ATTACHMENT 1
STATEMENT OF WORK
18‐ Dec‐09
Family Service/Loan Closet Coordinator
1. Introduction: The contractor shall manage and administer the base Family Services
Program (FSP) and assist the Community Readiness Consultant in administering the Base
Relocation Program as required:
a. Location: Work shall be accomplished at McConnell AFB KS, located in Bldg 804, Airman’s Attic/Loan Closet Bldg.
b. Period of Performance: 1 Jan 2010‐31 Dec 2010
c. Work Day: Services shall be performed 20 hours per week, Monday through
Friday, 1000‐1400, excluding federal holidays, Wing Day’s and Family Days. If the contractor is required to attend meetings outside the normal hours, they will adjust their schedule so as not to exceed 20 hours for the week. The contractor will ensure the office is manned by a volunteer during their absence. All work will be performed during the above times, unless otherwise approved by the
A&FRC Staff. Work will be coordinated with the Community Readiness consultant.
2. Scope of Work: The contractor will be responsible for administering the Loan Closet, Airman’s Attic, and Family Services Programs, as well as promoting Airman & Family
Readiness Center events. The contractor’s duties shall also include, but are not limited to:
a. Maintain and manage a current inventory of items for lending locker, ensuring items are returned.
b. Work with Community Readiness Consultant to ensure loan locker items are in working condition, and replaced as needed.
c. Contractor will be responsible for daily cleaniness and upkeep of the facility.
d. Collect and Arrange Airman’s Attic donations.
e. Promote Airman & Family Readiness Center events by ensuring literature and flyers of upcoming events are available to customers.
f. Administer the Layette Program, Teddy Bear Program, School Supply Giveaway, and Christmas Toy Giveaway.
g. Recruit, Train, and supervise volunteers working in each FSP program area.
h. Maintain appropriate documentation on all volunteers in accordance with Public
Law 103‐337 and applicable Air Force instructions.
i. Administer and maintain monthly program usage reports and volunteer hours, disseminating to Community Readiness Consultant as directed.

Job Qualifications:
j. The contractor shall have a minimum of one year of experience working in an
Airman and Family Readiness Center Program (preferably, but may be waived).
k. Basic administrative skills (ie. Word, Excel, Powerpoint, Access) and professional communication skills.
3. Evaluation Factors: The contractor will be based on the above job qualifications.
4. Applicable Publications and Forms: The contractor shall follow the publications and forms listed below. The list is a minimum and more shall be added or deleted depending on changes and updates. The government will provide access to applicable publications and forms at the start of performance. The contractor, in conjunction with the Relocation Assistance manager, shall be responsible for maintaining a library of current publications on hand.
a. AFI 36‐3009, Airman and Family Readiness Centers
b. AFI 91‐301, Air Force Occupational and Environmental Safety, Fire Protection, (AFOSH) and Health Program.
5. Government‐Furnished Property and Support: The Government will provide the following at no cost to the contractor.
a. Facilities, equipment, and supplies of a general nature, and support services necessary for operation of the FSP and assisting the Community Readiness
Consultant. Primary source of support will be the McConnell AFB, Airman and
Family Readiness Center unless otherwise specified.
6. Restrictions:
a. The contractor is prohibited from receiving monies or other benefits from any source as a direct or indirect result of the services provided FSP or Relocation clients.
b. The contractor will distinguish clearly in public between their statements and actions as an individual and as a representative of the Airman and Family
Readiness Center.
