About this file

This file is a Questions and Answers document clarifying specifications and requirements for a KC-46 aircraft maintenance stand procurement from McConnell Air Force Base.

The acquisition requires one custom-fit galvanized steel stand for the KC-46, with an adjustment range of 88 to 128 inches. The stand must feature a counter-balanced deck without hydraulics, a "Signature" handrail design, and a baked-on safety yellow leading edge, based on the WAAG Aviation GSE #65193 model specification. However, vendors are not required to supply that specific brand; any proposed stand must adhere to all technical specifications outlined in the Statement of Need. The material specification for steps and deck is galvanized steel; aluminum is not acceptable as an alternative. Delivery must be completed within six months after the awardee receives notice of award, with the awardee coordinating down payment terms with the customer. Small-business resellers may submit compliant U.S.-made stands from small-business manufacturers, as this requirement is exempt from the Non-Manufacturing Rule, provided the reseller is SBA-certified. The 38-inch total travel range requirement is non-negotiable and not subject to negotiation.

Questions and Answers

1. Is 1 stand required, or is a set of 2 stands required—one for the left side and one for the right side?

McConnell is requesting one (1) stand custom fit for the side of the KC-46.

2. The specification states, “Steps & Deck: Galvanized steel Grip Strut.” How important/necessary is galvanized steel versus aluminum? Both materials are non-corrosive, while aluminum is lighter and easier to work with. Would aluminum be acceptable as an alternative?

It is required that the stands be made from galvanized steel.

3. Please confirm whether a small-business reseller may submit an offer using a compliant U.S.-made stand from a small-business manufacturer?

This requirement is exempt from the Non-Manufacturing Rule (NMR). Therefore, submitting a reselling offer is compliant with the solicitation. So long as the reseller is a SBA certified small business.

4. The Statement of Need includes specific features and terminology such as the “Signature” handrail design, counter-balanced deck with “No Hydraulics,” and “signature baked on safety yellow leading edge.” Is there a specific manufacturer/model being referenced by these requirements, or may offerors provide any stand that meets all stated technical requirements?

The Statement of Need is based on the WAAG Aviation GSE #65193 stands.

However, it is not required that the vendor supplies that specific brand name. Any proposed stand must adhere to the specifications outlined in the Statement of Need.

5. Section 4.1 of the Statement of Need states that delivery shall be completed within six months after receipt of purchase order, down payment, and clarification of all technical and commercial details. Please confirm whether a down payment is contemplated/authorized under this acquisition and, if not, what event will establish the start of the six-month delivery period.

The period of performance for delivery will begin after the awardee receives notice of award. Awardee will coordinate with customer to facilitate down payment terms.

6. This stand easily adjusts from 88" to 126", can be locked in place at 3" increments. Use handles on backside of the stand to raise or lower

‘counter balanced deck’ with little effort..... ’No Hydraulics’. Our standard height travel range is 24”. Is this 38” travel range negotiable, or is this a deal breaker?

As required in the SoN, the proposed stands must adjust from 88” to 128”.
