About this file
This document is a Single Source Justification (Simplified Acquisition) for the procurement of additional access control and CCTV equipment for the McConnell AFB Building 1170 Command Post.
The justification states that the existing Advantor security system is proprietary, and all components must be procured and installed by Advantor. Changing the system would require replacing the entire head-end system, alarm points, and system panels at an estimated cost of $1 million. The Contracting Officer has determined that Advantor is the only reasonably available source for this requirement, in accordance with FAR 13.106-1(b)(1). The estimated contract cost is $28,759.70. The related federal contract opportunity is Solicitation Number FA462124P0014, which was awarded to Advantor Systems Corporation on April 19, 2024.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 22 CONS/PKA
Project/Program Name: McConnell AFB Bldg 1170 Command Post ACS and CCTV Additions
Purchase Request / Local ID Number: F2Z00C4030AW01
Estimated Contract Cost (including Options): $28,759.70
Section B: Description of the Supplies/Services Required
Additional Access Control including level 2 card reader, 3 door release buttons, a toggle switch, and a Close Circuit Television (CCTV) camera for personnel identification purposes.
Section C: Justification for Soliciting from a Single Source or Brand Name
Due to the proprietary nature of the Advantor system, all components such as card readers, door release buttons, toggle switches, and CCTV cameras must be procured and installed by Advantor. Additionally, if one of the three other AF approved alarm system companies were to install the equipment, they would not be authorized to integrate it into the exisiting Advantor system because of specifications from a previous installation under contract FA462122P0067. Consequently, Advantor would be unable to provide integration and maintenance for the installations described in the mentioned section B.
Section D: Efforts to Obtain Competition
It would not be feasible to change systems since current installments are ADVANTOR. All sensors, annunciator and monitoring stations are proprietary to Advantor Systems. The alarm and access systems cannot be mixed and matched. Every room or building that is alarmed on the installation is monitored by the Advantor System. To change would cost an estimated $1M to change the head end system, alarm points and system panels. There would also be an substantial added cost for labor. If we want to compete this, we will have to consider reprocuring the entire security system.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
There are only four alarm systems authorized by the USAF to use to protect weapon/ammunition Protection Level assets. All systems, parts and computer systems are proprietary. You cannot interchange system parts or plug one alarm panel into another alarm panel/head end system. The cost of the systems make it unfeasible to change as you have have to change all alarm points, head end system and infrastructure.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
