SUMMARY OF CHANGES
The purpose of this Amendment is to:
a) Revise the proposal due date and time
b) Answer Ktr questions from the site visit
1. The quote due date and time he hereby changed from:
24 Jul 2024 at 1:00 p.m. PST To:
31 Jul 2024 at 1:00 p.m. PST
2. Questions:
Q1: How will the old cables and new cable be cut over. Can we do one office or area at a time? The reason for the question is the boxes are not capable of holding both the new and old cables at the same time and remain functional to do an all at once cut over.
A: Bldg. 2080 will be vacant so whatever works quickest for the KTR. Bldg. 3 will have to be coordinated with the facility manager for access and furniture moves.
Q2: Is EMT an acceptable pathway for any exposed wireway that will need to be mounted on the walls.
A: Yes
Q3: Who is responsible for coring between floors and walls in both facilities?
A: If coring between floors and walls is necessary the Contractor is responsible but will need to coordinate with the COMM POC for approval prior to coring.
Q4: Does the conduit for the surface runs Need to be painted a certain color?
A: No, the government prefers white or ivory color Panduit.
Q5: Does the fiber run in the first building that’s going through the fire station need to be in conduit or can we use armored fiber?
A: In conduit
Q6: Can we use the existing rack in the first building as there’s no space to put another rack and will the AirForce be moving the equipment in the rack to make space for our patch panels, etc.
A: Yes, coordinate with the COMM POC for moving equipment in the rack to make space.
Q7: Will our working hours be all during the daytime or will there be weekend or after-hours times that will have to be adhered to due to scheduling?
A: Building 2080 and building 3 work hours will be 0730-1600 except for no access to the dorm areas of building 3 from 1100-1300 daily.
Q8: Intra-Building Fiber backbone and three (3) Cat 6 cables must be extended into/through the Truck Bay area. (See Figure ATT-2 and ATT-4 in SOW also reference PIC 1) Will these cables require EMT conduit to Conceal them in the red iron?
A: Yes, EMT conduits.
Q9: Will the contractor be allowed a period to utilize a lift in the truck bay area Unimpeded for the routing of fiber and category cables?
A: Contingent on outside weather conditions. If the outside air temp is below 37 degrees, NO. If it is above 37 degrees, coordinate with the COMM POC the day prior.
Q10: Is the contractor allowed to make penetrations in Cinder block walls for routing of cable or fiber in the offices, Truck Bay, and the mezzanine area?
A: Yes, only if necessary, and need to coordinate with the COMM POC for approval prior to making penetrations.
Q11: Control Room Cables must be run in Corners of rooms and then dispersed appropriately through the room because of large windows. See PIC 2 This will require a large pathway from ceiling tile to box height in both corners of the south wall and the dispersal of cables under windows from there. Is the use of EMT Conduit secured to wall and 4x4 boxes for the ten (10) cable drop boxes permitted?
A: Use Panduit style raceway.
Q12: Upon award will Auto-CAD drawings be provided?
A: Information will be provided on an as needed and as available basis through 92 CS Plans. Not all areas have accurate AutoCAD drawings available.
Q13: If a company does not have a SPRS rating will this disqualify from bidding on this project?
A: This question is for the Contracting Officer.
BLDG 3:
Q14: Is all Cable Tray shown existing or new to be installed?
A: The Contractor can reuse the existing where available. The Contractor can determine the best solution to install appropriate cable support.
Q15: Please advise if contractor is to provide/install any 120V power for any locations and where?
A: No
Q16: Is the fiber that is going in the apparatus bay in Bldg. 3 need to be in steel conduit? Can we utilize any open conduit if we find one? If a conduit is needed who will make the penetrations in the CMU walls?
A: Open conduit may be utilized to prevent further penetrations. If a conduit is needed, the Contractor will make the penetrations but will need to coordinate with the COMM POC for approval prior to making the penetrations.
Q17: Intra-Building Fiber backbone and three (3) Cat 6 cables must be extended into/through the Truck Bay area. (See Figure ATT-2 and ATT-4 in SOW also reference PIC 1) Will these cables require EMT conduit to Conceal them in the red iron?

BLDG 2080:

A: The Contractor can reuse the existing where available. The Contractor will determine the best solution to install appropriate cable support.
Q22: Please confirm pathway location(s) for installing new Cat-6 cables between lower & upper area?
Are sleeves & core drilling required?
A: Since the building will be vacant old wiring can be removed prior which should allow room for new wiring to be installed. If coring between floors and walls is necessary, the Contractor will be responsible for additional coring and will need to coordinate with the COMM POC for approval prior to coring.
Q23: Please advise if contractor is to provide/install any 120V power for any locations and where?
A: No
Q24: In Bldg. 2080 where is the new rack going to be mounted?
A: In the same comm room #3 next to the existing Comm rack.
Q25: In Bldg. 2080 can another penetration be put to the basement? If so, who will be doing that?
A: Since the building will be vacant old wiring can be removed prior which should allow room for new wiring to be installed. If coring between floors and walls is necessary, the Contractor will be responsible for additional coring and will need to coordinate with the COMM POC for approval prior to coring.
Q26: According to SOW (4.4), contractor is to reuse existing rack in the comms room #3 on the upper level of Building 2080 for the new premises wiring. Also, according to the SOW (4.10) contractor will not be decommissioning any existing hardware or cabling until after new premises cable is in place and tested, with test results approved. The existing rack in comms room #3 B2080 does not currently have the available capacity to support both networks simultaneously (See pic 1). Is there a plan to address this lack of rack capacity?
A: Bldg. 2080 will be vacant during install so service disruption is not an issue.
Q27: In comms room #3 there is currently one (1) 4” conduit being utilized for the existing category cable to transition from lower level B2080 to upper level B2080. This penetration will not support the forty-eight (48) new category cables being ran from lower to upper level and adhere to the standard called for in SOW (4.6.7) (See pic 2). Can a new penetration be provided for cable to transition from lower level to upper level?
A: Since the building will be vacant old wiring can be removed prior which should allow room for new wiring to be installed. If coring between floors and walls is necessary, the Contractor will be responsible for additional coring and will need to coordinate with the COMM POC for approval prior to coring.
Q28: Is the contractor allowed to make penetrations in to cinder block/concrete walls for routing of cable or fiber in the offices and lower-level areas?
A: Since the building will be vacant old wiring can be removed prior which should allow room for new wiring to be installed. If coring between floors and walls is necessary, the Contractor will be responsible for additional coring and will need to coordinate with the COMM POC for approval prior to coring.
All other terms and conditions remain the same.
