STATEMENT OF WORK

FOR

15 kVA 3 Phase Uninterrupted Power Supply (UPS)

May 2024

1. BACKGROUND: In the Emergency Communication Center (ECC) of any base, maintaining seamless operations is paramount, especially during critical situations. A functional Uninterrupted Power Supply (UPS) system serves as the backbone of this endeavor. In times of power outages or electrical disruptions, which can occur unexpectedly during emergencies or natural disasters, the UPS system ensures continuity of essential communication infrastructure. It provides immediate backup power, allowing operators to remain connected to emergency services, coordinate response efforts, and disseminate vital information without interruption. This uninterrupted power supply is indispensable for sustaining the ECC's ability to dispatch emergency responders, coordinate resources, and provide crucial assistance to those in need, reinforcing the center's role as a lifeline during crises.

2. SCOPE OF WORK: Contractor shall provide all necessary labor, tools, equipment, and materials to remove existing Liebert UPS, provide new UPS and install new UPS. All work shall be performed by certified personnel and in accordance with all Federal, State, local laws and regulations, manufacturer’s recommendations and requirements set forth in this Statement of Work (SOW).

3. OBJECTIVES: The contract effort for installing one (1) new Uninterrupted Power Supply (UPS) system is focused on upgrading and replacing an older model to enhance the reliability and resilience of the base's Emergency Communication Center (ECC). The primary objective is to seamlessly integrate the new UPS system with existing infrastructure while addressing any shortcomings or limitations of the previous model. The end result will be a modernized and fully functional UPS system that significantly improves the ECC's ability to maintain critical communication channels during power outages or disruptions. By replacing the older UPS model, the ECC will bolster its capacity to coordinate emergency response efforts effectively, ultimately ensuring the safety and well-being of the base's personnel and surrounding communities.

4. REQUIREMENTS:

4.1 EXISTING UPS REMOVAL: Contractor is responsible for all labor, tools, equipment, and materials required for the removal of the existing UPS part no: UDC63015C25RT03 - model no: AP321 -serial no: M11852 (Size H-72” L-58.5” W-29”). Contractor is responsible for disposing of the UPS that is removed, 17 12HX150-E batteries and all other components not needed for the new system.

4.2 NEW UPS SYSTEM REQUIREMENTS:

15 kVA 3 Phase Uninterrupted Power Supply (UPS) Salient Characteristics. Network Cards are added into the UPS to provide real-time health monitoring remotely:

30kA withstand rating.

Input Plug Type: Hardwired Input Voltage: System is fed by a 208V/120V panel with 70 amp breakers Output voltage: System feeds a 208V/120V breaker panel with 60 amp breakers Maximum Height/Lingth/Width: Size H-73” L-59” W-30” Output Power: 15KVA at a minimum Form Factor: Stand alone unit meaning not attached to the wall Hot Swappable: Yes Replaceable Battery: Yes External Battery capable: Yes, meaning batteries need to be able to be replaced. They don’t have to be on the outside of the unit though.

Automatic restart after extended outages.

Automatic and manual battery test feature.

Microprocessor-based control and monitoring.

LCD display for user friendly operation to provide local monitoring and configuration of operational parameters.

Meets standards of UL 1778 5th Edition listed, FCC Class A.

Configurable to operate at voltages of 208/120 VAC, 3PH 4W+Gnd.

15 minutes backup time.

4.3 UPS SYSTEM INSTALL: Contractor is responsible for the purchase, delivery, labor, tools, equipment, and materials required for the install of the new UPS. The UPS shall be installed in the most west corner of room 139. Due to having the UPS in the corner, if the new UPS is a smaller unit than the one removed, the contractor is responsible for extending the feeder and supply connections. The install shall be performed in accordance with all Federal, State, local laws and regulations, manufacturer’s recommendations to include all NFPA, UFCs, Fairchild BDG. After installation the contractor shall have the UPS fully operational and conduct a test to ensure there are no installation issues.

6. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES: The government shall furnish site access and electrical power. In the event of an emergency, dial 911.

7. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. Personnel performing the work requested will be escorted for the duration on the installation. Individuals must be able to pass a background check that will be conducted prior to entry of the installation. Individuals performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license number to gain access to the installation.

8. PLACE OF PERFORMANCE: Building 3, Fire Station #1 Fairchild AFB, WA

9. GENERAL INFORMATION:

9.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day. Work can be done at other than the normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with 92 CES/CEF point of contact.
