SECTION C-1
GENERAL INFORMATION
1.1. Scope of Work. Contractor shall provide all labor, material, transportation, tools, disposal, and surface preparation, lineage to facilitate the coating operations on concrete floors of
1000 SQ FT and above. Floor coatings shall be installed per the specifications included and according to the Engineering Technical Letter (ETL) 96-5 Hanger Concrete Floor Reflective
Coating Criteria guidance.
GENERAL NOTES:
1. Contractor shall conduct moisture testing and adhesion testing as outlined in ETL and floor manufacturers specifications for the coating they are applying.
2. Contractor shall prepare existing floors by shot blasting and power sand to prepare floors to receive coatings. Floor preparation shall be accomplished according to specifications included.
3. Contractor shall treat all joints contraction/construction and repair back to new condition prior to coating.
4. Contractor shall apply coatings per ETL and manufacturers specifications for the coating they are applying.
5. Contractor shall provide and apply all striping and signage per the delivery order.
Contractor shall apply clear coat urethane for protection over all striping and signage.
Striping and signage may be installed prior to top clear coating if applicable.
6. Contractor is responsible for their own refuse and disposal of generated waste IAW
Missouri State, and all Federal Laws.
7. Contractor shall provide their own generated power source if the facility they are performing in does not have applicable power. This shall be verified for each delivery order by the Contractor.
8. Contractor shall provide their own portable restroom facilities if the facility they are working in have to be disconnected due to working in restrooms.
9. Contractor shall install all warning, work, and cautions signage and barriers protecting the flooring projects.
1.1.1. Work Requirements: Work within the scope of this contract includes the following:

Repair of all joints construction/contraction to a new condition prior to coating.

1.2. CONTRACTOR PERSONNEL
1.2.1. Contract Manager. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the Contractor when the manager is absent, shall be designated in writing to the contracting officer.
1.2.1.1 The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
1.2.1.2 The contract manager or alternate shall be available during normal duty hours within one (1) hour to meet on the installation with Government personnel (designated by the contracting officer) to discuss problem areas. Contractor shall have cellular phone access and business phone.
1.2.1.3. The contract manager and alternate(s) must be able to read, write, speak and understand
English. Furthermore, contract personnel must be able to obtain a secret security clearance at the expense of the Government.
1.2.2. Contractor Employees. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the contracting officer or security forces as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
1.2.2.1. Contractor personnel shall present a neat appearance and be easily recognized as
Contractor employees. This shall be accomplished by wearing distinctive clothing bearing the name of the company or a company identification badge. Identification shall be available prior to employment and shall be worn or attached to the outer garment. All personnel shall portray a professional image at all times. Clothing and shoes shall be worn in accordance with AFOSH and OSHA standards. The Contractor will ensure their personnel use proper protection/safety equipment to perform work IAW all AFOSH and OSHA standards. Contractor employees shall not remove any part of their clothing, such as shirts, shoes, etc., while in performance of the contract. Management shall be dressed in proper attire for their duties. Wearing of any military uniform, or parts thereof, is prohibited under this contract.
1.2.2.2. The Contractor shall ensure that Contractor employees operating vehicles have a valid state driver’s license and be flight line qualified IAW local policy, as required, before allowing the employee to operate a Contractor-owned vehicle on Whiteman AFB. Flight Line training takes approximately 2 hours. It is a computer based training and includes a drive around of the flight line and testing. Flight line qualification training may be scheduled by contacting the
Government Inspector. Vehicle operators in this area must past this test prior to receiving their
Flight Line Driving Permit.
1.2.2.3. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500.7-R, Joint
Ethics Regulation (JER). The Contractor shall not employ any person who is an employee of the
Department of the Air Force if such employment would be contrary to the policies in AFI 64-
106, Air Force Industrial Labor Regulations Activities.
1.2.2.4. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment.
Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor’s ability to perform;
however, their absence at any time shall not constitute an excuse for non-performance under this contract.
1.2.2.5. The management and control of Contractor employees in the performance of this contract shall be the responsibility of the Contractor; however, the Contractor shall comply with the contract requirements and Whiteman AFB regulations concerning conduct of employees.
1.3. Security Requirements. For work scheduled to be performed in a secure or classified area, the Contractor will be required to maintain at least 1 crew with current security clearance and restricted area badge. For work in the WSA areas, an escort will be provided by the requesting agency, at no cost to the Contractor. Contractor shall notify the Government Inspector at least three (3) days in advance of such work. Some areas under certain conditions will require escorts even with Restricted Area Badges.
1.3.1. The Contractor shall ensure each employee obtains a Base Identification Pass and, if required, Restricted Area Badge, Vehicle Registration, and Vehicle Pass. Restricted Area
Badges will be issued by the Government and all costs for processing will be absorbed by the same. All employees shall have the Identification Card in their possession at all times while on base. Restricted Area Badges will not be issued until Contractor employees have obtained secret clearances, National Agency Check (NAC). The NAC will be processed by the Government at no charge to the Contractor. The on-site contract manager will be responsible for obtaining this requirement to enable them to escort their personnel.
1.3.2. Entry to Whiteman AFB. Whiteman AFB is a closed base pursuant to Section 21, Internal Security Act of 1950, 50 USC 797, and, as such, only those persons granted permission may enter. It is, however, required that control be exercised over Contractor personnel while working on base. To maintain this control, 10 days prior to start of work, the Contractor shall submit a by-name list of employees, on company letterhead, to the Civil Engineering QAE. An updated list shall be provided upon change of employees. The list shall include employee names, social security number, and security clearance levels. This information will be guarded under the provisions of the Privacy Act of 1974. While submission of social security numbers is voluntary, not providing them will result in Contractor personnel being denied access to the base. The
Contractor will also submit a list of vehicle descriptions and serial numbers for the vehicles brought into the restricted / controlled areas.
1.3.3. Contractor personnel shall not carry and/or transport firearms or dangerous weaponry on the installation.
1.3.4. Contractor personnel shall not enter facilities/areas designated and posted as either
Restricted or Controlled Areas without specific authorization of the Installation Commander or designee. Restricted or Controlled Areas may be entered by Contractor personnel if escorted by authorized Government representative.
1.3.5. In the event that service is to be provided in a controlled area (50 USC 797), and it is determined a free zone must be established instead of using escorts, the Contractor personnel shall adhere to free zone procedures as identified by a letter signed by the installation commander or designee.
1.3.6. Contractor personnel are subject to all regulations dealing with unauthorized installation entry, orders not to reenter (barment), and installation entry point checks.
1.3.7. Contractor personnel shall comply with both the Installation Traffic Code and the State of
Missouri (RSMO) traffic codes. Contractor personnel are also subject to Air Force driving suspensions, revocations, and installation private vehicle registration requirements.
1.3.8. In the event of wing exercises or real world commitments, Contractors may be required to exit the restricted area without prior notice. Everything will be done to notify the Contractor of upcoming events that may interfere with the Contractor’s progress to assist in scheduling, and if possible, a 72-hour notice will be provided. There may be times, however, that this is not possible. Contractors may be restricted from the work area for up to a 30-day cumulative period per year with no claim to the Government due to exercise and or real world contingencies.
1.4. Flightline Driving and Operations
1.4.1. The Contractor shall ensure all Contractor employees required to operate vehicles on the flightline have a valid state driver’s license and receive flightline driving certification in accordance with the current edition of the Bomb Wing Flightline Driving Instruction before allowing the employee to operate a Contractor-owned vehicle on the Whiteman AFB airfield.
Required training items and documentation are contained in the aforementioned instruction.
Refer to 1.3 and 1.3.1.
1.4.2. Any non-Government Contractor vehicle requiring access to the airfield must obtain a
Flightline POV pass from Airfield Management in accordance with the flightline driving instruction and the installation security instruction.
1.4.3. Drivers must comply with the provisions of the flightline driving instruction and only operate vehicles in approved areas and in conjunction with official contracted duties. Contractor vehicle operators who violate driving instruction requirements can be banned from operating a vehicle on the airfield. Replacement driver(s) will be the Contractor’s responsibility.
1.4.4. The Contractor shall follow driving and security instructions concerning entry requirements and procedures for airfield areas. Also, the Contractor must notify the Airfield Manager at Base Operations, Building No. 35, prior to beginning daily operations, if in the airfield area. All painting of airfield surfaces must be prior coordinated with the Airfield Manager.
1.4.5. The Contractor shall maintain radio contact with Base Operations at all times when working on the airfield and transfer contact to the Air Traffic Control Tower when working in an airfield controlled movement area or radio controlled area defined in the flight line driving instruction. Base Operations, Building No. 35 and 509 CES customer service, building 709 will furnish portable radios to the Contractor on a hand-receipt basis. Contractor shall return the radios in the same condition received. Payment for repair of damaged radios or replacement of lost radios shall be the responsibility of the Contractor. Such repair/replacement shall be approved by the Government. Contractor personnel will only use the base operations and tower nets to communicate with base operations or the tower and not use it for personal communication. The Contractor shall comply with all radio-transmitted advisories and directions issued by Base Operations.
1.5. Base Access. Occasionally it is necessary to require early release of Whiteman AFB personnel, their late reporting, or even total base closure when weather conditions make normal travel unsafe. When weather conditions cause one of the above situations, Contractor personnel will be denied access to the base, unless they have been notified that their contract service has been determined essential. Denied access in these situations will result in no additional costs to the Government.
For your convenience, Whiteman AFB closing and late reporting information is broadcast on the following radio and television stations: WDAF (610 AM), KMBZ (980 AM), KSIS (1050 AM), KDKD (1280 AM / 95.3 FM), KOKO (1450 AM), KDRO (1490 AM), KLRQ (96.1 FM), KPRS
(103.3 FM), KBEQ (104.0 FM), KMBC (TV CHANNEL 9).
1.6. Quality Control. The Contractor shall provide a Quality Control Plan to the contracting officer for acceptance not later than the pre-performance conference. The contracting officer will notify the Contractor of acceptance or required modifications to the plan before the contract start date. The Contractor shall make all appropriate modifications and obtain acceptance of the plan by the contracting officer before the contract start date. The plan shall include, as a minimum:
(1) a description of the methods to be used for identifying and preventing defects in the quality of service performed, and (2) a description of the records to be kept to document corrective or preventive actions taken.
1.7. Quality Assurance. The Government will evaluate the Contractor’s performance under this contract. Any action taken by the contracting officer as a result of surveillance will be according to the terms of this contract.
1.7.1 Progress Meetings. The contracting officer may require the contract manager to meet with the contracting officer, contract administrator, Government Inspector, and other Government personnel as deemed necessary. The Contractor may request a meeting with the contracting officer when he or she believes such a meeting is necessary. Written minutes of any such meetings shall be recorded in the contract and signed by the contract manager and the contracting officer or contract administrator. If the Contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the contracting officer within 10 days following receipt of the minutes.
1.8. PHYSICAL SECURITY. The Contractor shall be responsible for safeguarding all property
(Government and Contractor) provided for Contractor use. At the end of each work period, all
Government (and Contractor) facilities, equipment and materials shall be secured.
1.8.1 Key Control. The Contractor shall establish and implement methods of making sure all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.
The Contractor will maintain a key issue control log that will be kept current. Any keys issued to a Contractor employee must be returned upon request or termination of the contracted personnel.
1.8.1.1. The Contractor shall immediately report to the Government Inspector or contracting officer any occurrences of lost or duplicated keys.
1.8.1.2. In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the contracting officer, to rekey or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform rekeying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
1.8.1.3 The Contractor shall prohibit the use of keys, issued by the Government, by any persons other than the Contractor’s employees and the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.
1.9. HOURS OF OPERATION:
1.9.1 Normal Hours of Operation. The Contractor shall perform the services required under this contract between the following hours: 0700 through 1630 hours, Monday through Friday.
The Contractor may work on weekends or other non-duty days, at no additional cost to the
Government, after notifying the Government Inspector. The Contractor may be required to work non-duty hours as directed in writing by the Contracting Officer or Government Inspector. Flex-time or summer hours are at the discretion of the Contractor and QAE; however, one supervisor must be available during normal business hours.
1.9.1.1. Holidays The following Federal legal holidays are observed by this base.

1.10. CONSERVATION OF UTILITIES: The Contractor shall make sure employees practice utilities conservation. The Contractor shall be responsible for operating under conditions that prevent the waste of utilities to include:
1.10.1. Lights shall be used only in areas where work is actually being performed.
1.10.2 Employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Employee will, however, help protect and avoid any overspray, fumes or vapors from entering ventilation, heating or air conditioning systems in any facility.
1.10.3. Water faucets or valves shall be turned off when not in use.
1.11. Publications, Forms, and Records. The Contractor shall be responsible for creating, maintaining, and disposing of only those Government required records that are specifically cited in this SOW or required by the provisions of a mandatory directive listed in section C-6, Applicable Publications and Forms. If requested by the Government, the Contractor shall provide the original record or a reproducible copy of any such record within 5 working days of receipt of the request.
1.12. Lost and Found Property. It is the responsibility of the Contractor to ensure that all items of personal or monetary value found by his/her employees are turned into the 509th Security
Forces Squadron.
1.13. Coordination with Other Contractors. The Contractor will coordinate his/her work with the work of other Contractors and Civil Engineer shops to ensure no interference will delay performance. The Contractor will also coordinate with any appropriate personnel on projects, to minimize any disturbances due to current operations.
1.14. Hazardous Waste/Refuse Disposal. Contractor shall manage, handle, transport, and dispose of any and all hazardous materials and scrap waste at their own expense. Contractor shall provide for their own refuse disposal. The Government accepts no liability for the disposal of the Contractors hazardous waste or refuse. This pertains to this contract and or any other delivery orders issued to this contract.
SECTION C-2
DEFINITIONS
2.1. GENERAL DEFINITIONS:
2.1.1. Facility. A facility is an integral structure such as a building and all of its attachments.
Included with the building are all of its components that belong to the structure unless otherwise specified hereinafter. Areas where fencing is used as a wall, fencing will be considered a part of the facility.
2.1.2. Quality Assurance. A planned systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established, products and services conform to established technical requirements, and satisfactory performance is achieved. For purposes of this manual, quality assurance refers to actions by the Government.
2.1.3. Quality Control. Those actions taken by a Contractor to control the production outputs to ensure they conform to the contract requirements.
2.2. TECHNICAL DEFINITIONS:
2.2.1. Airfield. FLIGHTLINE, including areas within the outer perimeter of airfield aprons and taxiways where the primary activity is aircraft operation.
2.2.2. Government Inspector. A functionally qualified person who inspects the progress of work and certifies completion on behalf of the contracting officer.
2.2.3. Contingency Operations. Events causing unanticipated increases or decreases in the level of service required.
2.2.4 RESERVED
2.2.5. Exterior Insulation Finish System (EIFS). Synthetic plaster material in a variety of textures, similar in appearance to stucco.
2.2.6. Exterior Surfaces. Those surfaces to include wood, all metal surfaces, block, stucco, exterior insulation finish system (EIFS, i.e. Drivit Finestone, Pleco, etc.), special siding, masonry, concrete, asphalt, and glass exposed to the elements of nature.
2.2.6.1. Fencing. Fencing not used as a wall requiring paint shall be painted as directed and paid as exterior paint.
2.2.7. Flightline. Generally the outer perimeter of airfield aprons and taxiways where privately owned vehicles are not permitted.
2.2.8. Interior Surfaces. Those surfaces to include plaster, gypsum wall board, wood, metal, block, suspended ceiling tiles, grid work, and glass not exposed to the elements of nature.
2.2.9. Job Order. Document issued to Contractor authorizing accomplishment of specified work.
2.2.10. Linear Measurement. Any system of measurement for measuring length. Involving measurement in one dimension only; pertaining to length.
2.2.11. Military Family Housing. Those areas that are used solely for the housing of military personnel assigned to Whiteman AFB MO.
2.2.12. Normal Duty Hours. Hours between 0700 and 1630 during which normal workday operations are conducted.
2.2.13. Non-Architectural Surfaces. Includes above ground fuel lines, real property installed equipment such as air conditioning units, hydrants, chain link fences, bridges, towers (other than water towers), traffic signals and sign posts, hand rails, street light poles, street markings (i.e.
cross walks and lane markings) and swimming pools, etc.
2.2.14. Paint. Includes emulsions, enamels, paints, stains, epoxy, varnishes, sealers, cement-emulsion fillers, and other coatings whether used as prime, intermediate or finish coats.
2.2.15. Painting. The application of paint by whatever means necessary.
2.2.16. Pavement Marking. Those surfaces to include airfield and base street center line marking, street arrows, crosswalk identification, handicapped parking spaces and curb painting including parking lots, reserved parking spaces and striping of parking lots.
2.2.17. Physical Condition. The physical appearance of structure or equipment item which considers cracks, chips, dents, abrasions, rust, corrosion, and general appearance and cleanliness.
2.2.18. Protective Coating. Application of paint, stains, texturing, acoustical spraying of interior surfaces and varnish as a means of protecting and preserving surface areas.
2.2.19. Repair Painting. Any combination of the Base Civil Engineer (BCE) and Contractor effort involving BCE maintenance/repair of a facility or portion of with Contractor performance in any or all areas specified within this contract.
2.2.20. Restricted and Controlled Area. Those areas designated by the commander that require control of personnel for security reasons and/or equipment for protection of personnel and property.
2.2.21. Routine Work. Work that shall be completed within thirty (30) days after receipt of job order.
2.2.22. Satellite Accumulation Point. Centralized location to store hazardous waste.
2.2.23. Reserved
2.2.25. Special Events. Base activities requiring additional attention to painted areas.
2.2.26. Surface Preparation. The technique(s) and materials required to prepare a given surface. Surface preparation is an included part of all bid items.

GOVERNMENT-FURNISHED PROPERTY AND SERVICES
3. GENERAL INFORMATION: The Government will provide limited to no materials or supplies pertaining to delivery orders.
3.1. Government-Furnished Material: The Government will not supply any materials for any delivery orders pertaining to this statement of work.
3.2. Government-Furnished Facilities. None
SECTION C-4
CONTRACTOR-FURNISHED ITEMS AND SERVICES
4.1. GENERAL INFORMATION. Except for those items or services specifically stated in section C-3 as Government furnished, the Contractor shall furnish everything needed to perform this contract according to all its terms. The Contractor materials shall meet or exceed the standards of the Professional Decorators Contractors of America (PDCA) standards and compliance and the Painters Master Index (PMI) standards and compliance for protective coatings materials. Selections of material shall be from the highest range of coatings available.
Standards of material shall be in conformance to ETL 96-5.
4.2. Vehicles. The Contractor shall provide and maintain Contractor-owned or leased vehicles to meet the requirements of this contract. Any Contractor vehicles used in the performance of this contract shall have the name of the Contractor neatly and prominently exhibited on both sides of the vehicle. The Contractor shall operate vehicles to comply with base traffic regulations and MO
State Statues. Vehicle mounted communications equipment shall conform to all applicable
Federal procedures and avoid conflict with existing frequencies. The vehicle shall be in satisfactory mechanical condition and present a neat and clean appearance.
4.2.1. Contractor Owned Vehicles: All vehicles used in the performance of this contract shall be in operable condition and meet the local, state, and federal safety requirements. Vehicles found to be unsafe or unable to function as designed shall be removed from the installation and replaced at Contractor expense. Vehicular repairs shall not be done on base. The contracting officer may inspect Contractor’s vehicles at any time and direct the removal of any unsafe or non-functional vehicle from the installation.
4.3. Quality of Materials and Parts Required Submittals: Materials and parts purchased shall be of the highest quality which will adequately and economically serve the purpose for which they are required. The items supplied shall be standard products of manufacturers regularly engaged in the production of such materials and parts. Submittals of selected coating products shall accompany the bid response package for evaluation. Material submittals shall include manufacturers name and brand, specifications, MSDS, and information pertinent to the product for all categories’ listed in the workload estimates. Paints and coating materials shall meet or exceed the PMI standards.
SECTION C-5
SPECIFIC TASKS
5. GENERAL. The Contractor shall provide all labor, vehicles, equipment, tools, materials, supervision and services to provide epoxy/urethane floor coatings to Whiteman AFB.
5.1. Maintenance Management. The Contractor shall provide management of contract requirements as described below.
5.1.3. Estimating Delivery Orders. Contractor shall measure the square footage, linear footage, and/or quantity of work to be performed. The Contractor shall develop a price sheet by CLIN number to submit for approval by the inspector by CLIN numbers and totals. The Government
Inspector will annotate the approval prior to the Contractor engaging in the work. If a disagreement exists, the matter will be referred to the Contracting Officer for resolution. The
Contractor is given 48 hours to respond to an estimate unless the delivery order is deemed mission essential or critical to the mission by the Government Inspector.
5.1.3.1. The Contractor shall maintain a serially numbered Job Order Log and individual job orders to control work. Job orders shall be serially numbered separately. The Contractor's job order system shall be organized, computerized, and provide up to date status at all times.
5.1.3.2. The Job Order Log shall indicate the following information: job order number, estimated and actual start date, facility number, brief description of work, units of work, estimated and actual completion date. The Job Order Log shall be made available to the contracting officer or
Government Inspector during the life of the contract. The Job Order computerized log shall be completed and ready for use prior to the pre-construction meeting.
5.1.4. Work Accomplishment. The contractor shall notify CES, Contracting and the building custodian prior to start of any on-site work.
5.2. Facilities Pre-inspection.
5.2.1. Work Area Inspection. The Contractor shall inspect all work assigned to check for surface repair, surface preparation, caulking and glazing putty requirements. When the
Contractor receives a delivery order request for work, which requires surface repair, or surface preparation considered beyond the scope of the contract, the Contractor shall return the work request to the Government Inspector with the rationale for deferment, within three (3) days.
5.2.2. Work Area Preparation. The work areas, including equipment or any items not requiring application of protective coating, shall be protected by the Contractor to ensure that no damage occurs. All existing building surfaces, utilities, equipment, fixtures, furnishings, landscaping, sprinkler irrigation systems and adjacent vegetation shall be protected by the Contractor from damage during the work under this contract, and any damage to work under this contract shall be promptly repaired by the Contractor at his/her own expense.
5.2.2.1. Moving of equipment, furniture, furnishings, and similar items. Existing items of
Government-owned furniture and appliances in the building areas to be painted or coated shall be temporarily relocated by the Contractor prior to beginning work in each room to provide access to surfaces to be painted, and shall be replaced in their original locations and condition upon completion of the contract work in each room. The Contractor shall be responsible for any loss or damage to the equipment, furniture, and other items during handling and storage. Clothing and other personal articles in closets and cabinets to be painted will be removed by building occupants or Government personnel. Signs, hardware, hardware accessories, plates, lighting fixtures, shades, draperies and drapery rods, venetian blinds, pictures, fire extinguishers and similar items in place prior to painting shall be removed and replaced upon completion of each space by the Contractor, or shall be otherwise protected by the Contractor during execution of work. The Contractor shall remove and replace upon completion of each space all items on or against surfaces to be treated or which will interfere with treatment operations, except that items of equipment or equipment with rigid piping connections need not be removed.
5.2.3. Surface Repair, Preparation and Application. The Contractor shall accomplish surface repair, preparation and application to the extent provided for in Engineering Technical Letter
(ETL) 96-5.
5.2.4. Work Area Clean Up. All customer work areas shall be cleaned by the Contractor after completion of work. Furniture, equipment, and all other items, if moved by the Contractor shall be returned to their original positions. Flammable materials shall be placed in closed metal containers and removed to the approved storage area at the end of each day. Upon completion of the work, staging, scaffolding and containers shall be removed from the site. Paint spots, oil, and stains shall be removed. Remove paint from all glass, mirrors, hardware, and light fixtures at the completion of each job order, regardless if paint was existing or new. During in-progress work, the Contractor shall remove all loose paint, sand, and other waste from work site, and leave work site clean at the end of each work day. Clean up of work area shall include segregation and proper disposal of all debris and removal of any excess, unused material from the site. Brushes or rollers used for the application of latex or water based products can be cleaned in the utility sink located within the shop area. Enamel or any oil based products shall be cleaned by using thinner or mineral spirits containerized in cans. When these solvents used to clean paint become no longer usable, the waste shall be emptied into the hazardous waste container (55 gallon drum) located at the satellite accumulation area for the shop.
5.2.5. The Contractor shall secure the work area site at the end of each work shift if government personnel are not present.
5.3. Remove Paint From Asphalt and Concrete Surfaces. Remove paint by grinding, shot blasting, or high pressure washing. Safety requirements required by OSHA shall be followed. At no time will a flame be used to remove or prepare an interior or exterior surface for painting.
Contractor shall posses the means to remove paint or coatings from asphalt or concrete by grinding, water blasting, or shot blasting to a 100% removal rate. If areas are to be recoated a
75% removal rate is sufficient. If Contractor is operating on installation streets the Contractor is required to coordinate with the applicable agencies concerning traffic closures and or blockage.
The Contractor is responsible for safe traffic control by means of barricade, construction cones or signage. Contractor shall not close avenues of traffic without prior consent of the Inspector before coordination with the appropriate agencies such as but not limited to Fire Dept., Security
Forces, and Wing Safety.
5.4. Pressure Power Washing. The Contractor shall submit a Pressure Washing Plan, if pressure washing is required. The plan shall address: methods for pressure washing, measures to protect Government property protection of personnel during pressure washing operation, sequence of operations and site cleanup. Contractor Officer’s acceptance is required prior to implementing the plan. Pressure washing on exterior surfaces shall include Tri Sodium
Phosphate (TSP) when paint is chalking from ageing or as directed by the inspector. Contractor shall furnish pressure power washing from 0 – 5000 psi capability.
5.5. Material Handling and Storage:
5.5.1. The Contractor shall handle and dispose of all waste, refuse, hazardous waste off the confines of Whiteman AFB and in accordance with Federal, State and local laws.

The Contractor is obligated to follow those publications and use those forms coded as mandatory to the extent specified in other sections of this PWS. The Contractor shall be guided by those publications or use those forms coded advisory to the extent necessary to accomplish requirements in this PWS. All publications and forms listed shall be provided by the Government on an as needed basis. Contractor shall download most forms or publications from the Internet.
