About this file

This document is a Questions and Answers (Q&A) file for a Life Raft Solicitation issued by the Department of the Air Force Air Mobility Command, solicitation number FA462125Q0035. The Q&A addresses a specific inquiry about the acceptability of Used Serviceable Material (USM) for life rafts intended for training purposes. The Air Force indicates willingness to accept USM provided the product is functional and covered by a warranty, recognizing the critical nature of the equipment for simulating real-world emergency situations in water-based training scenarios.

The solicitation is a Request for Quotation (RFQ) set aside exclusively for small businesses, with the government intending to award a Firm Fixed Price Contract based on Lowest Price Technically Acceptable criteria. Potential vendors must submit questions by 12:00 PM CST on 9 Jul 2025 and quotes by 12:00 PM CST on 18 Jul 2025, with all communications directed to 2nd Lt. Victoria Longava and SrA Fonseka via email.

Life Raft Solicitation – FA462125Q0035

1. Is the USAF willing to accept Used Serviceable Material (USM) with certification and a 1 year warranty? Obtaining new material in 30 days from award may be challenging. I would assume that since this is a requirement for training then USM would be acceptable

• USAF is willing to accept USM if the product is functional and covered by warranty. Students will be using this to train in bodies of water simulating real world emergency situations, so it is critical that functionality is not impaired.
