This is a Statement of Work (SOW) for annual inspections of fall arrest systems at Fairchild Air Force Base, Washington. The contractor shall perform comprehensive annual inspections of fall protection systems located in Building 2050 Hangars 1, 2, 3, and 4 in accordance with federal, state, and local regulations and manufacturer recommendations. The inspection must include hands-on evaluation of all system components, visual verification of end terminations, torque tightening of lock nuts, inspection for cotter pins, assessment of cable damage and deformation, minor repairs, photo documentation of in-depth repairs, and inspection of user equipment including harnesses and lanyards. The inspection is limited to systems installed by Evan Corporation or manufactured by Capital Safety Group. The contractor must provide an 85-foot lift to access the systems and issue a written report attesting to system condition and OSHA compliance, including repair estimates. Operations security requirements mandate protection of critical and sensitive information, with HUMINT incidents reported to the Air Force Office of Special Investigations within 24 hours. Normal operating hours are 0800-1700, Monday-Friday, excluding ten specified federal holidays. Access to the controlled area requires government-provided escorts, and non-U.S. citizen workers are prohibited. The SOW includes an Inspection Criteria attachment detailing specific maintenance procedures for horizontal lifelines and rigid rail systems, including torque specifications (end anchors at 75 ft-lbs., intermediate brackets at 18 ft-lbs.) and requirements for system removal from service following any fall incident until inspection and recertification by Evan Corporation.
