About this file
This document is an amendment to Solicitation Number FA462025QA904 for the procurement of up to 30,000 gallons of Magnesium Chloride Street Deicer (100% Compatible with FreezGard Zero CI Plus). The amendment updates the salient characteristics of the required product and provides responses to questions from offerors. Key details include:
The solicitation is for on-demand delivery of the deicer product, with 48-hours' notice, through September 2025. Deliveries are subject to weather conditions. The government will only accept the FreezGard Zero CI Plus product or a direct replacement that meets the specified salient characteristics and is on the qualified products list. No mixing or blending of deicer products from different manufacturers is allowed. The previous contract was valued at $36,900 and awarded to GMCO Corporation. The government has determined that a site visit is unnecessary for this requirement. No post-award submittals are required beyond providing the product specification sheet with the proposal.

SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Update Salient Characteristics. See highlighted sections for changes.
2. Answer Questions:
Q1: Were there any issues with the previous company that you would like to see improved on?
A1: No, there were no issues with the previous company.
Q2: What is your preferred delivery format? For each batch, do you want the product delivered in an EPA/OSHA compliant 55-gallon plastic drum or directly as liquid stored in the delivery truck tank?
A2: Delivered in 5,000-gallon truck loads per SOW/Salient Characteristics. Delivery needs to be in Bulk as liquid form by tanker truck capable of downloading into our storage tank
Q3: The Solicitation specified that delivery will be required within 48 hours of a call. Is this a scheduled delivery or on-demand delivery through April 2025?
A3: This is an on-demand delivery, with 48-hours’ notice, thru 30 September 2025. Deliveries are subject to the weather conditions.
Q4: Would you consider using alternative products? Based on the stipulated product requirements, are you open to accepting other products with a different or higher corrosion rate % effectiveness? If yes, do you have a preferred cut off value, or, it's acceptable for consideration as long as it is one of the items on the qualified product list.
A4: As stated in the Salient Characteristics, the product must have 100% compatibility with FreezGard Zero CI Plus and conform to the other requirements in the Salient Characteristics as well as the Qualified Products List. We have 15,500 Gallons of Freezegard CI Plus in the Storage tank and 1,000 gallons in each deicing truck now, and as per AFI 32-1002, Section A2.2 “Do not allow any mixing or blending of deicing products from different manufacturers in storage and dispensing tanks.”
Q5: The physicochemical properties outlined under product requirements are consistent with Freezgard CI Plus. Are you open to receiving more Freezgard in addition to what you already have stored on base, or your preference is for a different but compatible product?
A5: Yes, receiving more of the product we are currently using is acceptable.
Q6: Can we have a site visit for a walkthrough of the facility?
A6: This requirement is for the delivery of product and the government has determined a site visit to be unnecessary.
Q7: Could you please inform us who the previous contract holder was for this service? This information will help us gauge the benchmark standards and the expectations from the service provider.
A7: The most recent requirement for the purchase of deicer on Fairchild AFB was awarded under Contract No. FA462024P0007 to Contractor, GMCO Corporation.
Q8: Could you please provide us with the Purchase Order number.
A8: The most recent requirement for the purchase of deicer on Fairchild AFB was awarded under Contract No. FA462024P0007
Q9: Contract Value: We would also appreciate it if you could share the contract value of the previous period. This will assist us in ensuring that our proposal is competitively and appropriately priced.
A9: The most recent requirement for the purchase of deicer on Fairchild AFB was awarded under Contract No. FA462024P0007 in the amount of $36,900.
Q10: Are there available funds for this opportunity?
A10: Yes.
Q11: Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
A11: No post award submittals. Spec sheet for product you are providing must be included with quotation.
Q12: Could you please specify if there is a maximum budget allocated for this contract? Understanding the budget constraints will help us tailor our proposal to meet both the project's needs and financial guidelines.
A12: The independent government estimate is proprietary information and will not be provided.
Q13: Would the government be interested in additional storage tanks provided by the vendor at no cost to allow for the supply of an alternative deicer, without contaminating the government’s existing deicer supply?
A13: No, the government does not want to have additional tanks with alternative deicer as space is limited and the government is seeking to have one uniform deicer type in its supply store to avoid potential contamination when filling deicing trucks.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
