The contract will be firm fixed-priced with no price revision or negotiation upon award. All contractor costs including travel, lodging, per diem, and equipment are included in the quoted price. Contractor personnel must pass background checks and be escorted on the installation. The applicable wage determination for instructional personnel is WD 2015-5537 REV 28. The purpose of this Amendment is to: provide responses to questions submitted by prospective contractors, provide a revised statement of work Attach. 1 – SOW (REV1) and extend the RFQ due date.
1.Responses to Contractor Questions All questions and answers are provided below.
Q1: Course Duration / Schedule: Please confirm the anticipated number of instructional days and instructional hours for the UTS Vehicle Tradecraft Course. The SOW establishes a Period of Performance of September 20 through December 3, 2026, but does not specify the expected number of training days.
A1: UTS Vehicle Tradecraft training must be conducted within the Period of Performance 20 Sept – 3 Dec 2026. The course must occur in two consecutive in-person days – totaling at least 16 instructional hours. A pre-course component must be conducted any time before the two consecutive in-person days, but within the Period of Performance 20 Sept – 3 Dec 2026. The pre-course component can be conducted online and must total at least six instructional hours. Please refer to section 8 of the amended Statement of Work adding instructional days and hours. Attach. 1 – SOW (REV1).
Q2: Number of Training Iterations: Is the Government anticipating a single training iteration for approximately 12–20 PRA instructional personnel, or should vendors price for multiple course iterations during the stated Period of Performance?
A2: The government will have one training iteration. Please provide a quote for the single training iteration.
Q3: Vehicles for Practical Exercises: Will JPRA/PRA provide the vehicles to be used for the hands-on vehicle inspection and practical exercises, or is the contractor expected to provide one or more vehicles? If Government-provided vehicles will be used, please identify any anticipated vehicle types/platforms, if known.
A3: The government will provide access to appropriate outdoor/ field environments to conduct exercises.
To conduct vehicle demonstrations, the contractor must provide at least one vehicle (as applicable to the courseware), and JPRA will provide all others (Ford Expedition / Chevrolete Suburban). Please refer to section 5 of the amended Statement of Work: Attach. 1 – SOW (REV1).
Q4: Vehicle Variety: If the contractor is expected to provide vehicles or vehicle-system demonstration platforms, is there a minimum number or variety of vehicle types/models that the Government expects to be represented in the practical training?
A4: To conduct vehicle demonstrations, the contractor must provide at least one vehicle (as applicable to the courseware), and JPRA will provide all others (Ford Expedition / Chevrolete Suburban). Please refer to section 5 of the amended Statement of Work: Attach. 1 – SOW (REV1).
Q5: Training Equipment: The SOW states that the contractor is responsible for specialized vehicle-system demonstration aids and technical equipment. Please confirm that standard classroom facilities and A/V equipment are the only Government-furnished equipment and that all specialized training equipment, demonstration aids, and associated transportation are to be included in the contractor's firm-fixed price.
Amendment 0001 Page 3
A5: The government will only provide standard classroom facilities and A/V equipment. All other material costs must be included in the contractor’s quoted price. The resultant contract will be Firm Fixed Priced; accordingly, pricing is not subject to revision and/or negotiation if selected for contract award.
Q6: Training Materials / Curriculum: Please confirm whether the Government expects the contractor to provide student materials, instructor materials, courseware, practical exercise materials, and/or other take-away materials for the approximately 12–20 participants.

Please refer to section 2 of the Statement of Work: Attach. 1 – SOW (REV1).
Q7: Course Scheduling Within the POP: Should vendors assume that the training will occur on consecutive business days, or may the Government schedule individual training days/non-consecutive sessions within the September 20–December 3 Period of Performance?
A7: UTS Vehicle Tradecraft training must be conducted within the period of performance 20 Sept – 3 Dec 2026. The course must occur in two consecutive in-person days – totaling at least 16 instructional hours. A pre-course component must be conducted any time before the two consecutive in-person days, but within the period of performance 20 Sept – 3 Dec 2026. The pre-course component can be conducted online and must total at least 6instructional hours. Please refer to section 8 of the amended Statement of Work adding instructional days and hours. Attach. 1 – SOW (REV1).
Q8: Practical Exercise Environment: Please confirm whether the Government will provide access to an appropriate outdoor/field environment at or near PRA for the vehicle inspection, signature-reduction, and scenario-based practical exercises described in Performance Area 4.
A8: The government will provide access to appropriate outdoor/ field environments to conduct exercises.
Q9: Government-Furnished Information: The SOW states that the Government will provide access to relevant unclassified JPRA doctrinal publications. Please confirm whether these materials will be provided to the contractor prior to course development/delivery and whether the contractor should assume any additional Government-furnished technical or doctrinal materials.
A9: The government will provide relevant unclassified JPRA doctrinal publications prior to course development as needed. Please refer to section 5 of the Statement of Work: Attach. 1 – SOW (REV1).
Q10: Lead Time: The RFQ requests the contractor's actual lead time in calendar days from date of award.
Should this represent the number of calendar days from award to the first day of on-site instruction, with the Government coordinating the specific training dates within the established Period of Performance?
A10: Lead time must be calculated as the number of calendar days from award to the first day starting pre-course material.
Q11: Travel and Expenses: Please confirm that the firm-fixed price should be inclusive of all contractor travel, lodging, per diem, transportation, shipping of training equipment, and other costs necessary to perform the SOW at Fairchild AFB.
Amendment 0001 Page 4
A11:. The resultant contract will be Firm Fixed Priced; accordingly, pricing is not subject to revision and/or negotiation if selected for contract award. All contractor travel, lodging, per diem, transportation, shipping of training equipment, and other costs necessary to perform the SOW at Fairchild AFB should be included in the contractor’s quoted price to the government.
Q12: Instructor Access / Security Processing: The SOW states that contractor personnel entering the installation will be escorted and must pass a background check. Please confirm whether the Government will provide the process and timeline for submitting required personnel information following award and whether there are any additional credentialing requirements vendors should account for in their lead time.
A12: The government will provide the process and timeline post-award.
Q13: Course Title / CLIN Description: The CLIN refers to the "JPRA DIGITAL SAFE TRAVELER'S COURSE (DSTC)," while the SOW identifies the requirement as the "Ubiquitous Technical Surveillance (UTS) Vehicle Tradecraft Course." Please confirm that the CLIN description and SOW refer to the same requirement and that vendors should price the UTS Vehicle Tradecraft Course described in the SOW.
A13: The course described in the CLIN description refers to the same course listed in the Attach. 1 –
SOW (REV1).
Q14: Wage Determination / Labor Classification: The solicitation includes the Service Contract Labor Standards provisions and a Wage Determination attachment. Could you please confirm if this date is correct and if there have been any updates or amendments that may not have been posted yet?

Our understanding is that the primary requirement is a firm-fixed-price quotation, with price and SPRS identified as the evaluation factors. Please confirm whether you are looking for the pricing response only, or whether you would also like supporting information.
