REPAIR SOFTBALL FIELDS
STATEMENT OF WORK
GENERAL:
The contractor shall provide labor, materials, supervision, transportation & equipment and perform all necessary improvements to re-grade, drain, repair/renovate water sprinkler systems, re-sod, and re-establish bare sandy soil baselines, foul lines and infield areas at the athletic fields complex, McConnell AFB, Kansas. There are two adult 65’ diamond softball fields at this location requiring renovation/repair comprising approximately 2.0 acres each within chain-link fenced boundaries. The contractor shall include insurance, and associated administrative expenses to assure completion of the scope of work in a professional workman like manner, and resulting in a fully completed, neat, undamaged, and attractive appearing finished installation fully complying with the material and installation requirements.
The South field, identified as Ball Field #2, has minor depressions that hold water, and the grass root-mat buildup over more than a decade has raised the surface grade along the entire fence perimeter resulting in an inch, or more, of ponded water along the foul lines and outfield bare earth warning track, and also at the perimeters of the player bench pads (concrete) and exterior grandstand pad (concrete) behind home plate. Minor fine grading will be needed to re-establish positive surface drainage of the ball field and vicinity of the player benches and grandstand to the established functional surface drainage system of swales and piping exterior to the ball field fence.
The North field, identified as Ball Field #3, has been less used in recent years and has had significant invasive weed growth at both the infield and the warning track area of the outfield.
Grass root-mat growth and/ or grading changes resulting from the installation of ball field lighting and/or the adjacent running track, have resulted in significant water ponding between the right field fence and the adjacent running track the formerly drained to a small culvert under the running track a short distance west of the high mast light pole north of right field.
Subject to the contractor’s professional evaluation, the following general outline of work appears warranted to restore these fields to safe and convenient use:
1. Rototill the existing grass field areas inside the fences, and possibly to a minor extent along some portions adjacent to the outside of the fence lines, and perform fine grading to fill minor depressions and restore positive 1% minimum surface drainage grading from the fields to adjacent drainage swales exterior to the ball fields. At the exterior perimeter of the right field area of the North Field #3, perform minor shallow trenching and grading between the fence and adjacent running track, to re-establish positive surface drainage from a low spot adjacent to the NE corner of the field to the existing small culvert a short distance west of the high–mast light pole.
2. Existing underground sprinkler systems and sprinkler heads at both fields are to be protected and any incidental damage repaired as may be needed to assure they are functionally available and fully operational during extended dry periods.
3. Upon completion of fine grading and any necessary repairs/adjustments to the existing sprinkler system(s), restore weed free grass by the installation of freshly cut, well watered, grass sod to all normally “grass field” areas, and treat normally “weed-free/grass-free bare soil areas” with weed killer.
4. Add appropriate sand-soil mixture to the home plate/infield, base lines, foul lines, and outfield warning track areas. Finish grade and lightly roll these intentionally bare soil areas, to complete the surface restoration with no dips or bird-bath depressions, and with positive surface water drainage off the field and related player benches and grandstand facilities throughout.
GENERAL CONDITIONS
1.1 SCOPE: The Contractor shall provide all labor, materials, tools, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation necessary to complete the project. The Contractor shall meet all applicable local, state, federal, and other jurisdictional codes in the performance of this contract.
1.2 CONTRACTOR/VENDOR ENTRY REQUIREMENTS
1.2.1 Contractors and vendors requiring access to MAFB will be issued identification badges from the 22 SFS, Contracting Badge Issuance Office (S5/PV). While they are on MAFB Contractors must keep current personal identification such as a driver's license or company ID card as well as their base issued ID badges on their person at all times. At a minimum, personal identification should include a picture, the physical description of the individual, date of birth, and a signature.
1.2.2 Installation units or agencies requesting access for contractors or vendors (i.e. 22d Contracting Squadron, AAFES, U.S. Army Corps of Engineers, etc.) must first submit a MAFB Form 114, Contractor/Vendor Access List, to 22 SFS/S-5PV via e-mail. The Form 114 may be completed by the sponsoring agency. Personnel authorized to sign as sponsors on the MAFB Form 114’s must be designated in writing by the sponsoring unit commander. Contractors who are non-US citizens must also submit an INS Form I-9 with all of the original supporting documents. Blank /Digital 114’s will be supplied by the sponsoring agency. If the contractor or vendor completes the Form 114, two copies should be given to the sponsoring agency.
1.2.3 Processing the Form 114 and a criminal history check will take up to five duty days. Once the Form 114 is completed, AF Forms 75s, Visitor/Vehicle Passes and/or Contractor Badges will be issued at the West Gate Contracting Badge Issuance Office. 22 SFS S5/SR will attend preconstruction briefings and conduct a security briefing to the primary contractors and issue copies of the handbook, Contractor and Vendor Security Requirements Handbook, for use in training all other employees.
1.2.4 Badges and passes will not be issued to personnel who are waiting for the processing of MAFB Form 114.
1.2.5 MAFB Contractor badges are issued in three colors; red, green, and yellow. Each contractor badge allows the holder different privileges that are defined below. Direct all questions in regards to contractor badges to 22 SFS/S5P at Ext. 759-5430. NOTE: Contractors may not escort or conduct interviews about base contracts or events without first discussing the issue with the 22 ARW Public Affairs office. All media or press requests must be approved by Public Affairs before Media are granted escorted entry onto MAFB.
1.2.6 Red Badges (Basic Contractor/Vendor Badge): Authorizes the holder unescorted entry onto the installation. Personnel issued this badge are restricted from entry into the Flight line Maintenance Complex (FMC) unless escorted by a military or DoD civilian employee who is authorized entry into the area. NOTE: The bearer has NO authority to escort or vouch/sign anyone onto the installation.
1.2.7 Green Badges (Limited Contractor Escort Privileges): Authorizes the holder unescorted entry onto the installation. Personnel issued this badge are restricted from entry to the FMC unless they are escorted by a military or DoD civilian employee authorized into the area. The green badge also gives the holder the privilege to escort delivery vehicles, inspectors, etc., onto the installation for the purpose of going to a specific job site. If the job site is within the FMC, a military or DoD civilian must escort them into the area. When acting as an escort, green badge holders must remain with the individual(s) at all times unless the escort is turned over to, and acknowledged by a military or DoD civilian employee. Do not assume because a military member is present that he/she will conduct the escort.
NOTE: The bearer is allowed to escort delivery vehicles or inspectors to job sites outside of the FMC but does not have authority to escort family, friends, or other non-contract related persons onto the installation.
1.2.8 Yellow Badges (FMC Contractor/Vendor Entry): Authorizes the holder access to areas within the FMC. This badge also authorizes the holder unescorted entry onto the installation. Some yellow badge holders may be also issued a green badge. In those circumstances, the green badge holder can only escort the person to the FMC fence. The individual(s) must then be escorted to the job site by a military or DoD civilian employee authorized entry to the FMC. Note: The yellow badge does not grant unescorted entry into a restricted area, even if the work site is inside the restricted area. An example is a Boeing employee conducting contract work on a KC-135 aircraft. The work site is the aircraft, however, the person must be escorted by a military member or civilian employee who is authorized inside the restricted area and who has a restricted area badge.

3. TECHNICAL REQUIREMENTS:
3.1 Test the native soil to determine the pH and fertility and identify the need for, or absence of need for, pH adjustment and/or fertility improvement to sustain quality sod turf.
Sprinkler heads are to be located and marked so they can be protected from damage. The sprinkler system will be operated by the government to insure it is free of damage and fully operational before the contractor starts work.
3.2 Following initial rototilling of the softball fields #2 and #3, incorporating lime and fertilizer into the soil, if needed, and sufficient to loosen the soil for regrading/re-sodding, and break up invasive weed growth, complete fine grading and light rolling for new sod subgrade, and bare soil areas, to the desired grades. Upon completion, ready for placement of new sod, perform a thorough field check to assure the finished project will match the desired 1% minimum grade throughout, and provide the free draining, useable play area, free of noxious weed growth. Treat intended bare soil areas (batter box, pitcher’s mound, base lines, foul lines, and outfield warning track) with weed killer.
Again operate the sprinkler system(s) to insure the progress of the work has not damaged the lines or sprinkler heads. If the sprinkler system has been damaged, complete the necessary repairs and regrade the repair area(s) as may be necessary, and as a cost included in the work.
3.3 Lightly water the intended grass areas and install recently cut, moist, K-31 Fescue sod, packing individual sod pieces closely together without gaps. Add clean sand/soil mixture as needed to the intended bare soil areas to achieve a complete smooth graded, free draining ball field, including light rolling and thorough watering of the new sod to the overall desired finish grades..
3.4 Complete similar preparation for any disturbed or regarded areas exterior to the ball fields, graded to drain, including the addition of lime if required to modify pH, and seed, mulch and water to restore satisfactory grass cover. Seed mixture shall be K-31 Fescue including 5% annual rye as a nurse crop. Area(s) outside the limits of an operating sprinkler system, if any, shall be thoroughly watered during dry periods at least three times per week in the early morning or late afternoon/evening for at least three weeks, until a satisfactory stand of new grass is achieved, and /or full, fresh growth of the newly placed sod area(s) is totally apparent.
3.5 New sod or reseeded grass area which fail to grow/survive during the one-year warranty period shall be replaced/replanted and watered until a successful stand of sod/grass is established, and as a cost included in the project.
3.6 Incidental damage to sidewalks, lawn area, trees, or benches, etc., resulting from the Contractor’s operations, shall be fully and acceptably restored to the original or better condition, as a cost included in the work.
3.7 After installation inspection of the ball field(s), and other areas, shall be performed in the presence of the U.S. Government Inspector and Contracting Officer representative prior to acceptance.
