’s recommendations. Fit cutouts such as doorjambs, columns, ducts, with minor gaps (less than 1/8 of an inch). Locate carpet seams at doorways parallel to and centered directly under doors. Do not seam at doorways perpendicular to door or at pivot points. Follow the wall line parallel to the carpet direction for seams at corridor changes of direction.
4.2. Carpet Location: Install carpet wall-to-wall in rooms and areas indicated in the drawings, Include all material indicated, specified, or necessary for a completely finished installation by the installation method specified.
4.3. Substrate Penetration: Before installation, verify that concrete floors comply with requirements on moisture content recommended by adhesive or carpet manufacturer’s instructions. Repair holes, cracks, depressions, or rough areas using material recommended by the carpet or adhesive manufacturer. Grind ridges smooth and level with surrounding surface. Provide floor free of any foreign materials, and at a minimum swept broom clean. Comply with requirements for conditioning adhesives and minimum floor temperature before, during, and after installation as recommended by the carpet and adhesive manufacture’s instruction. Do not permit traffic or movement of furniture or equipment in carpeted areas for at least 24 hours after installation. Carpet installation constitutes validation by the Contractor that the substrate and conditions in the area meet all manufacturer’s requirements and recommendations for satisfactory installation.
4.4. Indoor Air Quality Installation Guidelines: When installing the carpet with adhesives, the Contractor shall always ventilate with fresh air (open doors and/or windows, use exhaust fans, etc.) during all phases of installation and at least for 72 hours thereafter. Low chemical emitting adhesives and cushions (separate and attaché) shall be used. The installer shall follow the installation guidelines outlined in CRI 104 published by the CRI. In addition the Contractor shall vacuum old carpet before removal to minimize the amount of dust particles. The Contractor shall also vacuum the floor after the old carpet and cushion have been removed.
4.5. Surface Preparation: Flooring shall be smooth, true, level, plane, except where indicated as slopped.
Before any work under this section has begun, all defects such as rough or scaling concrete, low spots, and uneven surfaces shall have been corrected, and any damaged portions of concrete slabs shall been repaired as recommended by the flooring manufacturer.
4.6. Detailed Application Requirements and Special Conditions:
4.6.1. To avoid damage, install flooring after other work in the same area has been completed. Apply flooring and accessories in accordance with manufacturer’s directions, using experienced workers. Detailed requirements follow:
A. Adhesives: Adhesives and concrete primers for installation of carpet, VCT, and vinyl base shall be waterproof, nonflammable, meet local air quality standards, and shall be as recommended by the flooring manufacturer. Seam adhesives shall be water proof, nonflammable and non- staining as recommended by the carpet manufacturer. Release adhesive for modular tile carpet shall be as recommended by the carpet manufacturer. Do not allow smoking, open flames or other work sources of ignition in area where solvent-containing adhesives are being used or spread, after posting conspicuous signs reading “NO SMOKING OR OPEN FLAME”.
B. Flooring: Apply in patterns indicated by product manufacturer. Start in center of room or area, and work toward edges. Keep tile lines and joints square, symmetrical, tight, and even. Keep each floor in true, level plane, except where slope is indicated. Vary width of edge tiles as necessary to maintain full size tiles in field, but no edge tile shall be less than one-half full size, except where irregular-shape makes it impossible.
C. Cutting: Cut floor edges and scribe to walls and partitions after field flooring has been applied.
D. Edge Strips: Provide edging strips where flooring terminates at points higher than continuous finished flooring, except where thresholds are provided. Secure plastic strips with adhesive.
4.6.2. Installation of Vinyl-Composition Tile (VCT): Vinyl composition tile shall conform to ASTM-F- 1066 (class 2) and shall be twelve inches square and 1/8 inch thick. Color and pattern shall be uniformly distributed throughout distributed through the thickness of the tile. Tile Flooring shall be installed with adhesive in accordance with the manufacturer’s installation instructions. Tile line and joints shall be kept square, symmetrical, tight, and even. Edge width shall vary as necessary to maintain full size tiles in the field, but no edge tile shall be less than one-half the field size, except where irregular shaped rooms make it impossible. Flooring shall be cut to, and fitted around, all permanent fixtures, built-in furniture and cabinets, pipes, and outlets. Edge tile shall be cut, fitted, and scribed to walls and partitions after flooring has been applied. Color and patterns will be selected by the Government.
4.6.3. Vinyl Base: Vinyl base shall conform to ASTM F-1861, Type TP, Group 1 or 2 as determined by the Government, Style B (standard toe cove). Base shall be 4” and/or 6” high as required, have a minimum thickness of 1/8”, and be Roll/Coil-type only, 4’ Lengths are not acceptable. Colors will be selected by the Government from manufacturer’s standard colors.
4.6.4. Installation of Feather Strips: Edge strips shall be secured with adhesives as recommended by the manufacture. Edge strips shall be provided at locations where the flooring termination is higher than the adjacent finished flooring, except at doorways where thresholds are provided. At doors, locate edge strip under door centerline.
4.6.5. Installation of Wall Base: Wall base shall be installed with adhesive in accordance with the manufacturer’s written instructions. Base joints shall be tight and base shall be even with the adjacent resilient flooring. Voids along the top edge of base at masonry walls shall be filled with caulk. Where wall base is used in conjunction with the vinyl wall covering, cut the vinyl wall covering off ¼ inch below top of the base. Roll entire surface of base with hand roller and press toe of base with a straight piece of wood to ensure proper alignment. Avoid excess adhesive in corners.
4.6.6. Installation of Treads and Risers: Stair treads and riser shall be installed with adhesives in accordance with the manufacturer’s written instructions. Treads and risers shall cover the full width of the stairs. Stairs wider than manufacturer’s standard lengths shall have equal length pieces butted together to cover treads.
4.7. Carpet Edge Strips and Adapters:
4.7.1. Metal carpet edge strips shall be aluminum, have a hammered surface and be pin less clamp-down type designed for the type of carpet being installed. Finish shall be natural color anodized, pre-finished color or gold. Floor flanges shall have a minimum 1 ½ inch wide and face shall be a minimum 5/8 inch wide.
4.7.2. Vinyl carpet edge strips shall be heavy duty and designed for the type of carpet being installed. Floor flange shall be a minimum 2” wide. Color shall be chosen by the Government from manufacturer’s standards.
4.7.3. Vinyl to carpet adapters shall be Roppe Corporation #155 single flange track with #155 snap down edging or approved equal. Colors shall be chosen by the Government from manufacturer’s standards.
4.7.4. Tackless Strips: For installation of carpet (stretch–in over cushion), water resistant plywood strips with two (2) and three (3) row of rust-resistant angular pins shall be used. For areas over thirty feet long, tackles strips with three rows of pins shall be used. Pins of the proper length shall be used to penetrate through the carpet backing but not so long as to be seen from the surface or be a safety hazard. Tackless strips shall be a minimum of 1” wide and ¼ inch thick, suitable for the cushion thickness specified or as recommended by the manufacturer.
4.8. Self-Leveling Underlayment: Self-leveling Underlayment shall be “Ultraplain Easy” with :U.P.
Primer/Rapid” (where applicable) as manufactured by MAPEI, or approved equal. This product shall be Cementitious, flow able, self-leveling, rapid hardening compound with a minimum compressive strength of 4100psi.
4.9. Rubber Stair Tread and Riser: Rubber stair tread and riser shall conform to ASTM F-2169, Type TS and shall be Roppe Corporation #96, raised circular vantage design with riser, or approve equal. Note:
Raised circular vantage profile without riser (#98) can be used but shall be installed with matching separate risers. Colors will be selected by the Government from manufacturer’s standards.
4.10. Rubber Matting (Floor Tile): Rubber matting shall conform to ASTM F-1344, Class 1 and shall be Roppe Corporation #996, raised circular vantage design, or approved equal. Tile dimensions shall be 19 11/16” square, 1/8 “ gauge. Colors shall be selected by the Government from Manufacture’s standards.
4.11. Carpet stair nosing: Stair nosing shall be Roppe Corporation #11 single flange rubber carpet stair nosing, or approved equal. Colors shall be selected by the Government for Manufacture’s standards.
4.12. Reserved
4.13. Wood Base: Wood Base shall be solid, no pressed board ready-for-painting, and shall match adjacent in size and shape. For bidding purposes, the majority of the based is ±4” high in standard off-the-shelf profile.
4.14. Carpet Padding: Carpet padding shall be double stick.
4.15 Carpet Specific Requirements
4.15.1. Carpet: Carpet specifications are located in Appendix A. All carpet shall be first quality, free of blemishes, streaks, poorly dyed areas, and other physical and manufacturing defects. Carpet materials and treatments shall be reasonably non-allergenic and free of other recognized health hazards. Colors, types, and patterns will be chosen by the Government from manufacturer’s standards and samples provided by the Contractor.
4.15.2.
A. Nylon fibers, minimum recycled content of 15% of the nylon face fibers.
B. Fibers shall be continuous filament nylon 6.6 or nylon 6.
C. Carpet fibers must be solution-dyed or bleached resistant.
D. Carpet must have a soft non-abrasive surface texture. Loop type carpet is preferred.
E. Broadloom carpet and carpet tiles will be tufted, woven, or fusion-bonded.
F. Minimum Tuft Bind, as tested by ASTM D1365: 10 pounds-force for broadloom, eight (8) pounds-force average for looped cut pile, and four (4) pounds-force average for bonded cut pile.
4.15.3. Backings:
A. Carpet backing, minimum recycled content of 60%.
B. Both primary and secondary backing must be a synthetic material.
C. If PVC backing is provided, the Contractor supplied adhesive must be recommended by the manufacturer and compatibility with any sealants or old adhesives must be checked to prevent any reaction with the carpet.
D. Electric propensity: 2.0 kV or less
E. Antimicrobial effectiveness and electric propensity shall be guaranteed for the life of the carpet.
4.16. Tile Flooring: Tiles for floors and walls shall be a minimum 8”X 8” and a maximum of 12” X 12”, 1/4" to 5/16” thick. Tile will be American Oleans class IV or approved equal and meet the following characteristics.
3.11.6.12.1. General product Requirements (all colors and materials shall be selected or approved by the Government):
A. American National Standard Institute (ANSI)standard for ceramic tile. Furnish all tiles, setting and grouting products that comply with “Standards Grade” requirements.
B. Product Performance Criteria:
a. Static Coefficient of Friction (ASTM C 1028) .6 Dry and .6 Wet
b. Break strength (ASTM C 648): 421lbs
c. Bond strength (ASTM C 482): 97lbs
d. Water absorption (ASTM C 373): .06%
e. Abrasion Wear Resistance (ASTM C 501): 270
C. Setting and Grouting Materials
a. Latex Portland Cement Thin-set Mortar, ANSI A 118.6
b. Acrylic Latex Portland Cement Grout, ANSI A 118.6
4.17. Scheduling: Resilient flooring application shall be scheduled after the completion of other work which would damage the finished surface of the flooring.
4.18. Warranty: Contractor is responsible for providing a one (1) year (Contractor) supplied material warranty and warrant all workmanship for a period of one (1) year.
4.19. Underlayment: Underlayment shall be latex type, as recommended by the flooring manufacture.
4.20. Tile Flooring: Vinyl-composition tile shall conform to ASTM F 1066, and shall be 12 inches square and 1/8 inch thick. Tile shall have the color and pattern uniformly distributed throughout the thickness of the tile. Flooring in any one continuous area shall be from the same lot and shall have the shade and pattern.
4.21. Air Tread, Risers, and Stringers: Treads, risers, and stringers shall conform to composition rubber compound form a mixture of synthetic and reclaimed rubber. Overall thickness at treads shall be not less than 1/8 inch. Durometer hardness shall be 90, plus or minus 5, when tested in accordance with ASTM D
2240. Treads to have 80 percent of back and nose sanded by manufacturer to assure good adhesion; provide manufacturer’s epoxy filler to completely fill gap between stair and tread nose for all treads. Design shall be either a one piece nosing/tread/riser or a two piece nosing/tread with a matching coved riser. Installation shall include stringer angles on both the wall and banister sides, and landing trim.
4.22. Adhesive for Vinyl Composition Tile: Cutback adhesive for installation of tile over concrete, above, on, or above grade. Moisture and Alkali resistant. Non-asbestos formulated or a latex adhesive recommended by flooring manufacture.
4.23. Adhesive for Wall base: Adhesive for wall base shall be emulsified acrylic latex; non-flammable.
4.24. Edge: Provide carpet reducer or tile reducer of vinyl. Limit vertical lips in edge trips to ¼ inch; limit total rise to 1/2inch.
4.25 Feature: Feature strips shall be rubber, 1 inch wide, and of thickness to match the flooring. Color shall be selected by the Government.
4.26. Transition: A vinyl or rubber transition strip tapered to meet abutting material shall be provided by the Contractor.
4.27. Wall Base: Base shall be equal to rubber in continuous rolls covered style. Base shall be four (4) of six (6) inches high and a minimum 1/8 inch thick. Color shall be selected by Government from manufacturer’s standards. Performed outside corners shall be furnished when specified. Use flexible base to conform to irregularities in walls, partitions, and floors.
4.28. Polish/Finish: Polish shall conform to ASTM D 4078. Use flooring manufacturer’s standard high-solids finish for shine without buffing; non-flammable, compatible with factory-applied finish; may be buffed or burnished for maximum gloss.
4.29. Manufacturer’s Color and Texture: Color and distinct pattern shall be uniformly distributed throughout thickness of tile. Flooring in continuous area or replacement of damaged flooring in continuous area shall be from same production run with same shade and pattern.
4.30. Safety Issue: Carpet adhesives may containing toxic volatile components. Follow ventilation personal protection, and other safety precautions as recommended by the manufacturer of adhesive.
4.31. Regulation Requirements Indoor Air Quality: Carpet shall bear the Carpet and Rug Institute (CRI)
Indoor Air Quality (IAQ) label. Carpet type bearing the label will indicate that the carpet has been tested and meets the criteria of the CRI Green Label Requirements for IAQ Test Criteria.
4.32. ADA Requirements: If carpet is used as a floor, then it shall be securely attached; have a firm cushion, pad or backing, or no cushion or pad; and have a level loop, textured loop, level cut pile, or level cut/uncut pile texture. The maximum or thickness shall be ½ inches. Exposed edges of carpet shall be fastened to floor surfaces and have trim along the entire length of the exposed edge.
4.33. Physical Requirements: (Carpet): Provide carpet from manufacturer’s standard stock. Carpet shall be first quality; free of visual blemishes, streaks, poorly dyed area, and other physical and manufacturing defects. Use nontoxic carpet materials and treatments, reasonably non-allergenic, and free of other recognized health hazards.
4.34. Adhesives: Adhesive for Broadloom shall be multi-purpose and fast tacking as furnished and/or recommended by the carpet manufacturer. All adhesives shall be waterproof, non-flammable, solvent free and contain no alcohol or other hazardous materials. Low emitting volatile organic compound (VOC)
Adhesives should be used to provide for improved indoor air quality.
4.35 Authorized Use of Carpet Floor Coverings:
A. Use carpet tile in all open office areas with system furniture with raised access flooring or flat cable electrical systems.
B. Six (6) foot wide roll carpet may be used in lieu of carpet tile in corridors less than six (6) foot wide separated from adjacent rooms by permanent partitions if approved by the Government.
C. 12 foot wide roll carpet and/or carpet tile may be used in Command Offices if approved by the
Government.
4.36. Fire Resistance Requirements: Flooring in corridors and exists shall have a minimum average critical radiant flux of 0.22 watts per square centimeter when tested in accordance with ASTM E 648. The smoke density rating shall be less than 450 when tested in accordance with ASTM E 662.
4.37. Environmental Requirements: Areas to receive resilient flooring shall be maintained at a temperature above 70 degrees F. and below 100 degrees F. for two (2) days before application, during application and two (2) days after application. A minimum temperature of 55 degrees F. shall be maintained thereafter. Provide adequate ventilation to remove moisture from area and to comply with regulation limiting concentrations of hazardous vapors.
4.38. Substitutions: The Contractor shall provide products that match “as close as possible”, the products listed above. “Close as possible” shall be determined by the CO and the CES COR and includes but not limited to, color, pattern, and the additional requirements in Section four (4) of this specification. Do not assume that the product submitted will be approved.
4.39. Cleaning and Protection
4.39.1 Immediately upon completion of installation of tile in a room or an area, flooring and adjacent surfaces shall be dry-cleaned to remove all surplus adhesives. No sooner than five (5) days after installation, flooring shall be washed with a non-alkaline cleaning solution, rinsed thoroughly with clean cold water, and except for raised patterned rubber flooring, rubber tile and sheet rubber flooring, rubber stair treads, and static control vinyl tile, given two (2) coats of polish or sealer in accordance with manufacturer’s written instructions. Raised pattern rubber flooring, rubber tile, sheet rubber flooring, rubber stair treads, and static control vinyl tile shall be cleaned and maintained as recommended by the manufacturer.
4.39.2 Vinyl flooring except ore-waxed flooring and flooring designate as no-wax or never-wax by manufacture, shall be buffed to an even sheen without polish with an electric polishing machine, using lamb’s wool pad when dry buffing. Translucent or transparent-surfaced sheet vinyl flooring shall be cleaned by damp mopping. DO NOT buff finish. Follow flooring manufacturer’s instructions.
4.39.3. Protection: From the time of laying until acceptance, flooring shall be protected from damage as recommended by the flooring manufacturer. Flooring which becomes damages, loose, broken, or curled, Style C flooring which fails to achieve complete tension and cove base which is not tight to backing shall be removed and replaced.
5. SUBMITTALS
5.1. At the beginning of the contract, the Contractor shall submit four (4) copies of all Contractor-supplied material manufacturer’s maintenance manuals to the CO and COR for record purposes. These manuals should include but are not limited to recommended type of cleaning equipment and materials, spotting and cleaning methods, cleaning cycles, and specifications.
5.2. Project Submittals: Definitions.
A. Submittals: A submittal is a package of information, samples, drawings, schedules, certificates, etc., submitted to the CO for Government review.
B. Deviation: A specific submittal where an item is identified as not agreeing with contracts requirement and the Contractor are requesting a substitution or change.
5.2.1. Approval/Disapproval: Specific judgments reserved to the CO concerning a submittal’s compliance with the plans and specifications.
5.2.3. Authority: The Contractor is wholly responsible for the contents of a submittal. Through the physical act of submitting, the Contractor certificates that all items listed or implied, fully meet the intended purpose, functionality, and quality requirements of the plans and specifications or as submitted as specific deviations thereto.
A. The Contractor shall assure that submittal materials provided, including those provided directly by their suppliers accurately describes the items in the necessary detail required for a full review.
B. The Submittals of a “System”, either as a routine action or as a deviation, shall be considered a submittal of an integrated collection of component parts, each part of which shall be equally bound by paragraphs of this specification.
C. The Government’s approval of a submittal, in whole or part, will not be construed as approval of any substitutions, of any deviations, or any factor that places an item not in compliance with the plans and specifications, unless said item is specifically processed as a deviation.
D. Any and all deviations from those stated requirements of the plans and specifications, shall be identified by the Contractor, specifically in writing as submittal deviation, for either the system as a whole or for a specific item of whole upon which the deviation is to be exercise. The deviation shall be submitted to the CO for review.
5.3. Project Submittals: Procedures
5.3.1. Submittals requiring approval of materials shall be submitted to the CO and the COR well in advance such that the work will not be delayed. Submittals shall be made by the Contractor as minimum on each specific item addressed in the specifications and drawings.
5.3.2. Reference: The Contactor shall refer to the applicable paragraph in the contract specifications and/or sheet in chronological of the contract drawings that require the submittal.
5.3.3. Furnishing of the submittals shall not be interpreted as relieving the Contractor of his obligation to comply with all of the contract requirements for the items listed in the specifications and drawings. Payment will not be made for any material or equipment that does not comply with contract requirements.
5.3.4. Submittals shall be submitted in four (4) copies except as otherwise noted. One (1) copy of each drawing as each list will be returned marked to indicate approval or disapproval. A minimum of seven (7) work days shall be allowed for review and approval and possible re-submittal of submittals disapproved by the Government.
5.4. Color and Materials Selections:
5.4.1. No color selections and no material selections will be made by the Government until the Contractor submits all samples of all materials requiring color selections to the Government in accordance with the
SOW. In addition, prior to the Government selecting colors, the Contractor shall certify in writing that all colors and samples submitted are current and are acceptable to the Contractor for the Government selection of colors at no additional cost to the Government.
5.4.2. Any samples that are not applicable to the contract shall be carefully removed from the submittal by the Contractor. The Contractor shall be submit, for Government selection, the manufacturer’s full range pf applicable colors, patterns, and textures for the various materials that are required by the contract and within the guidelines hereinbefore stated.
5.4.3. In the event that discontinued, non-current, or non-applicable colors, textures, or samples are submitted by the Contractor to the Government and their selection is made by the Government, the
Contractor shall bear all labor and material correction costs for fabrication, shipping, restocking, removal, repair of damaged materials, and installing of all materials required by the Government to correct the project.
5.4.4. The Contractor is responsible for notifying the Government in writing when all submittals requiring color selections have been submitted. All products requiring color selections shall be submitted on individual material approval submittal forms, one item per form.
5.5. Availability: The Contractor shall guarantee the availability of the approved product for a period of one (1) year from the date of execution of this contract. At the end of the one (1) year period, the
Government and the supplier may agree to extend the availability of the products for an additional period of time or the supplier may request substitutions of new products in accordance with the specifications identified herein.
6. ENVIRONMENTAL REQUIREMENTS
6.1. The Contractor shall submit a Hazardous Handling Material Plan for review. All work shall be accomplished in accordance with Environmental Protection Agency (EPA), and other applicable federal, state, and local regulations governing carpet, vinyl, tile flooring, ceramic tile, hazardous waste/special waste, and recycling, including Air Force Instruction (AFI) 32-7001 (Hazardous Material Management) paragraphs
29-30 standards and in accordance with this SOW.
6.1.1 For the purposes of this document Hazardous Materials (HM) is defined as any product, material, chemical, or substance listed in 49 Code of Federal Regulations CFR 172.101 (revised) and 40 CFR 302-304
(revised). Specifically, a HM is any substance or material, in any quantity or form that has the potential to harm human health or the environment or displays specific characteristics (reactive, corrosive, ignitable, and/or toxic).
6.1.2. Absolutely no HM shall be brought onto Whiteman AFB until that material is registered with the
Hazardous Material Pharmacy (HAZMART) per Whiteman AFB Field Instruction 32-7001. This requirement shall apply for all HM that the Contractor intends to bring onto Government property for any/all processes or applications. The Contractor shall submit a complete hazardous material inventory list including Material Safety Data Sheets (MSDS) and any other supporting documentation for each and all HMs used prior to contract start or introduction of that material to Whiteman AFB. The HM inventory shall include the contract number, performance period, and a contractor point of contract for HM matters. All excess material and empty containers are the responsibility of the Contractor and shall be removed at project completion or when the container is empty. Should the Contractor’s HM requirements change during the performance period, the Contractor shall immediately notify the HAZMART of such changes in writing.
6.1.3. Storage/Use of Hazardous Materials: Only temporary storage is available at each job site. All HM to be used or temporary stored at Whiteman AFB must have the approval of and be coordinated with the
509th CED/CEV, the base Fire Department (CES/CEF), and Wing Safety. The Contractor shall observe
HM management practices in accordance with AFI 32-7286.
6.1.4. All Contractor personnel shall immediately report to the CO and the COR any hazardous materials, chemicals, or contaminated areas encountered. Further, the Contractor personnel shall immediately cease work in area unless the work is of an emergency nature and the risk of exposure can be mitigated by the use of personnel protective equipment (PPE) or clothing. The Government will determine the best means of sampling and corrective action and will notify the Contractor accordingly.
6.1.5. The Contractor shall not use, store, or handle and Class 1 ozone-depleting substances (ODS) during the course of this contract.
6.1.6. All hazardous waste or special waste generated by the Contractor during or as a result of this project shall be identified, characterized, and transported to a permitted disposal facility off base in strict accordance with the requirements of 40 CFR 260-279 (Hazardous Waste and Used Oil Regulations, 30 Texas
Administrative Code (TAC) 324, 330-335 Texas National Resource Conservation Commission (TNRCC)
Industrial and Hazardous Waste regulations, and Whiteman AFB Hazardous Waste management Plan. Any anticipated hazardous or special waste generation shall be identified to the CO, COR, and Base
Environmental Coordinator (BEC) prior to ANY generation of such waste. The BEC will assist the
Contractor with information on any special handling or storage procedures. The Contractor shall be responsible for transportation and disposal to an off base facility at no cost to the Government.
6.1.7. The Contractor shall provide a completed Uniform Hazardous Waste manifest to document all authorized parties and locations involved in the generation, transportation, storage, and disposal of all hazardous and special wastes. The Contractor shall provide the CO, COR, and BEC a draft copy of the manifest, for review, no less than three (3) working days prior to any hazardous or special waste shipments from the installation. The BEC will sign as the generator for Whiteman AFB. The Contractor shall submit the completed original manifest to the CO, COR, and BEC not later than 30 days after waste disposal has been shipped from the base.
6.1.8. Unidentified hazardous or regulated material/waste encountered by the Contractor: The Contractor shall notify the CO and COR upon encountering any material, not identified in the contract documents, thought to be hazardous to workers, personnel in the area, or the environment. The Government will be responsible for characterization, storage, transportation and disposal of the waste, if necessary. The
Contractor shall immediately contact the BEC upon discovery of identified materials/waste who shall assist the Contractor in determining the appropriate procedures to be used. The Contractor shall be responsible for transportation and disposal to an off base facility at no cost to the Government.
6.2 Asbestos:
6.2.1. Asbestos Testing will be conducted by CES
6.2.2. Asbestos Containing Building Materials: No asbestos containing materials shall be used on this contract. The Contractor shall certify in writing to the CO, COR, and BEC that no asbestos containing materials will be used in this contract.
6.2.3. Should the Contractor encounter previously unidentified or suspected Asbestos Containing Material
(ACM) which must be disturbed to comply with the contract documents. The Contractor shall cease all work that would disturb the suspect material and shall immediately notify the CO and the COR.
