Final Performance Work Statement

Dec 13 November 2022

Per- and Polyfluoroalkyl Substances

Hydrant Project Soil Stockpile Characterization

Fairchild Air Force Base, Washington

Contract No. XXX Task Order No. TBD

1.0 GENERAL

The objective of this performance work statement (PWS) is to perform expedited characterization sampling of the Garco construction-generated Per- and Polyfluoroalkyl substances (PFAS)-contaminated soil stockpiles at Fairchild Air Force Base, Washington. The characterization sampling results generated under this contract/task order will be used to determine the final disposition of the PFAS contaminated soil. The specific tasks identified in this PWS include 1) stockpile soil characterization sampling and analyses and 2) prepare a Stockpile Characterization Report.

The Contractor shall, in accordance with the terms and conditions more particularly set forth below, furnish all labor, management, facilities, supplies, equipment, transportation, and material and do all things necessary for, or incidental to, performance of the work. The Contractor shall furnish to the Government, reports and other data together with supporting material developed during the period of service. During the progression of the work, the Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of the work.

2.0 BACKGROUND

During the construction project to repair, replace, and expand the flight line fuel hydrant, Garco construction sampled stockpiled soil for PFAS contamination. The sample results indicated trace amounts of PFAS contamination, but the results were insufficient for characterizing the soil stockpile for proper handling and storage. The stockpiled soil is also potentially contaminated with TCE, Benzene, Toluene, metals, and various petroleum products.

3.0 TASKS

Task 1 Conduct Soil Stockpile Characterization Sampling and Analysis The Contractor shall mobilize to the site and collect composite samples (CS) for analysis from one, covered soil stockpile. Samples will be collected in coordination with FAFB Environmental Personnel. The soil stockpile is located immediately southwest of Hangar 1012. Maps will be provided by FAFB.

Up to four composite samples will be collected from the stockpile. The composites will consist of no less than five small grabs of soil. The stockpile will be sampled using a hand auger or other similar device to collect composite samples. The samples will be collected in varying depths throughout the stockpile.

No more than six (5) samples will be collected in the field. One of the five (5) samples will serve as a field blank. One method blank will also be required to complete the project for a total of six (6) sample results.

The soil stockpile will be sampled for PFAS chemicals using EPA Method 537 Modified analysis from a DoD accredited laboratory. Samples need to be analyzed with no more than a Fourteen (14) day turnaround time.

The soil stockpile will also be sampled for Polycyclic Aromatic Hydrocarbons, Trichloroethene (TCE), Total Petroleum Hydrocarbons (TPH) – Gasoline, Diesel, and Oil series, Benzene, Toluene, Ethyl Benzene, and Xylene (BTEX), and Resource Conservation and Recovery Act (RCRA) 8 metals using the Toxicity Characteristic Leaching Procedure (TCLP).

Task 2 Prepare Stockpile Characterization Report The Contractor shall prepare a final Stockpile Characterization Report for FAFB Civil Engineering Squadron (CES) no more than 21 days after contract award. The report shall include a description of all tasks performed, field notes, photographs, survey data, and validated analytical data. All laboratory reports will be sent to FAFB Environmental Element as soon as the Contractor receives the results from the laboratory.

Submittal requirements are summarized in Section 4.4.
