The purpose of this amendment is to answer questions from prospective offerors as stated herein.

SUMMARY OF CHANGES

QUESTIONS AND ANSWERS:

Q1: If a Prime Contractor has a Contractor Teaming Agreement, can we use the Past Performance of the Teaming Partner?

A1: Yes

Q2. If a Contractor has no Past Performance, but has corporate experience, will the corporate experience be considered to obtain a “Satisfactory Confidence” for the Past Performance Confidence Assessment?

A2: The government will evaluate a maximum of 2 recent and relevant contracts for medical administrative services that include the two PPQs submitted by the past performance POC.

In addition to the Past Performance Questionnaires (Attachment 5) completed by the points of contact listed in the proposal, the government will also utilize data independently obtained from other government and commercial sources. These sources may include, but are not limited to, Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of the contractors who are part of a partnership/joint venture or teaming agreement identified in the offerors proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), and any other known sources not provided by the offeror.

Q3: Is this a new requirement? If not, may we have the current contract number, company, and how many positions currently have incumbent employees?

A3: Med Admin 10 is a new requirement; however, the government previously purchased service for five FTEs on contract FA462017CA001 titled “Med Admin 5”. The previous contract was a Firm Fixed Price “C” type contract awarded to RB Consulting, Inc. The new Med Admin 10 will be awarded as a Requirements “D” type contract. The previous contract (FA462017CA001) is staffed by 5 FTEs. Med Admin 10 will encompass the original workload included in Med Admin 5 and has the capability to expand upon it if additional personnel are needed. The two contracts will not operate concurrently.

Q4: Reference RFP p. 3 of 47: “Offerors shall submit recent and relevant contract information for a maximum of two (2) references for the Medical Administrative Services.”

Q4A: Will an offer which includes only a single past performance reference be deemed responsive/compliant?

A4A: Yes.

Q4B: Will an offer which includes only a single past performance reference be evaluated more favorably, less favorably, or the same as an offer which includes two past performance references (assuming all other factors are equal)?

A4B: Past performance information submitted by the offeror, PPQs submitted by the PP POC, and data independently obtained by the government will be evaluated when assigning an overall Past Performance Confidence Assessment rating.

The Past Performance Confidence Assessment rating is an overall rating based on all information considered by the government. The evaluation process will be the same for all offerors regardless of information provided.

Q5: Reference RFP p. 3 of 47: May an offeror submit a past performance reference which consists of more than one task order under a single IDIQ contract so long as there is a single Government POC able to complete the PPQ and evaluate the offeror’s performance on all task orders submitted as part of that single reference?

A5: Offerors may submit a PPQ for the basic contract or individual Task Orders; however, the government will only evaluate a maximum of two PPQs. If an offeror chooses to submit a PPQ for the Basic contract, Task Orders may be listed to aid in showing that the effort is recent and relevant. The government will not consider task orders listed under the basic contract that do not meet the definition of recent and relevant as stated in the solicitation.

Q6: Reference RFP p. 3 of 47: Will the Government evaluate past performance references and PPQs of a teammate (i.e., not the prime/offeror) as part of a proposal submission?

A6: Yes

Q7: Reference RFP p. 3 of 47: If teammate or subcontractors’ past performance references will be evaluated, will the Government evaluate such references as favorably, more favorably, or less favorably than past performance references which were directly performed by the prime/offeror?

A7: Teaming or subcontractor past performance references will be evaluates as favorably as prime contractor past performance references.

Q8: RFP page 1: What other equipment, tools, transportation or materials are needed to fulfill the requirement outside of those listed in the PWS Section 3.1?

A8: The government believes that this is a reference to the Line Item description that states:

“Contractor shall furnish all labor, supervision, tools, equipment, transportation, material, and incidentals necessary to fulfill Fairchild AFB, Med Admin 10 in accordance with the attached PWS and pricing schedule.”

This is a performance based acquisition for non-personal services. The PWS lists items that are provided by the government (PWS 3.1

– 3.5). The contractor is required to provide any and all additional labor, supervision, tools, equipment, transportation, material, and incidentals necessary to meet the performance requirements of the PWS.

Q9: Are contractors required to be NIST SP 800-171 compliant? Are offerors required to submit a current assessment as part of their proposal?

A9: Contractors are required to comply with DFARS 252.204-7012 and 252.204-7020 regarding NIST SP 800-171. Offerors are not required to submit a current assessment as part of their proposal.

Q10: Para 1.3.1.2.3. – Please clarify candidates possessing one or more years medical office scheduling are not required to possess a current Registered Health Information Administrator certification.

A10: Candidates do not need to possess a Registered Health Information Administrator certification.

Q11: Appendix C – Workload Data – This section contains multiple references to tasks typically associated with paper-based medical records. Please verify these tasks are still anticipated despite the Medical Group’s long history utilizing electronic health records.

A11: Candidates need to be able to read, process and handle paper-based records as the MTF still has them, they have not gone to a fully electronic medical record for all patients.

Q12: Appendix C – Workload Date – Reference bullet statement regarding ICD-9/CPT coding. Please clarify the level of medical coding (in any) to be accomplished by contractor personnel under this contract.

A12: There will no coding in medical records as we have a contract for coders.

Q13: If a Joint Venture (JV) offers a proposal, is past performance from only one of the JV partners acceptable?

A13: Yes

Q14: Does the Government prefer a particular Labor Category of the Wage Determination attachment that best maps to Medical Admin personnel?

A14: The offeror must determine the applicable labor category to meet DoL requirements.
