Coefficients are factors that are multiplied against the standard unit prices in the Unit Price Guide (UPG) to calculate delivery order (DO) prices. Offeror’s coefficients must contain all allowable Contractor costs; all materials for these projects are sales tax exempt from Kansas state sales tax, including contingencies and profit. Examples of Contractor costs are: gross receipts taxes and payroll taxes, such as FICA, workmen's compensation, state and federal unemployment taxes for direct payroll employees, superintendents' salaries, builders' risk insurance, initial contract startup mobilization and demobilization expenses, and bond premiums; also various overhead expenses, including project estimating, project engineering, quality control, development and submission of record drawings (required for each project), on-base office expenses and overhead, field office building(s), furniture, equipment, local office staff salaries, vehicle and construction equipment overhead and maintenance, office administrative expenses, grounds keeping in and around on-base offices and all on-base storage sites, and a proportional share of home office overhead. The coefficient must also include all insurance, special clothing for workers, traffic barricades, except for those where out of the ordinary requirements are specified by the government such as requiring specific sizes for flight line requirements, flag persons as needed for all projects not involving roadwork, daily and final cleanup, all supervision, delivery of materials/equipment to the base Defense Reutilization and Marketing Office (DRMO) or its local replacement facility, estimated to be required for 55% of all delivery orders, as well as, paperwork fees associated with a particular delivery orders (i.e., asbestos removal plan preparation estimated to be required approximately five (5) times per contract period and lead abatement plan preparation estimate to be required approximately five (5) time per contract period), submittal costs as required for all delivery orders, consultant fees, all on and off site storage, project signs, access roads, etc.
